the speaker of the house says he won't run for president this year no matter what happens at the gop convention. this morning, candidates from both parties are battling to delegates. they suggest the races are tightening. hillary clinton and bernie sanders are tied among democratic voters and hena daniels has our report. >> reporter: speaker of the house paul ryan says count him out at the republican party has a contested convention this summer. >> i do not want, nor will i accept the nomination for our party. >> reporter: ryan has advice for the delegates. >> i believe that you should only choose from a person who is actually participated in the primary. >> reporter: donald trump is ahead in the delegate count but may not get enough to clench before july. mathematically ted cruz has a slim chance and john kasich has none.

scott pelley that he can win the nomination at an open convention. >> virtually every poll, i am the only one that beats hillary clinton. >> reporter: trump is slamming the nominating process. >> the rules are no good when you have to play dirty tricks in order to pick up delegates, okay? >> reporter: on the democratic side, hillary clinton is 12 to 14 points ahead of bernie sanders in the polls here in new york. sanders has beaten clinton in seven of the last eight contests. he is counting on that momentum to carry him to an upset. >> we will win a major victory here in new york next tuesday. >> reporter: clinton is courting pay for women. >> the last time i checked, woman. >> reporter: hena daniels for cbs news, new york. this morning, hillary clinton has picked up an endorsement from the new york

reading "prepared. warrior. realist." >> reporter: trump's daughter ivanka slammed new york voter retching registration rules during a town hall meeting last night. she and her brother eric will not be able to vote for their father next tuesday because they missed the voter deadline. >> we are not a politician family. we haven't been in politics very long. new york required us to register close to a year ago and we didn't do that. we found out about it sort of after the fact. >> ivanka trump says she has always been an independent and calls the campaign a great educational experience. north's governor says that he is changing part of a controversial new law affecting the rights of gays, lesbian, and transgender people. there has been a growing

down several discriminateing measures. governor pat mccrory says he has been listening to the feedback. >> based on the beadback i am taking action to confirm the state's equality and to that end today i've signed an executive order with the goal of achieving that fine balance. >> the executive order expands the equal employment policy for state employees to include sexual orientation and gender and he ask will the legislature to install for state workers to sue over state court to discrimination but the access to public toilets, that remains. gay rights activists say mccrory mccrory's actions simply don't go far enough. this morning, southern texas is under the threat of severe thunderstorms and damaging hail. severe thunderstorm watches are post for the area. monday night, northern texas got hit. last night, hail pounded the san antonio area. some damage, but no injuries are

barring an 11th hour deal some 40,000 verizon employees are expected to go on strike this morning. workers from massachusetts to virginia are affected. verizon supplies local phone and internet service to millions on the east coast and cell phone service through verizon wireless. workers want increased pay and improved working conditions. the texas teenager who used affluenza as a defense in a fatal drunk driving wreck is scheduled to appear in adult court this morning. ethan couch turned 19 on monday. he got ten years probation for the wreck that killed four. his lawyers argued he could not tell right from wrong because he was so spoiled by his parents. he would be ordered to spend 120 days in prison because of his adult conviction.

health officials that zika is scarier than first thought. don champion is in new york. >> reporter: the bill will help companies study treatment for zekeika zika. scientists are growing even more concerned about the devastating effects of the virsus. president obama says the measure does not go far enough. the administration wants 1.9 billion dollars in emergency funds to combat the virus. in a statement tuesday night, the president called the house major a small step forward, saying it's ultimately insufficient on its own. >> everything we look at with this virus seems to be scarier than we initially thought. >> reporter: the development comes just days after federal health officials sounded the alarm.

defect microcephaly and now growing concerns that zika goes after neurological tissue. it seems the virus is attracted to brain tissue and we worry in humans that this virus may destroy nerve tissue or attack brain cells. >> reporter: this 46-year-old landscaper who does not want to be identified came down with zika after traveling to brazil last month. he says the symptoms were unbearable. >> the rash. a lot of redness all over my body. itching a lot. probably got to 110 temperature of fever. >> reporter: the mosquito that spreads the virus is currently present in about 30 u.s. states. health experts say they don't wide outbreaks in the continental u.s. but warn we need to be ready. from fighting the ebola outbreak will also be used to fight zika. lawmakers also authorized about $6 million in emergency funding. it is important to note that

service since 2007. california is considering changing laws for prosecuting rape. and how the fbi broke into a shooter's iphone. those are some of the headlines on the morning newsstand. "the washington post" reports that the fbi paid hackers to open a phone used by the san bernardino gunman. sources say the hackers found a previously unknown flaw in apple's software. hardware was then created to go around the security feature that erases data. whether the government will tell apple about the flaw isn't known. "the new york times" reports a call for reform at a texas jail where a black woman died last july. the investigation criticized the treatment and medical screening of inmates at the waller county jail in hempstead. sander bland was arrested during a traffic stop and died three days later and it was ruled a suicide. "the seattle times" reports the firing of a psychiatric hospital chief after the escape

they say it's the latest of a series of problems at the facility. the escape year, including an accused killer, have been recaptured. the los angeles reports a plan to prosecute sex crimes no matter how long ago they took place. the state's current statute of limitations in rape cases is ten years. the oregonian reports that portland judge yesterday ordered abby wambach into a therapy program. if she completes it, the charges will be dismissed within a year. still to come. facebook takes a shot at donald trump. mark zukberg makes an availed action on some of the harsh rhetoric from the trump campaign. we will hear what he has so day. you'll know exactly when we'll he to say giving you more time for what matters most.

plans for a statue costing $10 million. cruise ships collect and pay a head fee for every passenger on top of a $3 per passenger court fee. the lawsuit also lists 22 million spent on government operating expenses. the clothing manufacturer american apparel is laying off hundreds of workers. it's part of a redesigned process that could involve outsourcing some manufacturing to another u.s. manufacturer. the layoffs started last week. so far about 500 employsees have lost their job. >> jill wagner at the new york stock exchange, thanks a lot, jill. a grandmother is found alive

an incredible story of survival from a 72-year-old arizona grandmother. ann rodgers was on her way to visit her grandchildren last month when they got lost. her hybrid car ran out of gas and battery power and her phone was dead too. including nine days including her birthday. she kept herself and her dog alive by eating from poonednd and eating plants. final, rescue crews found a

critical new york primary. and president obama is expected to sign a measure to give an incentive for companies to develop a vaccine for the zika virus. they say the virus is scarier than initially thought and may cause neurological issues in adults. off dana point, california, a rescue of a giant sea turtle was caught on video. stacy butler of our los angeles station kcbs reports. >> biggest one i've ever seen in high life. >> reporter: when saw this sea turtle off dana point sunday, his only thought was to free him. >> i knew i had to do and i didn't know what to expect. >> reporter: without a wet suit or a plant, he grabbed a knife. >> just keep going like this. i'm going to jump off and grab on to him. i'm going to take it off here.

jumped. he says the cord was wrapped around the turtle's body. he cut quickly but careful not to hurt the turtle. >> i pulled myself up. he stayed pretty much on the surface the whole time. i got him. i got it cut off as much as possible and it looked pretty free and swam pretty fast away from me after that. >> reporter: the native hawaiian say his aunt and grandmother on the big island often saved sea turtles, considered sacred animals in their family. this was his first rescue. in hawaiian tradition, the symbol is a sea turtle. seven years ago, he had a turtle tattooed on his arm. >> i thought it was pretty cool. any time you can help them out when they need help.
