>> this is wcvb newscenter 5 t five. phil: a live look at the radar , wet weather is already moving into the area as we speak. good evening, i' m phil lipof. jc: i' m j.c. monahan. the rain will get heavier and strong winds will accompany it. it is all about the timeline now. harvey: for boston it is about when the rain starts. let' s give you an idea of where the rain has been steadiest the past couple of hours. all the way northward to the vineyard. the rate will overspread boston in the next few hours. early tomorrow, that is when the wind will be ramping up as well.

the rain will be diminishing during the course of tomorrow afternoon. a winter advisory along the coast. all the way to 7:00 p.m. tomorrow. the windows start pickup by 11:00 p.m. tonight. then they get stronger by seven tomorrow morning. 40 mile-per-hour wind, perhaps 50 miles per hour in cape cod. j.c.: right now hundreds of protesters are gathered outside the state house. phil: it is all part of a national bank calling on companies to pay workers at lead $15 an hour. newscenter 5' s john atwater is in the middle of it. >> you can see that behind us. several hundred right now make their way to the statehouse in this protest is about a good block long.

a bit of a traffic impact around city hall. there have been a number of protests today. northeastern students rally for fast food workers and adjunct professors of the school who they say deserve higher ranges -- wages. group minimum-wage in massachusetts stands at nine dollars and hour. and is set to gradually rise to $11 an hour in over a year. and today the legislative committee approved a bill raising it to $15 an hour. >> to have certain groups struggle to live, to survive while another group is doing great and living comfortably, that is not fair. we want to work hard. it is not like we wanted given to us. we want to earn our money.

jarrad aronne. it happened monday before noon in mansfield. prosecutors say michael hinds was driving aggressively on 495, hit a chevy gmc on the exit ramp, and it flipped killing the , driver aronne. scene. police found nip bottles of vodka and 3 empty beer cans. he allegedly told police, and i -- guy cut me off. i smashed into someone. it is not like i killed anyone. >> he will never see his kids. he is gone. >> the passenger in aronne' s vehicle now released from the hospital. brian kiernan told news center five there was no road rage on their part. he said, there was only one collision on the ramp. all i know is he knocked us off the road and when we tried to get back on we flipped. tears in court while the family listens intently. >> there was a tragic accident

>> he works for the v.a. and he is in jail tonight. he could eventually race the $75,000 for cash bail. phil: thank you. new information in connection with a police standoff in roslindale. it happened last night at the archdale housing complex. a warrant was issued for a man suspected in a stabbing and robbery on friday he barricaded himself inside an apartment. when officers arrived, he used a garden hose to climb down from a third-floor window and has been on the run since. anyone with information is asked to call police. j.c.: a very high they also that for the men accused of making threats against the pokemon world championships in boston. kevin norton and james stumbo pleaded not guilty to weapons charges in court today. they were each ordered held on $150,000 bail. officials say the two men had guns and ammunition in their car

competition in august. a new hampshire fugitive will be held without bail in boston until he can be returned to face charges in a burglary ring. kevin paul was released in may after spending 17-years in prison in connection to the murder of a police officer in new hampshire in 1997. his friend killed the officer and paul shot at police during the chase that followed. paul was arrested outside a boston hotel last night in connection with stolen weapons. phil: commitment eight 2016. republican presidential candidates take the debate stage in another prime-time match up. ed harding joins us with what we can expect. >> first, phil, there will be fewer candidates on the stage tonight. that means they each get more time to speak, if all goes as planned. republican presidential hopefuls set for a showdown in milwaukee tonight. they say this debate will be different from the last. >> is this a comic book version of a presidential campaign?

roundtable with veterans in derry where she unveiled a comprehensive plan to revamp the delivery of health care to veterans, make the department of veterans affairs more accountable and improve conditions for active military personnel. from there clinton headed to dartmouth college for a speech. j.c.: breaking news tonight about the health of former president jimmy carter. his spokeswoman says recent tests show he' s responding well to cancer treatment. the doctors have found no evidence of new tumors. the 91-year-old announced in august that he had been diagnosed with cancer and doctors had found tumors on his brain. big changes could be coming to the service designed to help the disabled and the elderly. a new report says the mbta could save 8 million dollars a year, if they hike fares on the ride. on monday, officials pointed out the savings if rates were raised from $3 to 4.20 a ride. back in 2012, the t tried to service for the disabled but had to roll them back after pressure from advocates. there are other proposed changes that could also save the agency

that includes allowing ride-sharing services like uber and lyft to transport disabled passengers for a savings of 16 million. more training to help disabled riders use the t which could save or reducing the service $11 million. area for the ride for advocates $12 million. say many who use the service consider it a critical lifeline. no decisions have been made. phil: a special honor for the somerville police officer who comforted a driver, instead of ticketing her. today, she was given her department' s beyond the call of duty award. last week, officer ashley catatao pulled over robin sutherland for speeding. robin had just received word that her mother was about to enter hospice care and got emotional. officer catatao let her go with a warning then later that day sent her a flowers and a kind note. >> on behalf of the department, we are very proud of you, and thank you for doing what you do. >> you are watching newscenter 5 at five. j.c.: a potential setback for the president' s plans to close the detention center in guantanamo bay, cuba. today, congress sent him a multi billion dollar bill that bans moving detainees to the u.s. that is something he' s been trying to do since he took office. so far, president obama hasn' t threatened to veto it. but even if that happened, both chambers overwhelmingly approved the bill, meaning it' s likely congress would be able to muster the two-thirds majorities needed to override a veto. phil: appealing to the high court. the obama administration says it will take the president' s plan to protect millions of undocumented immigrants from deportation to the supreme court. newscenter 5' s aixa diaz
