cindy fitzgibbon. cold today, cindy. brutally cold. cindy: it is. the last time we were below nine degrees in boston was last hour and then we dropped to eight. you have to go back to february 24 to find a morning that was as cold as it is right now in boston. the skies are clear but notice the wind. it is still active out of the northwest at 12. so that is making it feel like it is below zero. wind chills running as cold as 12, 13 below out in worcester county. it feels like it's below zero on the north shore. notice the south shore down to the cape it feels like it's in the single dij its above zero right now. we'll hang on these wind chill sub zero through 7:00 or 8:00 this morning. notice they only creep up into the afternoon. the wind chill is going to get no higher than the teens as we get into the afternoon. actual temperature, as you saw, eight in boston but three in worcester. we do have some 20's on the cape. that is also where we've got clouds and a little bit of this ocean-effect snow that is still lingering here. it is most intense in this band just south of plymouth right on

you can see some of that darker blue showing up around hyannis as well. i iks spect reduced visibility down this way in some of these persistent bands through about 10:00 this morning. then as we get closer to lunchtime, the intensity waynes here and these will eventually wind down this afternoon but a winter weather advisory up until 10:00 a.m. watch for slipper erodes and reduced visibility in some of those snow bands. little additional accumulation here. the sun will be out but it's only in the 20's so a cold one on the way. let's get you out to the roads right now. we have clear skies outside of that snow in southeastern massachusetts this morning. olessa: absolutely. you're going to need to warm up cars this morning. it is cold. a live look outside. the expressway looking good so far. here's a check by the gas tank northbound head to go the top of the screen. a little bit of overnight construction still in place for another couple of minutes as you travel 93 south at the zakim bridge. then also once again expressway northbound by the south bay mall. some more construction cleared away as you travel northbound 24 and no issues here along the pike or route 9. some roadwork picking up 128 north by route 9. no problems traveling north of

the bus s are starting the morning on schedule. randy, emily. emily: thank you. right now president obama is preparing to take new action on gun control. randy: and boston's mayor will be front and center for this controversial announcement. the eyeopener's erika tarantal is here with what we can expect to hear today. erika: good morning again. boston's mayor will be in washington today as the president announces that executive action aimed at curbing gun violence. that includes expanding background checks to deal with the so-called gun show loophole with more checks at shows and online. the f.b.i. would hire more than 200 examiners to process those checks. the white house also plans to ask congress for $500 million to improve mental health care. boston mayor marty walsh, frustrated by the scars gun violence has left on the city, tweeted the country cannot wait for congress to act. anticipation of this announcement is already fueling gun sales. this north attleboro gun shop owner says gun control is a delicate balance of freedom and safety. >> it's an infringement on our

and age things are really getting out of hand with this terrorism stuff. erika: meantime, many republicans are already attacking what they call dangerous executive overreach. the president's announcement is at 11:40 this morning. you can watch it right here on newscenter 5 and streaming live on wcvb.com and our mobile news apps. randy: right now there is some cleaning up to do after a water main break in south boston. this is video in overnight from the area of "h" and east 5th streets. the water is off, but you can see there was definitely damage done to the roadway. emily: right now the mbta is considering two options to spike fares for everyone who rides the rails. one as high as 10%. the eyeopener's doug meehan is live in at the jfk-umass station to break down what we know this morning. doug? doug: good morning, emily. no matter how you slice it, if you ride the "t" to and from work, you're going to be paying

here are the numbers. one proposal calls for a system-wide hike on average of 6.7 percent; the other, an average of 9.8 percent. but the big story here is the price of monthly passes. under the first option, bus and subway passes would spike $7.50. the more severe option means a $9.50 jump. all of this is designed to reduce the mbta's projected $242 million operating deficit. reduce -- not close. the proposed fare hikes come as many who take the "t" every day continue to complain about service interruptions. the state's transportation secretary says the goal here is to improve service, and they're looking at other options in addition to fare hikes. the next step for the proposals is a series of public hearings. don't expect to see any rate hikes until sometime in july.

