boat after boat caught fire in the basin. >> this is our home where we live and socialize and make family memories. >> reporter: the marina owner is grateful nobody was seriously injured. >> they saved my business, the building and the gas tanks from going up. >> it was tough, windy with the boat. it was definitely a hard time getting into the small cove here. >> reporter: several firefighters were briefly hospitalized chemicals from the charred boats constructed with fiberglass, melted plastics everywhere. >> first off our main concern is the pollution aspects of it. so they are going to bring booms and pads and clean up the pollution part of it. >> reporter: nearby neighbors were issued code red for several hours keeping them indoors with instructions to clear airborne debris from windows or doors. >> this whole marina could have gone up. >> a total loss. >> devastation.

detectives say lot cause remains undetermined, it appears noncriminal, the fire starting in one boat and spreading. jennifer mclogan, cbs 2 news. >> the state department of environmental conservation is at the marina tonight monitoring the clean-up. we're following a developing story at 6:00, a water main break in astoria. chopper 2 over the scene in queens 30th avenue and 12th street. this is near the rfk bridge. there is a badly across the street from the break. but we're told it's from a neighboring auto body shop. crews are on the way to dig up the street so they can fix this water main gushing in astoria. the body of a new jersey mother missing for five months is found and her friend now charged with murder. 41-year-old tyrita julius of linden disappeared in march. prosecutors say her friend, jennifer sweeney, originally told police that she dropped

train station. but police say sweeney and an accomplice andre harris killed the mother of two teenagers and buried her in a backyard in long branch. >> during that search in the backyard, tyrita's body was recovered in a little under 3 feet of soil wrapped in a plastic tarp. >> prosecutors say sweeney and harris trade to kill julius months before her disappearance. the d.a. says julius was shot while inside a car in november. sweeney's lawyer says the woman is innocent of the charges. we have new information tonight on a rape in brooklyn that we first told but at 5:00. sources now saying a person of interest is custody after calling 911 from a pay phone. he allegedly made incoherent statements to investigators and his sneakers and clothes matched the victim's

kosciusko street station in bushwick yesterday morning when a man attacked. [ choking ] investigators say after the rape, the suspect threatened to kill the woman if she called police. neighbors are feeling the tension there. >> coming home from work don't know if somebody is watching me for that to happen that's scary. >> the cops should be a little bit more around the streets to make sure everybody is protected. >> i think that bad things happen everywhere especially overnight. >> the nypd has the numbers are up 32%. there have been 21 so far this year compared to 16 last year for the same time period. in new jersey, a house fire kills a five-year-old girl. investigators in little ferry say 7 people including the girl's grandmother were trapped inside when the fire first started around 11:30 last night. they jumped for their lives as flames burned the home on washington avenue.

be in the area and stopped to help. >> started trying to breaking some windows and, um, victims just started jumping out windows and, um, pulled several people out of the building. >> one father was dropping his children out the windows. >> a neighbor says previous tenants complained that the three-story building didn't have a proper investigation. the nypd pulled over an suv they say was driving erratically at broadway and west 174th this afternoon. and the police found a small arsenal inside. there was an ak47 assault rifle, a double-barreled shotgun, and a lot of ammunition, including two 30- round magazines and 325 shotgun rounds and two ounces

man was arrested and tonight is facing charges. a plea and warning from new york city leaders about a threat to safety and security funding for the city. lawmakers and police say anti- terror programs will stop unless congress passes legislation allowing for more money to prevent terrorist attacks here. marcia kramer has the story. >> reporter: the anti-terror preparedness drill started as the nypd, the department of homeland security, the office of emergency management and fdny prepared to cope with the unthinkable. >> we replicated things that occurred in san bernardino, in bataclan in paris, france and in australia to name a few. >> reporter: sources tell cbs 2 that drills like that one in brooklyn three months ago would cease to happen and other terror fighting programs

passes an urban area security bill that includes $180 million for new york city. >> if congress doesn't act there are going to be a lot of happy terrorists because they will have a chance to come at as you with less of our defenses up. >> reporter: police officials were coy about just what programs would be cut. after all, they certainly don't want to give our enemies a blueprint of potential weaknesses but in the past the federal funds have been used for wide variety of counter- terrorism assets from specially armed and trained cops, explosives, and a huge nerve center that traces suspicious activity. frustrated area congressmen say anti-new york bias. >> i have heard people saying why should we keep giving you money for homeland security? it doesn't help my constituents. >> the idea that they will not vote on this issue you, the idea that we are spending all this time, how many conferences have i had with

