good evening, everyone. >> thetorm also brings with it isolated thunderstorms and a threat for flooding. we have team coverage tonight on the impact. let's start with harvey leonard. >> thanks a lot. here's the story the winds are starting to pick up now gusting to 30 miles per hour along the coast. it's only going to build even more tonight. yes, the first batch of rain has moved through the area. there are some moderate batches embedded in this area of rain but what i want you to see is this is going to come in waves. the first bout of heavy rain is down around the new york city area moving into southwestern connecticut. you can see another band forming around washington, d.c. tropical-like downpours. i'll give you an idea on the timeline. there will be heavy downpours in the renal around 10:00. there can be some embedded thunder but as we get to tomorrow morning's commute, especially the early part,

that's the strongest chance of thunderstorms with even a small chance of severe weather embedded. we get to 7:00 in the morning. if this were to literally verify that could theoretically be some severe thunderstorms and downpours and embedded thunder in eastern mass as well. by 10:00 it looks like the heaviest action is down around the cape and the islands and we're starting to come out of it. when all is said and done, as the skies start to brighten by tomorrow afternoon, how much rain are we talking about? it looks like a widespread one to two inches of rain, but there can be pockets that could be heavier scattered around the region. during the heavy rain episodes some localized street flooding will likely occur. >> you mentioned the rain but like most storms it's multifaceted. other issues we have to consider is the wind and tides. >> the tides are astronomically high. we already have pretty strong winds and they will only go up tomorrow. we'll show you the winds. they are sustained at about 10

to 25 miles per hour. point but as we go further into time notice what happens. those winds start to pick up and these are the sustained winds. gusts could be upwards of 40 to even 45 miles per hour and that's why the wind advisory is placed for this area you see in tan. gusts up to 50 miles per hour. what does that mean? that means that we have a medium power outages also on the lower side which is good news with this storm but also, we could see some coastal flooding from this. in fact, we're looking for minor coastal flooding during the times of high tide. the one high tide we're watching is this one coming later this evening for the south coast. you can see this area in green. under that coastal flood advisory and then through the overnight hours, we're going to watch the east facing beaches because this is where we could flooding during the high tide which is coming just after midnight. and coastline. harvey will be back with more about how much rain we'll

what eventually caused the most damage knocking down power lines along its path causing outages. the local utility company reporting some 20,000 customers without power in the area. the blimp was invented by raion, it cost about $175 million and is almost as big as a football field, used extensively in iraq and afghanistan to provide surveillance. a military spokesman said the blimp grounded itself but it remains unclear loose. >> now on to the new report in connection with the murder of little bella. it find dcf closed their investigation into abuse reports newscenter 5's jack participator is live in boston. jack? reporter: there was a history of neglect but according to the investigation they didn't look hard enough or long enough. >> it's

families should have not closed 2013. the decision to close was based information. >> the office of child advocate says dcf did not look hard enough at her parenting despite conflicting information about her ability to be a good parent. >> dcf was aware that ms. bond had her parental rights terminated for two other children. the last termination was more than 10 years before the by the of bella. >> her body was found on deer island in june and it took months to figure out who she was. her mother and her boyfriend are both awaiting trial. he's charged with murdering the child. the department of families did take a close look at the case after other high-profile failures, but it was lacking. >> the challenge here was that the case was

before the information and the identification by the department of those cases that needed tier 2 review to happen. so it was a question of days, literally, of timing. >> the advocate says many choices because they appear to but the department's view is other issues. for anyone to say that continued involvement with the department would have prevented the tragedy that happened in that case. >> there were two earlier neglect investigations. one in 2012, lasted three months, one in 2013, that one lasted four months. the report does not say why all of a sudden, case was closed. in boston, i'm jack harper, wcvb, newscenter 5. >> police in several towns are searching tonight for those responsible for a string of b.b. gun attacks. the attacks targeted business

along route 53 were hit with rounds. a woman driving on route 139 in hanover was shot at. >> suddenly i heard a big bang and i felt a sting. i looked and my window was totally shattered. it occurred to me that i had just been shot. >> all three businesses were unoccupied at the time. police are investigating the incident as malicious destruction of property. >> a college student is accused of sexually assaulting another dorms. the male student whose name has not been released allegedly approached a female student saturday in a common area of a residence ball and acted, in what we told, was an inappropriate manner. other. among the charges filed, assault and battery and amphetamine. a judge has denied motions by sam on.