station. doug meehan, wcvb, newscenter 5. emily: right now police are investigating after a man was hit by a car in malden. it happened last night at the corner of albion and salem streets. the driver did stay at the scene and has not been charged. the victim was taken to the hospital. no word on his condition at this hour. randy: six minutes after 5:00. commitment 2016. and it will be very crowded on the campaign trail in new hampshire today. chris christie, marco rubio, donald trump, carly fiorina, john kasich, and jeb bush all stumping for votes in the granite state. the new hampshire primary is now just over a month away. donald trump will hold a rally firing up a capacity crowd in lowell. inside and outside the tsongas center. outside the event, hundreds demonstrated protesting trump's proposal to ban muslims from entering the united states. inside the arena, trump promised to have mexico pay to build a wall that would stem the flow of illegal immigrants. he also launched attacks against

policies in iran. trump: people are tired and they're sick of the stupidity that we're seeing coming out of washington. randy: even tom brady made it into trump's speech. he raved about the quarterback after he spotted a supporter wearing this t-shirt with trump and brady on it together. emily: hillary clinton is in iowa today. and her husband is preparing to join her on the campaign trail. the former president spoke to a packed house at exeter town hall in new hampshire last night. that came after earlier stops in nashua and manchester, his first on behalf of his wife. clinton says broad-based prosperity is one of the major challenges facing the country and the next president. clinton: if everyone has a job and something to look forward to in the morning, it reduces the tensions and increases the hope in a country. emily: hillary clinton started a

iowa yesterday. randy: right now a worcester man is being held without bail charged with beating his girlfriend's three-year-old son. the child hurt so badly he needed surgery. police say it happened on december 30 or 31. 23-year-old johnny sanchez will be back in court on friday for a dangerousness hearing. a west bridgewater cemetery that was the target of vandals wants to beef up security. more than 30 headstones were toppled last week at pleasant hill cemetery resulting in thousands of dollars in damage. some of the headstones dated back to the 1700's. our partners at "the brockton enterprise" report the caretaker of the cemetery is launching a fundraising effort to install security cameras around the site. emily: the feds may have to look elsewhere in their mission to track down whitey bulger's missing loot. that's because his longtime girlfriend is pleading guilty to contempt without making a deal to talk. catherine greig has been refusing to tell a federal grand

the run. greig is already serving an eight-year sentence for conspiracy to harbor a fugitive and identity fraud. her twin sister margaret mccusker says she should not receive any more prison time for the plea. >> she's been in there for enough time. i mean longer than one of the guys that killed. >> you want her to come home. >> yes, i want her home where she belongs. emily: bulger is suspected of stashing millions of dollars around the world. "the boston globe" may bring in a second company to try and solve its delivery disaster. that company could split duties with a.c.i. media group which has failed to deliver thousands of papers in the past week. no decision has been made. over the weekend more than a hundred reporters and editors volunteered to deliver the sunday paper themselves. randy: right now two ranchers at the center of a stand off have turned themselves in.

now that's a wake-up call! complete with their own graphic. fancy. emily: 350 kindergarteners in there, if you're counting. see if you can top that by recording your own eyeopener wake-up call. the more the merrier. just go to the front page of wcvb.com and upload it in the u-local section of our website. olessa: the more people you can surround yourself with, the better off you are. cindy: the warmer you will. it is so cold. we're dealing with the cold everywhere. the skies are clear across a good portion of the area until you get down into plymouth county. and the cape. look at the snow from overnight. the wind was whipping. the snow that was falling was blowing around. this is ocean-effect snow so it's the wind causing the snow as this real cold air blows over the regular tively warmer waters of the atlantic. it does produce the snow. these bands set up. you know, they can pitch olt around but it looks like the band that set up that was

