cindy fitzgibbon. cold today, cindy. brutally cold. cindy: it is. the last time we were below nine degrees in boston was last hour and then we dropped to eight. you have to go back to february 24 to find a morning that was as cold as it is right now in boston. the skies are clear but notice the wind. it is still active out of the northwest at 12. so that is making it feel like it is below zero. wind chills running as cold as 12, 13 below out in worcester county. it feels like it's below zero on the north shore. notice the south shore down to the cape it feels like it's in the single dij its above zero right now. we'll hang on these wind chill sub zero through 7:00 or 8:00 this morning. notice they only creep up into the afternoon. the wind chill is going to get no higher than the teens as we get into the afternoon. actual temperature, as you saw, eight in boston but three in worcester. we do have some 20's on the cape. that is also where we've got clouds and a little bit of this ocean-effect snow that is still lingering here. it is most intense in this band just south of plymouth right on

you can see some of that darker blue showing up around hyannis as well. i iks spect reduced visibility down this way in some of these persistent bands through about 10:00 this morning. then as we get closer to lunchtime, the intensity waynes here and these will eventually wind down this afternoon but a winter weather advisory up until 10:00 a.m. watch for slipper erodes and reduced visibility in some of those snow bands. little additional accumulation here. the sun will be out but it's only in the 20's so a cold one on the way. let's get you out to the roads right now. we have clear skies outside of that snow in southeastern massachusetts this morning. olessa: absolutely. you're going to need to warm up cars this morning. it is cold. a live look outside. the expressway looking good so far. here's a check by the gas tank northbound head to go the top of the screen. a little bit of overnight construction still in place for another couple of minutes as you travel 93 south at the zakim bridge. then also once again expressway northbound by the south bay mall. some more construction cleared away as you travel northbound 24 and no issues here along the pike or route 9. some roadwork picking up 128 north by route 9. no problems traveling north of

the bus s are starting the morning on schedule. randy, emily. emily: thank you. right now president obama is preparing to take new action on gun control. randy: and boston's mayor will be front and center for this controversial announcement. the eyeopener's erika tarantal is here with what we can expect to hear today. erika: good morning again. boston's mayor will be in washington today as the president announces that executive action aimed at curbing gun violence. that includes expanding background checks to deal with the so-called gun show loophole with more checks at shows and online. the f.b.i. would hire more than 200 examiners to process those checks. the white house also plans to ask congress for $500 million to improve mental health care. boston mayor marty walsh, frustrated by the scars gun violence has left on the city, tweeted the country cannot wait for congress to act. anticipation of this announcement is already fueling gun sales. this north attleboro gun shop owner says gun control is a delicate balance of freedom and safety. >> it's an infringement on our

here are the numbers. one proposal calls for a system-wide hike on average of 6.7 percent; the other, an average of 9.8 percent. but the big story here is the price of monthly passes. under the first option, bus and subway passes would spike $7.50. the more severe option means a $9.50 jump. all of this is designed to reduce the mbta's projected $242 million operating deficit. reduce -- not close. the proposed fare hikes come as many who take the "t" every day continue to complain about service interruptions. the state's transportation secretary says the goal here is to improve service, and they're looking at other options in addition to fare hikes. the next step for the proposals is a series of public hearings. don't expect to see any rate hikes until sometime in july.

plymouth county, south eastern plymouth county. from kingston to plymouth 2-2.5 inches of snow. halifax an inch. scituate about half an inch but it is still snowing down this way. so in this area here from eastern plymouth county down toward the canal here and the uppermost cape, we could see two to locally up to four inches of snow. outside of that, 1-2 inches possible on the cape. otherwise we just had a coating away from the coastline. that's over with now. we're just dealing with the cold. coldest start around here since february. the wind chills will be running below zero until 9:00 this morning. and the cold snap, although it is intense, is short lived. by tomorrow afternoon we'll be back up to around 40 degrees so hang in there. six out the door right now in beverly as well as fitchburg, bedford. worcester is three degrees. boston just eight right now. the coldest we have even since late february around here. you head south of town. we are looking at double digits here plymouth down to the cape. this is where we have that wind stirring things and producing a little bit of snow this morning.

