>> pelley: meddling with the truth. ryan lochte and three other u.s. olympic swimmers are accused of making up the story about being robbed in rio. police say this video proves it. florida reports two more cases, apparently spread by local mosquitoes. the chicago police superintendent wants seven officers fired, accusing them of a cover-up in the fatal shooting of a black teenager. and maybe this child can get the world's attention. he's the new face of syria's civil war. captioning sponsored by cbs

>> pelley: the swimmers' story just didn't hold water. today, police in brazil said u.s. olympic star ryan lochte and three of his teammates made up the story about being robbed at gunpoint in rio last weekend. so what did happen? well, let's go to the video replay. here's ben tracy. >> reporter: this security camera footage shows the four american swimmers at a gas station disappearing down a hallway toward the bathroom. they get bn you can see the swimmers raising their arms and then sitting on the ground. today, rio police filled in the blanks, accusing the americans of vandalizing the bathroom, arguing with the security guard, and then leaving $50 to pay for the damage. it is a dramatically different story than the one ryan lochte told this past weekend when he said the four swimmers had been

as police. >> reporter: rio police say the security guard did point a gun at lochte, but only because he was erratic and aggressive. this afternoon, gunner bentz and jack conger arrived at a rio police station for questioning. last night, police pulled them off their u.s. flights. jimmy feigen was also expected to be questioned in rio. lochte left brazibe passport. despite very real security concerns in rio, the police feel the swimmers' made-up story gave them an unwarranted black eye. rio's chief of civil police say the u.s. swimmers owe the entire city an apology because the only thing they were honest about was that they were drunk. but mario andrada, with the rio olympic organizing committee, said no apology is needed. >> lochte is one of the best swimmers of all time. they had fun.

it's part of life. life goes on. that's cool. >> reporter: now, we've tried contacting ryan lochte and his attorney several times, and they have not responded. as for the three u.s. swimmers who are still here in rio, it is unclear when they're going to be allowed to leave brazil. and, scott, it is still possible that they could be charged with falsely reporting a crime. >> pelley: our man in rio, ben tracy, ben, thanks very much. east of los angeles, more than 1500 firefighters are facing walls of fire 80 hot, dry gusts are whipping up fire tornadoes across brush, brittle from drought. it's not known home homes in san bernardino county were torched, but more than 80,000 people have fled their neighborhoods. carter evans is there. >> reporter: the air assault on the most stubborn part of the fire is relentless. drop after drop, and the flames

catastrophic. you're looking at the head of the fire right now, and firefighters want to keep it on the hill here moving this direction. what they don't want it to do is jump across the road. >> as we get the wind, it has the potential to carry embers and unburned vegetation. >> reporter: chief mike brown sailed the fire behavior he's seen over the last few days is extraordinary. >> spoght ahead of itself by 300, 400 feet. fire whirls that look like tornadoes. fire behavior that, you know firefighterss, we read about. we train about. but to actually see it was truly amazing. >> reporter: as the blue cut fire roared through desert towns, residents had just minutes to flee. hundreds of large animals were rescued and brought to this evacuation shelter. abel flores is still looking for his horse. >> a home can be replaced, but not human life or an animal that you love. >> reporter: some normalcy has returns. trucks are once against rolling on interstate 15.

million a day in economic losses. and rail traffic is also moving again. among the homes and buildings burned to the ground, the summit restaurant, an icon along route 66, say former owners cecil and deborah stephens. >> we've been through a lot of storms and car accidents coming through the restaurant, but this time we didn't make it. >> reporter: a lot of history here. we're told elvis presley and john wayne once dined where i'm is gipping to pick up again, and that makes it challenging for firefighters. scott, those hazardous red flag conditions, well, they're expected to continue into the night. >> pelley: amazing pictures of devastation. carter, thank you very much. today, southern louisiana saw more thunderstorms. three inches of rain swamped baton rouge overnight, just as neighborhoods were beginning to dry out from historic floods that have left 13 people dead.

>> what can you do? you just have to keep going. >> reporter: the emotions came flooding back when janice harrell saw the damage that 2.5-feet of water did to her home. >> i have a 15-foot-deep canal behind my house and it was dry the day before. >> reporter: so you thought you were okay. >> i thought i was okay. >> reporter: she has insurance to cover flood damage and the contents of her home, but says it's still not enough. >> we're just going through trying to tear the walls up, you know, to allow the water to come out. >> reporter: 17,000es in louisiana, but only 20% of residents here have flood insurance. so far, more than 80,000 residents have registered with fema for federal disaster assistance. the maximum amount given by fema is $32,000. thousand of southeastern louisianians cannot go home yet. floodwaters are keeping them from their homes. more than 700 are staying at celtic studios, which has been