plymouth county, south eastern plymouth county. from kingston to plymouth 2-2.5 inches of snow. halifax an inch. scituate about half an inch but it is still snowing down this way. so in this area here from eastern plymouth county down toward the canal here and the uppermost cape, we could see two to locally up to four inches of snow. outside of that, 1-2 inches possible on the cape. otherwise we just had a coating away from the coastline. that's over with now. we're just dealing with the cold. coldest start around here since february. the wind chills will be running below zero until 9:00 this morning. and the cold snap, although it is intense, is short lived. by tomorrow afternoon we'll be back up to around 40 degrees so hang in there. six out the door right now in beverly as well as fitchburg, bedford. worcester is three degrees. boston just eight right now. the coldest we have even since late february around here. you head south of town. we are looking at double digits here plymouth down to the cape. this is where we have that wind stirring things and producing a little bit of snow this morning.

much higher on the outer cape and nantucket but it is creating a wind chill which is very intense this morning. seven below is what it feels like in boston. as cold as 12 and 13 below out in worcester county so this is what you need to dress for. in fact, the wind chills are sub morning. and they'll only climb to around 10 degrees by lunchtime. it will feel like it's in the teens right through the afternoon. so bundle up here. it will be a cold day ahead. you can see how clear the skies are boston north and west but it's this area confined to south eastern most massachusetts still dealing with the snow. you can see it from plymouth do bourne and falmouth. these bands may be persistent here through about 10:00 or 11:00 this morning. then they'll taper off this afternoon. but we do have that winter weather advisory for the slippery travel right through about 10:00 this morning so keep that in mind. otherwise today mostly sunny skies. it may get up into the 20's. it will feel like like it's in the teens all day long.

20 degrees. not quite as cold as it is this morning out the door tomorrow morning. we recover though tomorrow afternoon into the lower 40's. sunshine through thursday. clouds will be increasing on friday. then we have kind of a messy set-up heading into your weekend. initially there will be some cold air in place. a's storm creeps in our direction that warmer air out ahead of it will likely lead to showers or maybe a mix early on saturday with a heavier rain likely pushing in on sunday so we'll unsettle this weekend but looking more wet than white. a lot of details to iron out. but kind of a messy set-up heading into the weekend. olessa: at least not this morning. you want to bundle up if you're head to go the trains. we're watching a problem with the trains this morning. first the expressway by the gas tank doesn't look too bad. for the commuter rail, haverill line specifically we're watching some problems. an out of service train derailed this morning. inbound haverill service is endingality lawrches. from there you can take a bus to andover. once you get to andover you'll

get you into boston. service will operate but with delays. we'll keep you posted throughout the morning. all the overnight construction gone. 93 south at the zakim. also expressway north by the south bay mall. looking for now. 95, 24, route 3 as well. the pike is wide open. construction cleared on 128 north by route 9. no problems north of town. and the rest of the trains with the exception of that haverill line are operating on schedule. emily: olessa, thank you. right now. an urgent warning in massachusetts over this batch of heroin. it's called "hollywood heroin," a potent brand of the drug and police say it's already killed several people. the batch is ravaging western mass and quickly moving east. the worcester district attorney says five people have died from the drug in just two days. as bad as this batch is officials are quick to point out that there's no "good" heroin. >> we attach that it's a bad batch but that would indicate that there's a good batch, right? i've never seen a good batch of

heroin kills. emily: a suspected drug dealer is being held on half-a-million dollars bail in springfield after police there seized 9,000 bags of hollywood heroin. randy: showdown at a california starbucks. an angry mom pulls up to the drive-thru to confront an employee who went on a shopping spree with her credit card info. >> you know what you did, right? >> i'm sorry. randy: the young cashier charged more than $200 in groceries after she used a high-tech new method to forge the woman's credit card. they're called skimmers and they are tough to detect. >> it's very, very difficult to prevent somebody to have one of these magnetic stripe readers which are very small and very portable. randy: that starbucks cashier has been fired. emily: a look at economic headlines. asian markets are muted this morning after plunging yesterday. on wall street stocks had the

