>> now we know why she won it all. beauty and poise. >> that is's what's emily: good morning. it's tuesday, january 5. i'm emily riemer. randy: i'm randy price. stories we're following right now on the eyeopener. president obama taking executive action on gun control. the announcement today. and the local leader in the spotlight. emily: a fare hike proposal takes a step forward for the "t." just how much you could be paying for a ride. >> what do you mean my son was left in a car by himself? randy: a mother demanding answers after her son was forgotten. the investigation into the company involved. and the complaints they've faced before. emily: but first it is the coldest we have been in months and these temperatures are not

randy: cindy, good morning. it is brutal out there for a lot of us. cindy: march 6 was the last time it was nine degrees in boston. that's where we're sitting right now. skies are clear. the wind is very active out of the northwest so it does feel like it is below zero in both boston and worcester. feeling as cold as 11 below right now in orange. you definitely need to bundle up this morning. look at the wind chills throughout the morning hours. through 8:00 this morning, those wind chills are going to be running sub zero. they only recover into the teens by this afternoon. now notice the actual temperatures are in the single digits until you get down on the cape. that's where we're run inning the 20's this morning. that is also where we do have some bands of ocean-effect snow that are ongoing from plymouth down to bourne, falmouth over to hyannis and up towards provincetown as well. in this area this morning, these snow bands are going to be persistent through about midday or so. then they will be tapering off. a winter weather advisory here until about 10:00 this morning for the reduced visibility and slipper erodes.

can expect to hear today. erika: boston's mayor will be in washington today as the president announces that executive action aimed at curbing gun violence. that includes expanding background checks to deal with the so-called gun show loophole with more checks at shows and online. the f.b.i. would hire more than 200 examiners to process those checks. the white house also plans to ask congress for $500 million to improve mental health care. boston mayor marty walsh, frustrated by gun violence in the city, tweeted the country cannot wait for congress to act. anticipation of this announcement is already fueling gun sales. this north attleboro gun shop owner says gun control is a delicate balance of freedom and safety. >> it's an infringement on our freedom, yes, but in this day and age things are really getting out of hand with this terrorism stuff. erika: meantime, many republicans are already attacking what they call dangerous executive overreach. the president's announcement is is at 11:40 this morning. you can watch it right here on

on wcvb.com and of course our mobile news app. randy. randy: other stories we're following right now. a worcester man is held without bail charged with beating his girlfriend's three-year-old son. the child hurt so badly he needed surgery. police say it happened on december 30 or 31. 23-year-old johnny sanchez will be back in court on friday for a dangerousness hearing. emily: clean-up is underway after a water main break in south boston. this is video in overnight from the area of "h" and east 5th streets. the water is off but you can see there was definitely damage done to the road. randy: a person is suffering serious injuries after being police tell us the victim was hit at the corner of albion and salem streets last night. the driver did stay at the scene and has not been charged. no word on the victim's condition at this hour. emily: right now the mbta is fares for everyone who rides the one as high as 10%. the eyeopener's doug meehan is

break down what we know. doug: good morning, emily. no matter how you slice it, people are going to pay more to take the "t" to and from work this year. the question is how much more. let's break it down for you. here are the numbers. one proposal calls for a system-wide hike on average of 6.7 percent; the other, an average of 9.8 percent. but the big story here is the price of monthly passes. under the first option, bus and subway passes would spike $7.50. the more severe option means a $9.50 jump. all of this is designed to reduce the mbta's projected $242 million operating deficit. reduce -- not close. the proposed fare hikes come as many who take the "t" every day continue to complain about service interruptions. the state's transportation secretary says the goal here is to improve service, and they're looking at other options in addition to fare hikes. the next step for the proposals

in july. we're live at j.f.k. station this morning. doug meehan, wcvb, newscenter 5. randy: right now a dangerous mistake under investigation in cambridge. a little boy left alone on an empty school van. our todd kazakiewich is live this morning with the demand from that boy's mother. todd? todd: randy, good morning. this incident happened yesterday morning here outside the peabody school here in cambridge. the boy's mother says she's not sure how long her son was left alone in a van but what we do know is that the driver was running 40 minutes late analogiedly left the van to escort another student to class. the boy's mother tells newscenter 5 somebody saw her son in the van and got help. >> the door was unlocked, and the engine wasn't on. he could have had a severe asthma attack. he's five years old. he doesn't know how to treat his asthma. todd: the school called the boy's mother nearly two hours later when he finally arrived at