spend so much time urging that they do something. it's frustrating. >> reporter: congress comes back to washington on september 6. the big question is whether they stay long enough to pass the bill. in manhattan, i'm marcia kramer, cbs 2 news. >> the deadline for passing this bill is coming up on october 1. officials say it's not just the safety of the 8.5 million new yorkers who are at risk but also, the big apple's from all over the globe. troubling news tonight for train commuters. a government report finds many rail servicings have made little progress in installing safety technology to prevent collisions and derailments. congress passed a law in 2008 giving railroads seven years to installed positive train control systems, pt cs.

local rain stadiums including nj transit lirr and metro- north have a target date of 2018 to get those systems in place. police tonight searching for a statue thief targeting a new jersey community. >> i done nothing to nobody. why people steal my stuff? >> maria says she is heartbroken to find that her statue of st. anthony is gone from her lawn. nutley police stolen in the area over the past few months along with flower pots and other pricy lawn ornaments. >> they range anywhere between $200 to $700 apiece. we believe that it may be the same actor or couple of actors. >> investigators released this surveillance image of a suspect. they are asking anybody else with surveillance video to

remove american flags from their fire trucks. the order came from the fire board of commissioners in the town of poughkeepsie. the decision has a lot of people upset. christine sloan reports. >> reporter: a resident stands in front of a fire department that had to take these american flags off trucks. >> we're going to wave the flag so if they won't hang it on the trucks, the commissioners won't do it they are we are going to stand out [ sirens ] >> reporter: firefighters with the arlington district in the town of poughkeepsie furious, too. they are seen here during a ceremony putting away the flags after they were ordered to remove them from the back of trucks. >> i was very disappointed when the board members that were against having the flags on the vehicles gave me the directives to have them removed. >> reporter: the removal order coming from the fire board of commissioners, joe armstrong who didn't want to talk to us one of three who voted for the

voted for the flag to be taken off? [ door closes ] >> reporter: the board's chairman stands by his decision saying, the flags pose a danger to drivers on the road if they fly off and to firefighters climbing up and down trucks. he says two of the flags were just too big. >> for example, one flag is mounted to the back of one of our ladish trucks near -- ladder trucks near a rate. the firefighters are going up and down very rapidly near a raim. they are in emergency they are in emergency situations. >> it's never been a hazard to me. >> reporter: the fdny and other companies fly american flags. why this commissioner voted against removing them. >> there's never been any incidents that we are aware of. >> reporter: couldn't it just be limiting the size of the flag rather than just voting to not allow it at all? >> yes. um, that can be done. >> reporter: tomorrow, the fire chief, the union and two commissioners will be meeting to see if they can come up

christine sloan, cbs 2 news. >> some residents say if there's not a compromise to put the flags back on the fire trucks, they will hold a protest this weekend. we are approaching the peak of the hurricane season in our area and it is expected to be more active than originally thought. forecasters just increased their predictions for the number of storms that will likely develop over the next 14 weeks. >> reporter: the 2016 atlantic hurricane season is under way. there have already been six named storms and meteorologists are predicting quite a few more. at the beginning of the season on june 1, forecasters predicted 10 to 16 named storms. they recently raised that to 12 to 17. they were expecting 4 to 8 of those storms to become hurricanes. that number is now five to eight. and instead of one to four of those storms becoming major hurricanes, they now believe

are getting to be more and more. >> it's like a lottery at this point. >> reporter: an updated hurricane season outlook. scientists explain the main factors expected to lead to the development of more storms. the disappearance of el nino and its suppressing influence on atlantic hurricanes and favorable winds in the area where the storms develop and stronger monsoon. >> drier air off the african continent but this year there's a lot of moisture and pi rise this hurricane season but severe weather events have been on the rise for decades. >> since 1980, we have seen about 4 times as much severe weather and extreme events. >> reporter: ross dickman is the meteorologist in charge of the national weather service upton office. he points to superstorm sandy and the recent deadly floods in louisiana as examples. >> we are seeing temperatures rise. we're seeing global sea level rises occurring and that does have an impact on the jet stream which steers weather