the dow dropped 276 points to 17,148. right now, stock futures are down. the justice department has slapped volkswagen with a lawsuit over its emissions-cheating software. the lawsuit claims v.w. illegally installed the program designed to trick federal nearly 600,000 vehicles were sold in the u.s. with the software. that could lead to billions of dollars in fines against the german automaker for clean air violations. randy: four suffolk downs employees are fighting back wynn casino in everett was dismissed. the workers claim the casino was improperly licensed by the gaming commission. the group's lawyer now wants to know what commissioners discussed behind closed doors before they voted for the wynn project in 2014 over a mohegan sun proposal at suffolk downs. last month, attorney general maura healey determined the

you step outside. look at these temperatures. this is not the wind chill. these are the temperatures. down in the single digits. worcester and boston. three in was worcester right now. eight in boston. that is the coldest you've been since late february. single digits up on the north shore, southern new hampshire. you get into plymouth and on to the cape. we've got the wind and a little bit of snow keeping your temperatures in the teens and 20's. look at the wind chill though. it feels like 12 below worcester. seven below in boston. these wind chills are going to be running below zero through about 8:00 this morning and then they only creep up into the teens gradually this afternoon. so despite some sunshine, temperatures only recover into the 20's with winds making it feel like it's in the teens. the exception to all of this from plymouth down to the cape because we've got our own little snowstorm going on down here this morning. this is ocean-effect snow. it started up yesterday. it's been continuing overnight. you can see right now just south of plymouth, all the way down towards sandwich, bourne and back to wareham, got a pretty decent snow band.

edgartown and over to hyannis up toward wellfleet and truro as well. these bands will persist for the next several hours. i think as we get toward 11:00 or 12:00, they're going to start to taper off and diminish. do watch for reduced visibility. slipper erodes in some of these snow bands. the winds pushing that snow around as well. could see an additional inch or out there. we have the road conditions down to the south causing problems. problems as well. olessa: we also have issue s with the trains this morning. the haverill line is what we're watching. an out of service train derailed early this morning. right now inbound haverill service is ending at lawrence where you can pick up a bus into andover from which then you can take a train into boston. we're going to keep you post od that situation but expect those delays for the haverill line. as far as the rest of the trains we're doing okay. on the roads not looking too bad either. volume is starting to build here. the expressway north here, you can see that volume picking up. as you travel past the gas tank. let's go to the maps and see the rest of your ride. tall overnight construction is gone. out of your way. south of town you're doing fine

no major issues on the pike or route 9. north of town everyone getting by at the speed limit. 93 south just a little volume out of methuen. emily. emily: thank you, olessa. now to the stories we're following right now on the eye. this morning president obama will announce expanded background checks for gun purchases. he'll also ask congress for $500 million in mental health care fu one proposal calls for a system-wide hike on average of 6.7 percent; the other, an average of 9.8 percent. the hike would take effect in july. emily: right now malden police are investigating after a man was hit by a car at the corner of albion and salem streets. the driver has not been charged. no word on the victim's condition. randy: right now a dangerous mistake under investigation in cambridge. a little boy left alone on an empty school van. emily: the eyeopener's todd kazakiewich is live this morning with the demand from that boy's mother. todd? todd: emily, randy, good morning. this whole incident happened

peabody school here in cambridge. the boy's mother says she has no idea how long he was left unattended in a school van. what she does know is that the driver was running 40 minutes late and allegedly left the van to escort another student to class. the boy's mother tells newscenter 5 somebody saw her son in the van and got help. >> the door was unlocked, and the engine wasn't on. he could have had a severe asthma attack. he's five years old. he doesn't know how to treat his asthma. todd: the school called the boy's mother nearly two hours later when he finally arrived at his school. that is maria baldwin elementary. sources tell newscenter 5 there are a number of safety complaints against dracut and wakefield-based s.p. and r. transportation. our calls to them went unanswered. the school says the district is working with the company to figure out what went wrong. the boy is expected to be okay.

