shifted to the next round of primaries being held next tuesday in the northeast. today the republican national committee rules committee meets to discuss among other things a proposal that would restrict the possibility of nominating a candidate who has not been in the race to replace donald trump. hena daniel is here in new york. good morning. >> reporter: good morning, anne anne -marie. this has potential to sink donald trump's campaign. that could be one of the reasons the campaign has brought in an rnc rules specialist. more as trump prepares for the possibility of a contested convention. after delivering a toned down victory speech in new york, donald trump returned to his outspoken rhetoric in maryland wednesday night. >> we've got lying ted. we have crooked hillary. i won't go over the others because they're now defeated. >> reporter: just 393 delegates shy of clinching the gop nomination, trump has vowed to

part of that strategy reportedly involved hiring a speechwriter, using a teleprompter, and building unity with the republican establishment. ted cruz still hopes to sway party leaders at a contested republican convention. >> at that point, it is going to be a battle to see who can earn the support of the majority of delegates elected by the people. >> we had a really, really good day in new york yesterday. the remaining delegates to capture the democratic nomination. republican leader are meeting in florida today to discuss the party's nominating process. it's their final meeting before the gop convention in july. anne-marie? >> thanks a lot, hena. overseas now. president obama attends the summit of the gulf cooperation council in saudi arabia today. the president's meeting with gulf allies comes amid growing friction as the u.s. presses for them to step up efforts against isis and respect to rebuild iraq. saudi arabia is particularly upset about the nuclear deal with iran and the president's suggestion that they share the neighborhood with iran who they view as an enemy. senior saudi officials believe relations with the u.s. won't improve until president obama is out of office. coming up on "cbs this morning," margaret brennan has the latest from riyadh on today's meeting and u.s./saudi relations. in this country, more rain forecast for flood-ravaged

the death toll from area flooding has risen to eight. flash flood watches are posted along the texas gulf coast and louisiana. the city remains on edge with about 1,000 homes suffering flood damage. officials are keeping an eye on two dam reservoirs that are expected to crest this weekend. michigan's attorney general says we can expect more charges in the flint water crisis. three government workers were charged yesterday with official misconduct, evidence tampering, and falsifying test result after the city used the flint river as a water source to save money. the water wasn't treated to control corrosion, and lead was released from aging pipelines. >> they failed in their responsibilities to protect the health and safety of families and friends. they failed michigan families. indeed, they failed us all. >> charges against the workers carry maximum penalties of four to five years in prison.

are being urged to stay away from a mexican petrochemical plant where an explosion killed at least three workers and injured over 100 other. the blast created a toxic-filled cloud yesterday afternoon. the plant on mexico's southern gulf coast produces a hazardous industrial chemical used to make pvc pipes. more than 2,000 people were forced to evacuate. the death toll from the weekend earthquakes in ecuador is nearing 600. to help the recovery process, ecuador is raising taxes and will charge a one-time fee on millionaires. damages will likely run into the billions of dollars. entire city blocks have been destroyed. more than 23,000 people are homeless. we're learning more about a shipwreck in the mediterranean that killed as many as 500 refugee and migrants last week. the disaster happened in waters between italy and libya. survivors say hundreds left tobruk in small boats headed to

when the new arrivals transferred to the larger ship, it began to sink. espn fired baseball analyst and former red sox pitcher curt schilling following his comment on facebook regarding transgender people. he posted an image of a man in a wig wearing women's clothing with a comment critical of laws restricting bathroom access to transgender people. he added his own comment, "a man is a man no matter what they call themselves." earlier, schilling defended the post on his blog writing, "the latest brouhaha is beyond hilarious hilarious. i made a comment about the basic functionality of mens and womens restrooms, period." after she saved countless slaves, harriet tubman's image is part of a sweeping change for paper currency. we have this report. >> reporter: harriet tubman will

new orleans police shooting. those are some of the headlines on the "morning newsstands." "the times-picayune"" reports the sentencing for police officers in deadly shootings in the aftermath of katrina. four defendants given prison terms of 7 to 112 years. a fifth given a three-year term for trying to cover up killings two of unarmed men on a dan zinger bridge 2005. the "alexanderlexington herald leader" said kim davis forced her to violate her faith by ordering her to issue marriage licenses to gay couples. the court found she suffered no irreparable harm. the "washington post" reports britain is warning travelers about controversial new laws in the u.s. the advisory was directed to the country's lesbian, gay, bisexual, and transgender communities. it described how lgbt traveler might be affected by new restrictions in north carolina and mississippi.

a close encounter of the wet kind north of san diego. a paddle boarder gets splashed sunday by a playful whale that came up for air. an onlooker captured the moment from a nearby pier. gray whales are frequently spotted in the area from december to april as they move between their breeding grounds. on the cbs "moneywatch," comcast lets you ditch the set-top book. jill wagner with more. good morning. >> reporter: good morning. stocks on wall street finished higher thanks in part to an increase in oil prices. the dow gained 42 points, up almost 4% for the year.

the nasdaq finished seven points higher. more than a quarter of a million active and retired truckers could see their pension benefits dramatically cut. the "washington post" reports the treasury department is considering a request from the central state's pension fund. it handles retirement benefit for union truck drivers across several states. congress passed a bill in 2014 that for the first time allows pension funds to reduce benefits in order to improve the solvency of the fund. if approved, retirees could see their paychecks shrink by july 1st. invokes has reached a -- volkswagen has reached a deal in principle to compensate owners of cars after they cheated on emissions test. the german automaker will spend just over $1 billion to compensate owners of about 600,000 cars. an official announcement is expected today. some owners would have the option of getting a repair or having volkswagen buy back their car.

for changes that would make it easier to block trump. president obama is in saudi arabia where today he meets with the leaders of gulf allies. u.s. relations with saudi arabia are strained over the iranian nuclear deal and mr. obama's description of them as free riders, too reliant on u.s. military power. the supreme court yesterday took up the question of when police have the right to order you to take a blood alcohol test. jane crawford reports. >> reporter: blood and breath tests have become a key tool in fighting drunk driving. are police now going too far? typically, the government can suspend a suspected drunk driver's license for refusing to take a blood alcohol test. 14 states now impose harsher criminal penalties. police can perform the tests without a warrant and lock up those who refuse. government attorney kathy kena.

where there are only one or two officers, and you're requiring them now to get a warrant in every situation -- not only is a public safety on the road going to be affected but public safety in general. >> reporter: some justices were sympathetic. justice sam alito, "the reason why people don't want to submit to a blood alcohol test is they don't want their blood alcohol measured." other justices clearly were troubled, especially by laws that can force someone to take a blood test. justice sonia sotomayor called the laws, "a very drastic change. do we dispense with a very important requirement in our law that before you search, particularly the inside of a person with a needle or in an intrusive way, that you get a warrant?" critics of these laws say this is pure government overreach. police could get a warrant while they're transporting a drunk driving suspect to the hospital. jan crawford, cbs news, the
