>> i am not sure why. i have been here for 27 years and it is terrible. reporter: it is a loss especially hard in this tight knit school losing a driven classmate would had plans to go to college next year. >> he was a real nice guy. the kids are just disappointed to lose a friend and brother. reporter: as you can imagine a quite emotional day at school today. police tonight are still investigating to see what caused the teenager to leave the road here. live in pea body, john atwater, wcvb newscenter 5. >> a report focused on bella bond and the state agencies that had knowledge of hr home situation is due this week. governor baker ordered the review. the review is due on wednesday and it will show just how much the steat agencies including dcf were involved with the girl's family. bella's body was discovered in june in a trash back on deer island. her mother and mother's boyfriend have been charged in her death.

officers in a small western massachusetts town of irving. all five full time and five part-time officers began wearing the cameras today. irving is the first police department in the commonwealth to mandate cameras for all officers. the police chief says it is easier for small departments like theirs to put new initiatives into action. >> harvey leonard joins us now as we look at some substantial rain coming our way midweek. harv? harvey: just wanted to give you a heads up on that one. no chance of rain tonight or tomorrow or tomorrow night. but during the day on wednesday the chances increase. not so much early in the day, but by the evening commute the chance of rain is high. then it is wednesday night, very high chance of rain. in fact, a high cans of heavy rains. it looks like our first significant rainfall in some time. that's from the remanence of patricia and this is where the moisture is located. now let's back up right now. upper 40s to mid50s. the skies are clear and the air is dry. we are set up for a chilly night.

states to reduce testing time. according to a study done by the council of the great city schools students take about 112 standardized tests from the time they are in pre-k until the time they graduate from 12th grade. >> there are a lot of tests and more than enough room to start thinking about how to scale back and to make this whole system a lot smarter. >> the administration's proposal comes as congress looks at overhauling the no child left behind act that mandates the annual testing in reading and math for third through eighth graders and high school students. >> that was put into place to great tan fare and now schools are starting to feel the pressure of that. parents have a sense that their kids are over tested. >> they say the on bough ma administration should use no child left behind as a cautionary tale before putting forward other mandates. >> now what we are seeing are more federal regulations and more federal waivers to basically relieve states of the mess the government has created in the first place.

overnight lows, many 20s and low 30s. we will have a lot of frost in many locations early tomorrow morning. they will move back into the 50s. we will have respectable recovery. not a lot of wind and a good deal of sun. you can see a milky appearance later in the day. the breeze will pick up out of the southeast and the south. we will move into the 50s around 60 and then we will be hearing from the remanence of patricia in the form of moisture and gusty winds later wednesday, wednesday night and thursday. it will be tropical feeling as we get to quite mild and windy. here is the system, what is left of it. it has been producing severe weather and lots of rain over the gulf crois and the southeast part of the country. i want you to get an idea we could see ideas wednesday and wednesday night and even left over winds thursday, thursday night and even into friday. now as we check out tomorrow early it is nice and clear. we get to later tomorrow we start to see the high clouds moving in from the south and

they they cannen overnight. and as far as wednesday morning's commute is concerned it looks dry. the first of the rain could be starting. so by the evening commute you could certainly expect some wet weather to reach our region. eventually we are going to get heavy tropical-like downpours so the result is likely to be one to two inches or more of rain across our region by the time we get to thursday. that's how things are shaping up. once again tomorrow is a news one, frosty start. then sunny and reasonably pleasant. wednesday is the cloudy day. a little more on that time line of the rain as it spreads in during the course of wednesday afternoon and evening and becomes heavy with downpours during the course of wednesday night. with the potential with the one to two inches or more of rain. the winds will be gusty and especially the south coast and the cape. wind advisories may be needed wednesday night and the same areas may experience coastal flooding as well. the good news is the wet weather is out of the way for