kazakiewich, wcvb newscenter 5. in the pamela smart case may soon be released. "the union leader" reports a judge may reconsider whether to return the murder weapon used to kill gregory smart. the four teenage boys convicted in the crime have all been paroled. one of those teens provided the handgun and the getaway car. now his father wants the state to give back the revolver he turned in to seabrook police back in 1990. more than 40 victims have now come forward alleging sexual abuse at a prep school in rhode island. that's according to two attorneys representing the victims. the alleged abuse happened mostly in the 70's and 80's at the st. george's school. some of those victims and the attorneys will hold a press conference today criticizing the school's own investigation, detailed in a report last month. that report only identified 26 victims. randy: new this morning. even as the mbta prepares to hike fares, new revelations about just how much the agency is spending on overtime.

with the numbers. erika: and the "how much" is just the half of it. "the herald" reports nearly half of the money the mbta spent on overtime went to workers who weren't working full weeks. that's because of a union rule that allows employees to call out sick then pick up overtime shifts later in the week. by the numbers, the "t" paid out nearly $32 million in fiscal 2015 to staffers who worked fewer than 40 hours a week. that's about 43 percent of the agency's overtime spending. the t's chief administrator says they started working on a new leave policy over the summer to address the issue. randy, emily? randy: a bright side to the patriots' game in miami. emily: tom brady's special move off the field. and a couple banned from being foster parents because of how they discipline their kids. the punishment considered too harsh. randy: we're following breaking news this morning. commuter rail service on the haverill line is stopping at the lawrence station after an out of service train derailed in andover. buses are being provided.

we're going to see these ocean-effect snow bands persist through late morning. through about 10:00 this morning a winter weather advisory continues from coastal plymouth county down toward the cape. we could see an additional inch or two of snow, reduced visibility and slipper erode conditions so do take it easy. you can see that snow right now is pretty confined from plymouth south ward down toward the canal. parts of the upper cape and then over to hyannis, wellfleet, truro, provincetown. you can see not really much happening right now from chatham down to nantucket and edgartown as well not seeing too much more than flurries at this point but these bands are going to be persistent. you can see they persist through mid to late morning and through about lunchtime. then thereafter they'll begin to taper off as we get into the afternoon. the winds right now are still coming from the north. they'll eventually turn northwesterly this afternoon and that will shut off the ocean-effect snow. it feelings like 12 below worcester. seven below in boston. these wind chill s are going to hover below zero through at least 8:00 or 9:00 this morning.

no higher than the teens as we get into the afternoon. the temperatures right now are in the single digits out in worcester and in boston. eight degrees in boston right now. and notice by lunchtime, we're only coming up to around 20 degrees with temperatures in the 20's this afternoon. but again that wind is going to make it feel colder. at least we'll have the sunshine in most areas with temperatures today in the 20's but look at this tomorrow. we're sneaking up into the low 40's so this cold snap is short lived southwesterly winds will start to bring in warmer temperatures tomorrow. we're going to keep it in the lower 40's with sunshine right through thursday. i want to get you back out to the roads right now. we have that snow over the cape this morning, olessa. olessa: we're watching train problem totz the north. haverill line commuter rail customers keep in mind early morning there is a train that derailed. it was an out of service train but the inbound haverill line is ending at lawrence where buses are being provided into andover. trains are operating 30 to 40 minute delays right now and there are trains available out of andover that you can take into boston. we'll keep you posted on this situation.