sources tell newscenter 5 there are a number of safety complaints against dracut and wakefield-based s.p. and r. transportation. our calls to them went unanswered. the school says the district is working with the company to figure out what went wrong. the boy is expected to be okay. live in cambridge, todd kazakiewich, wcvb, newscenter 5. emily: commitment 2016. donald trump hit the campaign trail in lowell ahead of his visit to new hampshire today. the republican front-runner taking direct aim at hillary clinton. trump spoke yesterday at the tsongas center. outside hundreds protested trump's proposal to ban muslims from entering the country. at the rally, trump promised to have mexico pay for a wall that would stem the flow of illegal immigration into the u.s. trump also launched attacks against the obama administration's policies in iran. trump: people are tired and are sick of the stupidity that we're seeing coming out of washington. emily: even tom brady made it

he raved about the quarterback after spotting a supporter wearing a t-shirt with trump and brady on it together. randy: former president bill clinton stumps for his wife hillary in new hampshire. he spoke to a packed house at exeter town hall last night after stops in nashua and manchester. clinton says broad-based prosperity is one of the major challenges facing the country and the next president. clinton: if everyone has a job and something to look forward to in the morning, it reduces the tensions and increases the hope in a country. her two-day "river-to-river" tour of iowa today. former president clinton will join her there. of whitey bulger pleading guilty to charges. randy: why her sister says it's time to let her go. changes coming this year to the streets of new york. the modern kiosks replacing payphones. cindy: some of the coldest temperatures we've had in many months around here.

randy: good morning. it's 4:41. whitey bulger's longtime girlfriend is expected to plead guilty to contempt. emily: catherine greig has been refusing to tell a federal grand jury whether other people helped bulger during his 16 years on the run. at a hearing yesterday, greig's attorney told the judge she will instead plead guilty. greig is already serving an eight-year sentence for conspiracy to harbor a fugitive and identity fraud. her twin sister says she should

randy: snow continued early this morning along the south shore. this is video in overnight from plymouth. you can see some light flakes falling there. and that is moving off shore this morning. issue we're dealing with. these temperatures behind us we're trying to block out. cindy: worcester three degrees so far. that's the coldest we've been since february when it was seven below zero. it has been a while since we've dealt with this cold. it will be with us all day long. make sure you're bundled up out the door. take a look at some of those kingston to plymouth. the area that got up over two inches at least so far. it is still snowing in a locality of these areas. inch. halifax about an inch of snow and scituate a half an inch as well. this is all ocean-effect snow. it's been very, very localized. from eastern plymouth county down toward the canal, this is where the bull's eye between 2-4 inches of snow accumulating here

outside of that, you get on to parts of the cape. one to maybe up to two inches. you get away from the coastline here and many of us saw a coating yesterday. we're not expecting any additional snow at all. what we are all going to see is this cold weather. coldest since february for many of us. wind chills will stay below zero until 9:00 this morning. but it is a short-lived cold snap. by tomorrow afternoon, it's actually going to be back over 40 degrees. get through today and you'll be in much better shape. seven degrees right now in beverly. single digits back into worcester county. four in orange. three in worcester. nine right now in boston. you get down towards taunton to plymouth. that's where we're in double digit territory with 20's on the cape right now. that's where that wind is still producing ocean-effect snow bands but also giving us a wind chill so it does feel like it is below zero right now from worcester to boston on north. wind chills are running in the single digits on the south shore and the cape this morning. and notice the forecast wind chills here through about 8:00 a.m. they're below zero in many areas including boston.

you need to dress for wind chills that will be running sub zero and even by noontime, this is what it is going to feel like either side of 10 degrees so you're going to want to bundle up throughout the day. we get into the afternoon and wind chills will get no higher than the teen. the sun will be out. this is satellite and radar composite. outside of southeastern massachusetts the skies are completely clear. so sunshine from the get-go here but across parts of the south shore and the cape, you can see these snow bands are persisting right now from plymouth do bourne down to falmouth and edgartown. these extend eastward toward the mid cape around hyannis as well. notice on future cast they're going to linger through the morning hours up until about lunchtime or so and then as the winds begin to subtly shift to the northwest, they will die down but this winter weather advisory is up until at least about 10:00 this morning. high temperatures this afternoon as mentioned getting into the 20's with some sunshine. however, that wind chill is going to make it feel colder. we'll fall back into the teens to around 20 decks so not as cold tonight but still pretty chilly start. and then we'll watch this area

that will allow a milder southwesterly wind to start to move on in. that's why i say by tomorrow afternoon, notice the temperature coming up into the lower 40's. southwesterly wind could even push us into the mid 40's on the cape. cooler through the worcester hills but much improved compared to today. notice all the sunshine here through thursday. clouds will be moving in on friday. and notice your weekend looks a little unsettled but also notice those temperatures are close to 40 degrees. we could see a mix on saturday transitioning to rain. it looks pretty light with perhaps a heavier rain coming in on sunday. this one. more wet than white. olessa: not during weekday. olessa: it is cold. thank you, cindy. yes, you need to warm up those cars before you head out the door. it's a quiet start. a live look outside at the pike. this is by allston/brighton eastbound move to go the-to of the screen. we're looking good in both directions. let's go to the maps and check the rest of your ride. overnight construction is in place this morning if you're traveling 93 south approaching the zakim and also on the expressway north by the south bay mall.