much higher on the outer cape and nantucket but it is creating a wind chill which is very intense this morning. seven below is what it feels like in boston. as cold as 12 and 13 below out in worcester county so this is what you need to dress for. in fact, the wind chills are sub morning. and they'll only climb to around 10 degrees by lunchtime. it will feel like it's in the teens right through the afternoon. so bundle up here. it will be a cold day ahead. you can see how clear the skies are boston north and west but it's this area confined to south eastern most massachusetts still dealing with the snow. you can see it from plymouth do bourne and falmouth. these bands may be persistent here through about 10:00 or 11:00 this morning. then they'll taper off this afternoon. but we do have that winter weather advisory for the slippery travel right through about 10:00 this morning so keep that in mind. otherwise today mostly sunny skies. it may get up into the 20's. it will feel like like it's in the teens all day long.

you step outside. look at these temperatures. this is not the wind chill. these are the temperatures. down in the single digits. worcester and boston. three in was worcester right now. eight in boston. that is the coldest you've been since late february. single digits up on the north shore, southern new hampshire. you get into plymouth and on to the cape. we've got the wind and a little bit of snow keeping your temperatures in the teens and 20's. look at the wind chill though. it feels like 12 below worcester. seven below in boston. these wind chills are going to be running below zero through about 8:00 this morning and then they only creep up into the teens gradually this afternoon. so despite some sunshine, temperatures only recover into the 20's with winds making it feel like it's in the teens. the exception to all of this from plymouth down to the cape because we've got our own little snowstorm going on down here this morning. this is ocean-effect snow. it started up yesterday. it's been continuing overnight. you can see right now just south of plymouth, all the way down towards sandwich, bourne and back to wareham, got a pretty decent snow band.

edgartown and over to hyannis up toward wellfleet and truro as well. these bands will persist for the next several hours. i think as we get toward 11:00 or 12:00, they're going to start to taper off and diminish. do watch for reduced visibility. slipper erodes in some of these snow bands. the winds pushing that snow around as well. could see an additional inch or out there. we have the road conditions down to the south causing problems. problems as well. olessa: we also have issue s with the trains this morning. the haverill line is what we're watching. an out of service train derailed early this morning. right now inbound haverill service is ending at lawrence where you can pick up a bus into andover from which then you can take a train into boston. we're going to keep you post od that situation but expect those delays for the haverill line. as far as the rest of the trains we're doing okay. on the roads not looking too bad either. volume is starting to build here. the expressway north here, you can see that volume picking up. as you travel past the gas tank. let's go to the maps and see the rest of your ride. tall overnight construction is gone. out of your way. south of town you're doing fine

peabody school here in cambridge. the boy's mother says she has no idea how long he was left unattended in a school van. what she does know is that the driver was running 40 minutes late and allegedly left the van to escort another student to class. the boy's mother tells newscenter 5 somebody saw her son in the van and got help. >> the door was unlocked, and the engine wasn't on. he could have had a severe asthma attack. he's five years old. he doesn't know how to treat his asthma. todd: the school called the boy's mother nearly two hours later when he finally arrived at his school. that is maria baldwin elementary. sources tell newscenter 5 there are a number of safety complaints against dracut and wakefield-based s.p. and r. transportation. our calls to them went unanswered. the school says the district is working with the company to figure out what went wrong. the boy is expected to be okay.

kazakiewich, wcvb newscenter 5. in the pamela smart case may soon be released. "the union leader" reports a judge may reconsider whether to return the murder weapon used to kill gregory smart. the four teenage boys convicted in the crime have all been paroled. one of those teens provided the handgun and the getaway car. now his father wants the state to give back the revolver he turned in to seabrook police back in 1990. more than 40 victims have now come forward alleging sexual abuse at a prep school in rhode island. that's according to two attorneys representing the victims. the alleged abuse happened mostly in the 70's and 80's at the st. george's school. some of those victims and the attorneys will hold a press conference today criticizing the school's own investigation, detailed in a report last month. that report only identified 26 victims. randy: new this morning. even as the mbta prepares to hike fares, new revelations about just how much the agency is spending on overtime.

