8:09 am
antoinette: good morning. 8:11. welcome back. public records are being kept from the public far too often. that's the finding from what's believed to be the biggest test of the system ever done here. doug: it was a joint project by "5 investigates," "the boston globe," and northeastern university. here's investigative reporter mike beaudet. ben: my name is ben thompson. i'm a third year student at the northeastern university school of journalism. mike: ben thompson is now a familiar name to every city and town across massachusetts whether they like it or not. he and his classmates mailed hundreds of public records requests to all 351 bay state communities. using a post office box as thompson's address and a generic email account, they asked for a copy of the annual payroll and a copy of the police department's policy on when officers can use their weapons. state law requires a meaningful response-- ranging from a fee estimate to a denial-- within 10 days. we were looking at-- would they get back to us? mike: many did including arlington police which handed the policy over free of charge within days.
8:10 am
should have access to that policy? >> listen. there's no more important policy to be transparent about than our "use of force" policy. mike: but plenty of others didn't follow the law, either by not responding in time or trying to keep the information secret. one town telling us that providing the payroll would be an "unwarranted invasion of personal privacy." are you surprised by our results? >> well, i'm disappointed to hear these results, but unfortunately i'm really not surprised. mike: state senator jason lewis is trying to reform the public records law, something secretary of state bill galvin supports. this audit demonstrates there is a need for changes in the law regarding fees, enforcement, as well as the timeliness of responding to records requests. mike: some communities made unusual demands of the students, demands in today's "boston globe." and coming up tonight at 11:00, watch the reaction from that didn't turn over any
8:11 am
mike beaudet, "5 investigates." antoinette: it's been a record-setting warm winter. and that's been both good and bad for businesses drawing people out into the mild weather. in new hampshire, it's bringing crowds to puddle duck pond for some ice skating. but with temperatures in the high 60's on christmas eve, the pond had to shut down. >> when it was really, really warm, it was like a swimming pool. the refrigeration system that we have under the ice just couldn't keep up with it. antoinette: ski resorts are taking a particularly hard hit. right now, loon mountain has less than half of its terrain open. workers there say they welcome the colder temperatures. doug: mike wankum, i'm guessing a couple of boards may have rot and people are sitting at home going when, when? mike: true story. my neighbors have four kids. they got them snow shoes for christmas. not useful at all. we may get the chance to try
8:12 am
we have colder weather coming in. great for snow making but milds temperatures today. everything is pretty much melting so enjoy this because this is the last of the warm days. you see that warm front right there? that's where most of the rain is going on this morning. it's kind of working its way eastward. you see how it's breaking up a little bit back here. as this warm air surges up, we'll see it breaking up more and more as we head through the afternoon. maybe a few holes in the cloud cover. on radar right now from newburyport down 495 to lowell to maynard stretching just north of worcester, this is our steadiest band of showers. otherwise, all rnd it, all we're picking up is a little bit of drizzle which doesn't pick up on radar very well. it's out there. there's a bit of fog as well. that's that batch of rain. we gave you this mild air this afternoon. then there's a cold front out here. when this comes sliding through, say, around 6:00 or 7:00 tonight, you'll notice another band of showers coming through. then behind it, here comes the cold weather back at us. you can say good-bye to these 50's and 6 0s and close to 70's. today we're actually going to get very close to record high temperatures again in a few spots as we get near 60 degrees.
8:13 am
talking about high temperatures in 30's. so far rainfall amounts heaviest around lawrence into parts of new hampshire into maine. otherwise you look across most of area. it's about a tenth to two tenths of an inch of rain. we need the moisture. it's a welcome sight. it's soaking in because the ground isn't frozen yet. we have readings into the 40's. a few place into the upper 30's like jaffrey at 38. look at this. this is warm stuff. most of the cape right now is already into the mid 30's. that's why i say as this warm air moves up, some places will get close to 60 degrees this afternoon. a lot of rain on the camera lens right now. kind of reduced visibility as well. 45 degrees. dew points 45. winds are calm. when you don't have much air stirring around and you're holding as much moisture as you can in the air that's when you start to see the fog. this is what we're looking at. worcester down to a half mile visibility. boston four mile visibility. preliminary it down to 1.3 miles. hyannis, you can see the warm air down here. you're looking at reduced visibility. going to take a while to burn this fog off.
8:14 am
getting rid of some of that. this morning it is rain and fog. this afternoon it's mostly cloudy skies but look at the high temperatures. 54 to 60 degrees. that second batch of rain comes through here for this evening. it clears out overnight. once it clears out, the temperatures start to drop. by the way it will be breezy as well. we turn our attention to this system coming at us because it means some snow in here on tuesday morning. here's the timeline. 2:00 in the morning you're start to go see some snow breaking out. there's mixed precipitation back here. the whole key to this forecast is how much warm air gets wrapped into here. so that's why i'm looking at the snow for the morning commute on tuesday morning. and then the mix will lift its way north ward along with the rain. should ending as rain showers as we talk about the afternoon. >> that: morning commute will be on the slow side. do be cautious about that. the snow comes in after midnight. here's where we see the rain at the coast. sweep inland as we talk about the noontime hour. totals generally 1-34 inches. a bit more though as you look to the north. here's the way it looks over the next seven days. you see what happens. we get the cold air in here tomorrow.
8:15 am
it clears out for wednesday. we're checking out more showers on thursday you about think it will be warm enough that those should be in the form of rain at the coast. maybe ice inland. we start the new year with blent of sunshine and temperatures a little closer to where they're supposed to be this time of year. antoinette and doug. antoinette: mike, thank you. time right now is 8:18. now to some of the stories we're tracking right now on the eye. doug: frank holland is following information as it comes in, including new details on a dangerous hayride crash in maine. frank? frank: doug and antoinette, investigators say the driver of a car that crashed into that apparently blinded by the sun. seven people were hurt in the accident in waterville on one of riders was seriously hurt. the driver, a 73-year-old man from clinton, maine, slammed into the back of the carriage that had 15 people on board. six were treated and released. one woman was airlifted to a hospital. this morning, she's listed in critical condition. two people are under arrest in two people have been killed in an officer-involved shooting in chicago-- one of them by accident.

as that cold front comes through we'll see evening showers. should be clearing out overnight. temperatures starting to drop off. 28-34 degrees. that's still actually warm for this time of year but the temperatures tomorrow hold flat. they go nowhere so the cold air is in place. now we need to add moisture if you want to start talking about snow. this system will lift some of that moisture up toward us. here's the timeline. about 2:00 in the morning tuesday morning so late monday night early tuesday we're going to start to see some snow moving in across the area. we're also going to watch warm air trying to mix in. there will be some mix going on, rain going on. because it will be mixing to the south, the accumulations will be less. more as you head inland where the colder air will hang on. eventually this rain will lift its way north ward. by around 2:00 or 3:00 we're really talking about more of a rain event. we've got the snow on the ground. that means that morning commute is going to be a slow one. give yourself some extra time tuesday morning and try to remember how to drive i know it's been a while since we've seen anything like that. 1-3. the areas that still colder we get more.