they challenge the federal death penalty in the case. sampson was sentenced to death for carjacking and killing two massachusetts men back in 2001. he was later granted a retrial after it was discovered that a juror had lied about her background. there is no date yet for the retrial. investigators want to know what started this three-alarm fire last night. the flames quickly spread through the apartment building at union and chestnut streets. firefighters did rescue one man by leader. everyone else managed to get out safely. the fire left dozens of people homeless. >> new details out of south carolina tonight on the police officer at the center of a classroom video that went viral showing him slamming a student to the ground. today that officer learned he's off the job and harding is here with more. ed? >> the deputy's name -- the firing comes just two days after that video you saw was caught on camera. police and witnesses say that fields was called to the classroom after the student refused a teacher's instruction to leave because she was

disrupting the class? this is the video from the classroom. he forcibly removed her and the student was ultimately arrested on a disturbance charge. authorities are saying tonight, an additional video taken in the classroom shows the student resisting the deputy and attempting to hit him. still, they say, the officer's actions are totally unacceptable. >> what she did doesn't justify what our deputy did. i don't want anybody to think that it doesn't justify his actions. but again, she needs to be held responsible for what she did. >> the justice department and the f.b.i. will determine if fields should face charges connected to that incident. there have been complaints about fields in the past but none of those complaints came from the school. >> the g.o.p. has formally now nominated wisconsin congressman paul ryan to be the next house speaker. the secretary ballot vote was a tally of 200 for ryan, just 43 for congressman daniel webster. the nomination is expected to be approved by the full house of

in the meantime, former house speaker hastert has pled guilty to lying to the f.b.i. in a rush money case. hastert had paid $3.5 million to someone referred to only as individual a to hide past misconduct. it was announced today he cut a deal with prosecutors that include serving six months in prison. he'll be sentenced in february. >> hillary clinton in new hampshire today. sounding more and more confident she'll be the democratic nominee. she's starting that slow walk to the political middle and targeting republican candidates. >> hillary clinton led several hundred democrat loyalists say she's feeling confident. off the brakes barely acknowledging bernie sanders in the rearview mirror. >> it's not enough to stick to it's not enough to say let's go >> she accused the republican candidates of not offering real solutions for an economy on the

needing more growth. democratic presidents see accelerated growth, lower unemployment, and smaller and although my republican friends don't like it when i say it, you're four times more under a republican president. >> clinton also had a specific message to the g.o.p. frontrunner donald trump. >> if you're looking for somebody who will tell you everything that's wrong for america i'm not your candidate. because i think that there is far more right with our country than is wrong. >> but it would be a mistake for clinton to ignore sanders in the granite state so early according to pollster andy smith. >> she could dip down and come back two or three times. voters in new hampshire aren't paying attention to this race. they won't make up their minds until the final week or two of the campaign. there is a lot of room for change. >> clinton got a smattering of applause for her support for

already walking down the political middle. wcvb, newscenter 5. >> tonight the g.o.p. is holding its third season. live from our washington bureau, for the first time ben carson is leading recent polls. >> that's right. it's an important debate for him tonight. now that he is the frontrunner for the first time in this race. the retired pediatric neurosurgeon has surpassed donald trump in recent polls and both are well ahead of third place candidate marco rubio. they and seven other republicans debate tonight in primetime in colorado. and candidates who are lagging in the polls are looking for a breakout moment. we spoke with one analyst who says jeb bush has the most to gain tonight if he does well. >> he was thought to be the frontrunner for so long. has very deep pockets. describes himself as the tortoise in the race, slow but steady but we haven't seen much from jeb bush yet.