director patrick mullhorn. >> this is about making sure people are taken care of and that they're going to be able to have a roof over their heads and have that kind of comfort. >> reporter: more than 4,000 people are still in shelters because they can't get to their homes because of the water or they don't have a home to go back to. scott, 950 fema workers are on the ground in louisiana, and more are on the way. >> pelley: omar villafranca in the flood zone. omar, thank you. today, health officials in florida said two more people ha virus. that makes 35 now infected by local mosquitoes. crews have been saturating the so-called zika zone with insecticide, hoping to contain the virus which causes severe birth defects. today, donald trump took his struggling campaign to a battleground state that he cannot afford to lose. here's dean reynolds. >> reporter: donald trump sought to barnish his law and

north carolina, where he said his campaign is in good shape. >> it looks like it's going very well. i guess they just got some very good numbers that just were announced in north carolina. north carolina is going to be very important. >> reporter: but it was unclear what numbers trump was referring to since the latest public surveys show that he is lagging in a state that has vote forward a democrat in a presidential election precisely once in 40 years. and while party officials in some states have complained about a lack of resources to mount a carolina trump campaign said in a statement today, "we will have all the staff and resources needed to win herement. north carolina is the latest in a series of hugely important states trump has visited in the last two weeks, including virginia, wisconsin, michigan, florida, pennsylvania, and ohio, all currently uphill battles for trump. >> it's time for rule by the people, not rule for the special

political predicament with 82 days to go, and one that gave rise to his latest campaign leadership upheaval this week. kelly ann conway is the new campaign manager who spoke to "cbs this morning"." >> we look tat as an expansion at a critical and busy time for the campaign. when it comes to personnel and it comes to senior-level staff, more is more. >> reporter: now, starting tomorrow, scott, the trump campaign will begin airing their first political ads of the will be running in florida, ohio, pennsylvania, virginia, as well as here in north carolina. >> pelley: clinton's already been running ads for weeks. dean reynolds, thanks very much. today, for the first time, the state department acknowledged there was a link between a $400 million cash payment to iran and the release of four american prisoners.

it. margaret brennan, our state department correspondent, is with us tonight. margaret. >> reporter: scott, well, the administration now admits that they held on to the cash until it was clear that the the prisoners had left iran. but u.s. officials still deny that this was ransom because the money was owed to iran as part of a failed arms deal 35 years ago. what we know is that a plane loaded with swiss franks and euros took off from a geneva airport january 17 at the same time that a plane carrying the prisoners the planes crisscrossed in the sky. today, the administration admitted to the lefng because they said they wanted maximum leverage fearing iran would renege. many republicans say that's clearly a ransom payment to a state sponsor of terrorism, and, scott, they accuse president obama of lying when he insisted just a few weeks ago that the u.s. doesn't pay ransom. >> pelley: and all of this was a side deal to the nuclear agreement as well. margaret, thank you very much. now, have a look at this boy.

nothing put war. he has become the new face of syria's civil war, which has claimed the lives of more than 400,000 people, 41,000 of them children. here's holly williams. >> reporter: for a four-year-old who just survived an air strike, you may think that omran daqneesh seems calm. but in aleppo there is no childhood. omran had only minor head injuries and his brother, two sisters, and parents all survived the strike. many other children have been killed and maimed. as the syrian regime and the its backers in russia try to claw back control of the city. this little boy was pulled from the rubble two days ago,

"god is great" shouted his rescuers, but the truth is aleppo is godforsaken. this video appears to show a boy who's just lost his brother in an airstrike. "take me instead of him," he cries. another child robbed of his innocence. the united states is trying to avoid being drawn deeper into this conflict. in the meantime, the syrian regime is bombing its own p with near impunity. they've even targeted hospitals. this security camera video shows a strike on omar bin abdul aziz hospital in aleppo last month. last week, 15 syrian doctors still working in rebel-held aleppo wrote a letter to president obama telling him about four newborn babies who they said were suffocated to

hearing. on the same at a, police superintendent eddie johnson said seven other officers on the scene on the night mcdonald was killed should be fired, mainly because they falsified their police reports. in an e-mail to the department johnson said: chicago's inspector general determined the officers did not tell the truth about mcdonald's death. their report stated the knife-wielding 17-year-old m officer van dyke before he pulled the trigger 16 times. one officer wrote, "he was swinging the knife in an aggressive, exaggerated manner. van dyke ordered mcdonald to drop the knife multiple times. mcdonald ignored van dyke's direction and continued to advance toward van dyke." but police dash cam video, released under intense public pressure over a year later, showed mcdonald was moving away from the officers when van dyke opened fire and continued