states. and sometimes, it produces an extreme event. >> reporter: he says expect to see more severe weather events in the future including major hurricanes. just because of the storms develop doesn't mean they will impact the tri-state area. in upton, suffolk county, elise finch, cbs 2 news. >> important point there, thank you, elise. the updated hurricane forecast is for the entire atlantic basin and that includes all caribbean islands and the entire east coast of the united states. so before a storm is storm. lonnie quinn has his eye on that one and it's been named. >> you bet. just received a name today tropical storm fiona and keep in mind, we just heard from elise finch in that story, what is a hurricane? a hurricane is mother nature's way of releasing heat. all right? that's what a hurricane is. and this july, nasa just reported this july was the hottest july on record in recorded history. so we have a lot of heat sort

storm fiona. low grade tropical storm. 40-mile-per-hour winds. moving to the northwest at 16 miles per hour. national hurricane center thinks it may be increased to maybe 60-mile-per-hour winds. maybe go down to 50-mile-per- hour winds on monday at 2 p.m. still quite a ways away from land. that's bermuda right there. so we'll watch it and see where this goes but we have our eye on it and we know that fiona is out th weather lab. it's parked in battery park. this will give you a picture outside of what things are looking like. here we go. the vehicle looking great. the people looking even better down in battery park city. and as we zoom around, yeah, there's our pride and joy here at cbs 2, the mobile weather lab. the latest edition. if you zoom in tight to the display monitor, what i'd like to check out right now, couple of things. i want to check out your dew points which i know are lower

number down on the left 64.4. you get above 70 that's oppressive humidity. 64 much nicer than yesterday. yesterday you were 74 dew point. and your winds are blowing today from the north. now, if you come back home here i'll show you what's going on there. you can see how everything is working with the wind direction when i show you the wind particles. here's your vortex satellite and radar. what you're going to see right here is how the winds coming in from the north. when you get a north wind it's drier. the minute they hit, these arrows showing you where that northwest wind is, dry air, right? they just can't hold themselves together. i believe as you go overnight tomorrow some of this will hold itself together, here's how we see it at 2:30 in the morning.

slight chance for rain on saturday. better chance on sunday at 86 degrees. more likely sunday into monday. but monday is about a 40 to higher rain chance. monday is a cold front, a real cold front, that will drop the temperatures on tuesday where some folks will not be out of the upper 70s for a high temperature. 81 in the city. it will be nice next week. >> thank you. a look at sports. otis, still no salsa for the giants? >> no but we have some here in studio. out of the game. yankees gave up 12 runs. hal steinbrenner says the yankees fans are ready to embrace the baby bombers so far, so good for that guy. gary sanchez leaves the yard in the second third home run in the last five at-bats and fifth home run in just his fifth 15 big league games. 3-1 down. castro out. solo homer. jay was trying to become the first 17-game winner in the bigs. yankees playing afternoon down 3-2 in the fifth. tripped up at short. then headley's throwing error made matters worse for cc sabathia. he struck out 12 the most in four years. but he also grooved one to melvin utley. three-run pop. cc picks up the loss. yankees drop two of three to the blue jays, 7-4 the final from the bronx they are now 6 back in the wild card chase.

jonathan niese starts in the series finale tonight. you've heard of pitchers helping their own cause? noah syndergaard did that last night. his third home run of the year. that ties tom seaver and walter rell for the most in one season for a mets pitcher, also the most for a pitcher in the big this is year. the mets won 7-5. at giants camp, kicker josh brown suspended for the season opener for violating personal conduct can still participate in preseason games and practices. >> victor cruz didn't practice again today but did a little more off to the side with the training staff. the most action we witnessed was him playing catch with o'dell beckham, jr. but the coach called it a bounce-back day even said cruz looked pretty good. cruz expounded on the heart to heart conversation he had with his coach this week.

needed to have with him just to let him know where i was mentally because a lot is between the training staff and they report to him on what injuries or whatever the case may be throughout the week. i wanted to talk to him about how i felt and the things that i felt in my mind and in my heart about, you know, the past two years and what's happening now and things like that. so it was a good conversation between men. and for all the fans that have doubts that he will ever play again or ever be the victor cruz of all, he said tune in. tu >> to salsa music. >> that's right. stay tuned. >> yes.
