rest of the day clouds creep in. after midnight we see light snow. you get a sense of the pin wheel as it pulls outs to sea. we could see more bands fill in for part of the morning rush. concern is with these cold temperatures we'll see slippery surfaces through lunchtime and then even into the afternoon where we could see more significant totals. right now the advisory is just to our south. coming up, we'll look at potential totals in our area week. to campaign 2016 and the race for the white house. >> former republican presidential nominee mitt romney is calling out donald in salt lake city.

this morning they announced the plan if there is a walk out. it does not look pretty. meg is live with the details. >> reporter: with a strike looming transit officials have a plan to help some, but not all rail commuters. the plan includes increased bus service as well as path and ferry services. buses alone don't have the capacity to replicate the rail system. >> the key is to proride extremely limited peek-our only bus service to new york or locations that offer connecting services to new york. >> reporter: parking at these locations will be free. added service will run from 6:00 a.m. to 10:00 a.m. then again 4:00 p.m. to 8:00 p.m. all tickets will be honored. >> metlife stadium to the port

arts center to new york city via academy bus. hamilton rail station to newark penn station to transfer to path. metro park rail station to the harrison path station. ramsey route 17 rail station to the lincoln harbor ferry terminal. >> reporter: this plan will only carry 38% of new york- that's 40,000 people. far short of the 105,000 people who take trains daily. don't expect a smooth ride. >> bus service across the entire system is expected to experience overcrowding and delays. >> reporter: traffic engineer schwartz advises commuters to carpool. >> all of you know what the lincoln tunnel and holland morning. it is not a pretty picture.

10,000 more vehicles. that will have a domino effect through the region. >> reporter: negotiations continue down in washington, d.c. tomorrow with the national mediation board. now, it is important to note this contingency plan is for new york-city bound commuters. if you take new jersey transit to get to a location in new jersey you may have to take a bus in the city and turn around to get back out to jersey. we'll have another update coming up at 5:00 to see how this will affect your commute. meg baker cbs 2 news. police released a video of a man wanted for mugging a 92- year-old woman in brooklyn. >> steve langford is joining us live where he spoke with the victim. >> reporter: it happened at 1:00 p.m. on ninth street. a 91-year-old woman brutalized by a man with a gun. police say the same suspect in a similar home invasion struck

>> he came up to talk to me and told me shut up. >> reporter: this 91-year-old relating the cruel mugging she endured here in her building lobby wednesday at the hands of this suspect caught on video near the scene. >> i said please leave me alone. i'm a sick woman. >> reporter: the suspect pointed a gun at her before a neighborhood, michael appeared and was confronted with the barrel of the gun, too. >> did he take money from you? >> yes.

the traumatized and confused. police have just posted signs $2500. the poster featuring another photo, the same suspect after a home invasion not far from here in february. three suspects are in custody after a slashing of a yellow cab driver in brooklyn. it happened overnight. >> there was a lot of blood from my forehead. >> reporter: this cab driver feels lucky the slashing on his forehead is not worse than this. >> i'm doing okay. you get nervous and angry. >> reporter: nervous and angry cab at 3:30. he picked up three guys at

they did not have enough money for the fare. he offered them a free ride to north fifth street and y. avenue. >> i said have a good night. all of a sudden one managed to slash my forehead. >> what did he use? >> i don't know i didn't see it. >> reporter: a few minutes after that slashing, investigators believe the three suspects attacked another victim. a 25-year-old here nearby at south second street and y. avenue. [ no audio ] police a fighting a recent increase in stabbings and slashings city-wide. several people here say they are surprised by the overnight attacks in their neighborhood. >>i'm shocked. i didn't think that would happen around here. >> that's the first i ever

the long awaited opening of the transit hub at the world trade center. we flew over it this morning. >> opening comes with controversy. here's michelle miller. >> reporter: it is 15,000-tons of steel reaching 25 stories tall. famed architect designed the hub to resemble a bird rising. its archways will house 11 subway lines. officials estimate 250,000 commuters every day. >> a democracy should be building important buildings for people. it is nice to arrive in the city in an exhilarating place. it gives you a lift. i think those great moments are like the exclamation points in the city.

like this help downtown roar back to life, it is not without its controversy. this structure is billions over budget. at least five years behind schedule. when the hub's design was first unvailed in 2004, officials estimated it would cost around $2 billion. after rush design changes, water leaks and super storm sandy in 2012 the finished product will cost three times as much coming in at $3.9 billion. port authority called the project challenging but added it will serve a vital transportation need for the region while becoming an important land mark. >> it was a very, very ambitious and difficult design. >> reporter: officials are hopeful this landmark will prove to be an economic engine. within these public atriums is 200,000 square feet of potential retail space. >> this was a very successful

feels-like 26. wind chills in the teens north and west. cold enough for snow. 38 for your high today. well below the normal. sunset 5:50. a few clouds filling in. sunsetting on the season. spring isn't that far away. 17 days away then next week, once we are done with the snow we have this big surge of warm air. temperatures going to be 10 to 25 degrees above normal. on wednesday we could hit 69. it will feel like a may day next week. certainly not a may day now. we are waiting for the clouds to fill in. were waiting for this system. remember, the focus of the low is to the south. it will likely stay to the south. in the cold sector you can see through west virginia, ohio, indiana and michigan we are seeing snow. some of that will head our way. we are not talking about a lot of snow. a trace to maybe an inch or two. parts of south shore and into the jersey shore you are looking at the potential for two to three inches.