you're watching news at 5:00. >> there is some encouraging news tonight about the state of our schools, at least here in massachusetts. bay state schools have now ranged first in the country on the test known as the nation's report card. despite the great news for massachusetts this year's assessment showed more losses than gains for students nationwide. significant dips in fourth and eighth grade math. >> new at 5:00, lawyers for labrie are hoping to convince the judge he deserves to be put on probation but not in prison. labrie was convicted last month of sexually assaulting a younger student at an elite prep school. here are details. >> their argument is he has already been punished. the 20-year-old faces up to 11 years in prison when sentenced tomorrow since he was convicted of using a computer to then lure the 15-year-old girl into a sexual encounter. he'll also be required to register as a sex offender for

his lawyers unsuccessfully tried to get that throne out and now they argue that's the most hurtful punishment for their client. labrie would be able to petition for removal of the sex offender registry 15 years after he finishes serving that sentence. >> thousands gathered for the funeral of the slain new york city police officer today. >> officer holder received a posthumous promotion, a dream he had since he was a child. he joined nypd in 2010, a third generation policeman. he was shot in the head last tuesday while chasing a suspect. howard has been charged in his murder. >> raining over much of the area, as you can see behind us. >> it's going to get worse as the night goes on. >> the rain will pick up in bursts and the wind will as well. and the temperature will go up. more about that. it will bin credibly warm by

here's the overview. wind swept soaking rain, one to two inches widespread, when all done the heaviest rain will be overnight tonight into tomorrow morning. there can be some embedded thunder and if there is going to be any severe weather at all tomorrow. perhaps the early to middle part of the morning commute. have to keep an eye out on that cindy will be monitoring that during the eye opener tomorrow early for you. wind gusts could reach 40 to 50 miles per hour along the coast. trees are still more foliated than not and that can certainly take down some limbs and perhaps cause some scattered power tanks. hopefully nothing widespread from this but we'll have to monitor it. bands of rain have moved in. it's wet and windy, still cool. here's some rainfall, not great amounts, quarter of an inch in worcester and orange, mass, and a third of an inch in province. pretty moderate bands of rain within the first batch that's been moving into the region.

boston is at 54 but look at the wind. 23 miles per hour and the barometer is now actively falling. the winds have started to pick up with the gusts approaching, nearing 30 miles per hour in many locations along the coast. the temperatures are in the 50s but notice it's now broken 60 in bridgeport and block island and look at the temperatures to the south, around the nation's capitol. that's where our air is coming from. the contrast between this and the comparatively cool air that's retreating what's causing the initial batch of rain as the cold front approaches tomorrow morning that will be the chance for a few stronger thunderstorms. the warm air will win out president look at the temperatures through tonight. 11:00 tonight we're nearing 60 in boston. by the time we get to like five in the morning it's in the 60 s. windy and it's tropical out but also can have the tropical downpours combined with it. it should brighten midday into tomorrow afternoon and take temperatures into the 70s. it will be very warm for a few hours tomorrow. we've seen the first wave of

an inch of rain to province. then more developing down to the south near the nation's capitol. our timeline shows that you you should expect downpours as we go deeper into the night tonight, and again, last of the downpours are likely to be during tomorrow morning's commute. there could bean some severe weather in scattered lotions. not definite but it's a possibility and then at all exits by mid to late morning. and then the skies start to brighten after that. so weather will improve. pockets a little higher than one to two inches. as far as the wind is concerned, we have a wind advisory from 7:00 to 10:00 tomorrow. here are the gusts. it's sometimes overdone on the model but the idea is there, over 40 mile per hour wind gusts and still breezy tomorrow but not as windy as it's going to be tonight. we have the coastal flood advisory for the 1:00 a.m. high tide on the east facing coastal areas and evening high tide tonight down on the south coast. here's a look at the next seven days.