hit at the corner of albion and salem streets last night. the driver did stay at the scene and has not been charged. no word on the victim's condition at this hour. considering new steps to solve a delivery disaster. received a newspaper in over a week. "the globe" is reportedly thinking of bringing in a second company to help the new west coast distributor it hired to take over home delivery. over the weekend reporters and editors volunteered to deliver the sunday paper themselves. emily: police are warning homeowners in marblehead about overnight break-ins. two homes were broken into on londonderry road saturday night into sunday morning. the people inside were asleep at the time. nobody was hurt, but the homeowners reported several items missing the next day, including electronics and prescription medications. randy: the state's highest court has ruled in support of d.c.f.'s decision to stop a couple from becoming foster parents because they spanked their children.

they use corporal punishment on their biological children but would not spank any foster children. the magazu's said d.c.f.'s decision infringed on their constitutional religious rights. but the supreme judicial court ruled for d.c.f. saying the couples' rights are outweighed by the need to protect foster children. emily: massachusetts residents are still getting hit by last year's brutal winter. "the boston globe" reporting that homeowners are getting stuck with higher insurance bills after last year's record-setting snowfall. filings with the state's insurance division indicate that about a dozen home insurance companies are raising average rates between 4 and 10 percent. randy: a state representative in new hampshire is trying to lower the drinking age to 18. the seabrook rep. filed a bill that would allow 18- to-20-year-olds to drink anywhere as long as they were accompanied by someone over the age of 21, but they could not consumer hard liquor. he says the bill would help

he was able to get out using an emergency latch and was attacked by the men who had a gun. police say he wrestled the gun away and the suspects took off in the car. the salesman was picked up on the highway. emily: a close call for those living in this apartment complex in oregon. a tractor-trailer lost control on an icy road and nearly slid into the building. it slipped down a hill a few hundred yards just missing a window on the first floor. nobody was hurt. the celtics snap out of a two-game losing streak against the nets in brooklyn. the c's leading by 15 after the first period last night. the celtics had five in double figures. jae crowder leading with 25 points. isaiah thomas added 19 and 7 assists. the celtics win 103-94. randy: identical triplets, addison, kensly and savannah harris were born on december 1. they had been in neonatal unit since that time and finally got to go home.

temperatures i just showed you, look what it does to the wind chills. sub zero feels as cold as 12 degrees below right now out in the worcester area. we step forward in time here through 8:00 this morning. notice those sub zero wind chills are sticking around. by lunchtime it's only going to feel like it's in the single digits and teens much those wind chills get no higher than the teens throughout the afternoon. even though we recover into the 20's. most areas are going to be seeing mostly sunny skies. the exception here is southeastern massachusetts where we've got clouds and these ocean-effect snow bands that are persistent right now just south of plymouth down on to the upper cape. now these extend past hyannis toward wellfleet and truro as well. these may persist through mid to late morning and then once we hit lunchtime into the afternoon, they will start to wind on down. but winter weather advisory is up here. reduced visibility, slipper reroads. we could see an additional one to two inches of snow in some areas. overnight tonight teens to around 20 degrees and just like that, we push it back up into the 40's. tomorrow thursday friday clouds

head toward the weekend we've got a messy scenario setting up as warmer air tries to lift on up with the system, we may see a mix of some rain and snow showers, maybe a little bit of ice on saturday but it looks on the lighter side. this will likely transition to a heavier rain on sunday as warmer air gets drawn in. kind of a messy weekend setting up but with temperatures close to 40 degrees it does look more wet than white. in the meantime, we've got all sorts of problems out on the roads this morning. olessa: good morning, cindy. and trains as well starting things off with the commuter rails an out of service train derailed this morning near haverill. this inbound haverill service ending at lawrence where buses are being provided from lawrence into andover and from there you can pick up a train into boston. you can spect delays of about 30 to 40 minutes because of that derailment. we'll keep you posted on that throughout the morning. the rest of the trains are doing okay. as far as the roadways we're just watching that volume. 93 south. here it is. as you travel southbound, you've got pretty heavy delays already. let's get over to the maps and check the rest of the ride. making your way south of town, that volume also building on 24 out of brockton.
