>> from boston' s news leader, this is wcvb newscenter 5 at noon. emily: we begin with breaking news. philip chism refusing to leave his holding cell. the trial of the teen accused of killing his high school teacher in recess right now. let' s get to newscenter 5' s sera congi she' s live at the courthouse in salem. sarah: the court was taking a morning recess. when that concluded, we learned about the very strange behavior

of philip chism in his holding cell, refusing to come back in his courtroom so the trial could resume. his attorney explained his odd behavior. attorney: he was shaking, twitching, mumbling. he said he' s about to explode and he doesn' t want to hurt anyone. reporter: this same thing happened to a lesser degree during jury selection. that prompted a psychological evaluation in which chism was trial. the judge now says he wants to speak to chism personally. earlier this morning, there were a few witnesses on the stand, s mother. >> she wanted to be a teacher preschool.

stand in the murder trial of her daughters accused killer. philip chisholm was 14 or' s old when prosecutors say he killed and rate his 20 -- was 14 years old when prosecutors say he killed and raped his 24-year-old teacher in the high school bathroom. >> she kept something jar where she would write something good from the day. it was something she had started doing that summer. she would pick one thing and put it in her jar that she was trying to keep. reporter: on october 22, 2013, her family became worried when colene did not come home and could not be reached by phone. >> at that point, we started to get worried. laura became upset because she could see that colleen had not been on facebook all day. colleen was regularly on facebook.

he also said the beleaguered child welfare agency has never had a policy for supervisors. all of that is now changing. here is a look at the changes announced this morning. the new policy requires action and neglect. the policy also mandates review of all prior involvement of family has had with dcf, and background checks will be required for all household members under the -- over the age of 15. supervisors will meet for one hour each week with the social workers they supervise and be required to discuss each case at least once a month in a group session. the policy also clarifies circumstances that require higher levels of assistance. governor baker says this puts dcf in a better position to

protect children and families. do this well -- and we need to do it well -- we have policies we need to actually execute and train 3000 people, big number. but if we do the work of following through and delivering on this, i do believe we will do a better job as a commonwealth of providing protection and support for these kids and their families that they deserve. reporter: the governor was joined by the president of the social workers union and the head of dcf. they will be working to reduce the overall caseload and clear the backlog of lost her home applicants. changes will start taking effect immediately -- of foster home applicants. changes will start taking effect immediately but go into effect on july 1. emily: an act of terror. the head of russia' s security service confirming a bomb brought down the plane in egypt,

and the country is offering a $50 million reward for information. vladimir putin is taking action. reporter: after weeks of combing through the wreckage of the jet that went down in the sinai peninsula, today, russian security chiefs say unequivocally it was a bomb that caused the plane to crash after traces of explosives were found on the debris and baggage. calling it a terror attack , more than two pounds of tnt caused the plane to break up in the air. john kerry: we concur then an explosion brought the plane down. that we are not privy to their investigative information. we have had some instinct about what might have happened, but

in france there were more raids overnight as police working to track down people connected to the deadly attack in paris. 23 people were arrested, 104 others were placed under house arrest. investigators are reportedly working on identifying who made the suicide vests. there is now an international manhunt underway for a 27-year-old belgian man french officials call the mastermind of the attacks. today secretary of state john kerry is in paris, he says public safety is a priority in the fight against isis. john kerry: washington is always a target. new york is a target. any major cities or big public events. i regret to say that in this moment, in the world we' re living in, you have to maintain a kind of vigilance. emily french president francois : holland will be traveling to the washington d.c. and moscow for meetings next week. today at 5pm, boston will honor the victims of the paris attacks

>> it is a bit chilly out there today but we have come up quite a bit since this morning. there. on the cape, we stayed right around 40 degrees overnight thanks to a wind coming around off the water. that wind held temperature up overnight and is keeping fairly steady right now. you can see most spots are s. boston, 44. worcester, 40 degrees. nashua, 42. as we go through the afternoon and evening hours, we are going to see temperatures hold where they are, that sunshine is going to be sticking around. high pressure to our north. this is kind of holding off the next system. severe weather still on the eastern side. this storm will eventually come our way, but it is going to take until late thursday and friday until it gets here.

we will have more details and the timeline coming up. emily: new information this noon on the unsolved deaths of three little girls and a woman found inside barrels in new hampshire. their bodies were found decades apart in allenstown. the attorney' s general office says two of the little girls are the woman' s daughters, but the middle child is not related to them. they say they victims were killed between 1980 and 1984, but they are hoping now they will be easier to identify. >> whether they grew up in small , isolated communities, or communities that didn' t have the have today, a different era when these children and this women went missing. find who these people are. emily investigators have also : released new images of the victims. at least three of them could be from the new hampshire area. the middle child is more likely from the midwest. to kill his wife faces a judge.

axel scherer is charged with attempted murder and strangulation. his wife has critical injuries. he was arrested last night at their home in beverly. neighbors say the couple has two kids who were not home at the time. police are not commenting on possible motives for the alleged attack. the lawyer for the man accused of kidnapping and raping a girl from new hampshire is fighting to have the pornography he owned excluded from the evidence against him. nathaniel kibby will be in court for a hearing today. prosecutors say pornography gave him the idea to kidnap a girl from conway, new hampshire two years ago. his lawyer will argue it' s irrelevant and can' t be used against him. emily: right now state leaders are preparing to take a vote that will impact students across massachusetts. it' s been a huge debate in schools for the past year or more, should massachusetts replace the mcas with the new parcc test, which is aligned with federal common core standards. some schools already used the parcc last year and some reported problems and computer glitches with the test.

will vote on a proposal to create a new hybrid test, combining elements of both. it would take effect in 2017. but there are still a lot of questions including what the new test would look like and how much it would cost. erika: a federal judge has ruled the boston police department discriminated against minorities while using a 2008 exam to select sergeants for promotions. the written portion of the exam was skewed in favor of white candidates. it also skipped over critical skills and abilities, including reasoning and judgment. just 5 of the 33 sergeants promoted to the rank of lieutenant over the last six years have been black. erika: charlie sheen making a very personal diagnosis public. his hiv status and why he' s sharing it now. emily: a patriots star facing a the disease nate solder' s infant son is now battling. >> sunshine now but tracking a big storm in the middle of he -- the country that will eventually move our way.

at colleges here in the bay state is at a record high. massachusetts ranks fourth nationally in the number of foreign students in the state, with most of them studying at northeastern and b.u.. more than 32% of those students are here from china. administrators at those schools say they are increasing the number of foreign students intentionally as a way to prepare students to work in an increasingly global society.