no problems 95, 24, route looking good as well. there is construction 128 north right over by route 9. no issues north of town and so far we're expecting the trains and the buses to start the morning on schedule. emily. emily: thank you. right now. an urgent warning in massachusetts over this batch of heroin. it's called "hollywood heroin," a potent brand of the drug and police say it's already killed several people. the batch is ravaging western mass and quickly moving east. the worcester district attorney says five people have died from the drug, in just two days. as bad as this batch is, officials are quick to point out that there's no "good" heroin. >> we attach that it's a bad batch but that would indicate that there's a good batch, right? i've never seen a good batch of her wain. heroin kills. emily: a suspected drug dealer is being held on half-a-million dollars bail in springfield after police there seized 9,000 bags of hollywood heroin.

considering new steps to solve a delivery disaster. thousands of subscribers haven't received a newspaper in over a week. and there have been lots of other delays in getting the paper. "the globe" is reportedly contemplating bringing in a second company to help the new west coast distributor it hired to take over home delivery. over the weekend reporters and editors volunteered to deliver the sunday paper themselves. emily: a look at economic headlines. asian markets are muted this morning after plunging yesterday. on wall street stocks had the worst start of the year since 1932. the dow dropped 276 points to 17,148. right now, stock futures are down. the justice department has slapped volkswagen with a lawsuit over its emissions-cheating software. the lawsuit claims v.w. illegally installed the program designed to trick federal emissions tests. nearly 600,000 vehicles were sold in the u.s. with the software. that could lead to billions of dollars in fines against the

violations. randy: right now a state representative in new hampshire is trying to lower the drinking age to 18. the seabrook rep. filed a bill that would allow 18- to-20-year-olds to drink anywhere as long as they were accompanied by someone over the age of 21, but they could not consume hard liquor. he says the bill would help prevent underage kids from drinking irresponsibly. emily: a check of your trending stories now. you don't see many pay phones these days but they could all be gone soon in new york city. they're getting replaced by wi-fi kiosks this year. the fiber optic network will offer other free services, including cell phone charging, and free calls within the u.s. the $200-million project is expected to bring in $500 million for the city from digital ads. randy: a new york girl badly burned in an arson is getting treatment in boston. eight-year-old safyre terry made international headlines when her christmas card wish went viral. she received more than a million including one from the obama

illness. hanna is charged with kidnapping a two-year-old girl, beating her, and leaving her on the side of the road in november. the girl was picked up by a couple and is doing okay. emily: bill cosby's wife is fighting an order that she testify against her husband in massachusetts. camille cosby is scheduled to give a deposition in springfield tomorrow in a defamation case against her husband. her lawyers want the judge to delay it while she appeals. this case is separate from criminal charges filed against cosby in pennsylvania last week. the mother of the so-called "affluenza" teenager is expected in court today. tonya couch is charged with hindering apprehension of a felon her son, ethan. officials are expected to request her extradition from los angeles to her home state of texas. ethan couch remains in custody in mexico after fleeing there from charges he violated the probation he was granted after

driving crash. randy: that standoff with armed militia continues at a wildlife refuge in oregon. the group took control of the federal land over the weekend to show support for a father and son who were convicted of arson. that father and son surrendered to authorities yesterday. the occupiers have fired no shots and taken no hostages. they say the standoff is about giving back power to the people. a west bridgewater cemetery targeted by vandals is now beefing up security. more than 30 headstones were toppled last week at pleasant hill cemetery causing thousands of dollars in damage. some of the headstones dated back to the 1700's. our partners at "the brockton enterprise" report the caretaker of the cemetery is launching a fundraising effort to install security cameras around the site. emily: the celtics snap out of a two-game losing streak against the nets in brooklyn. the c's leading by 15 after the first period last night. the celtics had five in double figures.

points. isaiah thomas added 19 and 7 assists. the celtics win 103-94. top-ranked college ball heads to triple overtime. the number 1 kansas jayhawks took on the number 2 oklahoma sooners last night in a nail-biter. with seconds left in regulation, the sooners had a chance to win but missed a critical free throw. a third overtime later the jayhawks prove why they're number one with the steal. kansas wins 109-106. really tough competitor. randy: you may be able to feel it inside the house this morning. inside the window. it's so cold out. cindy: if we had not come off the warmest temperatures in december, it's the coldest we've been so long. coming off those 60-to 70-degree weather, it's tough to take this morning. the skies are clear.