with the numbers. erika: and the "how much" is just the half of it. "the herald" reports nearly half of the money the mbta spent on overtime went to workers who weren't working full weeks. that's because of a union rule that allows employees to call out sick then pick up overtime shifts later in the week. by the numbers, the "t" paid out nearly $32 million in fiscal 2015 to staffers who worked fewer than 40 hours a week. that's about 43 percent of the agency's overtime spending. the t's chief administrator says they started working on a new leave policy over the summer to address the issue. randy, emily? randy: a bright side to the patriots' game in miami. emily: tom brady's special move off the field. and a couple banned from being foster parents because of how they discipline their kids. the punishment considered too harsh. randy: we're following breaking news this morning. commuter rail service on the haverill line is stopping at the lawrence station after an out of service train derailed in andover. buses are being provided.

we're going to see these ocean-effect snow bands persist through late morning. through about 10:00 this morning a winter weather advisory continues from coastal plymouth county down toward the cape. we could see an additional inch or two of snow, reduced visibility and slipper erode conditions so do take it easy. you can see that snow right now is pretty confined from plymouth south ward down toward the canal. parts of the upper cape and then over to hyannis, wellfleet, truro, provincetown. you can see not really much happening right now from chatham down to nantucket and edgartown as well not seeing too much more than flurries at this point but these bands are going to be persistent. you can see they persist through mid to late morning and through about lunchtime. then thereafter they'll begin to taper off as we get into the afternoon. the winds right now are still coming from the north. they'll eventually turn northwesterly this afternoon and that will shut off the ocean-effect snow. it feelings like 12 below worcester. seven below in boston. these wind chill s are going to hover below zero through at least 8:00 or 9:00 this morning.

no higher than the teens as we get into the afternoon. the temperatures right now are in the single digits out in worcester and in boston. eight degrees in boston right now. and notice by lunchtime, we're only coming up to around 20 degrees with temperatures in the 20's this afternoon. but again that wind is going to make it feel colder. at least we'll have the sunshine in most areas with temperatures today in the 20's but look at this tomorrow. we're sneaking up into the low 40's so this cold snap is short lived southwesterly winds will start to bring in warmer temperatures tomorrow. we're going to keep it in the lower 40's with sunshine right through thursday. i want to get you back out to the roads right now. we have that snow over the cape this morning, olessa. olessa: we're watching train problem totz the north. haverill line commuter rail customers keep in mind early morning there is a train that derailed. it was an out of service train but the inbound haverill line is ending at lawrence where buses are being provided into andover. trains are operating 30 to 40 minute delays right now and there are trains available out of andover that you can take into boston. we'll keep you posted on this situation.

temperatures i just showed you, look what it does to the wind chills. sub zero feels as cold as 12 degrees below right now out in the worcester area. we step forward in time here through 8:00 this morning. notice those sub zero wind chills are sticking around. by lunchtime it's only going to feel like it's in the single digits and teens much those wind chills get no higher than the teens throughout the afternoon. even though we recover into the 20's. most areas are going to be seeing mostly sunny skies. the exception here is southeastern massachusetts where we've got clouds and these ocean-effect snow bands that are persistent right now just south of plymouth down on to the upper cape. now these extend past hyannis toward wellfleet and truro as well. these may persist through mid to late morning and then once we hit lunchtime into the afternoon, they will start to wind on down. but winter weather advisory is up here. reduced visibility, slipper reroads. we could see an additional one to two inches of snow in some areas. overnight tonight teens to around 20 degrees and just like that, we push it back up into the 40's. tomorrow thursday friday clouds

head toward the weekend we've got a messy scenario setting up as warmer air tries to lift on up with the system, we may see a mix of some rain and snow showers, maybe a little bit of ice on saturday but it looks on the lighter side. this will likely transition to a heavier rain on sunday as warmer air gets drawn in. kind of a messy weekend setting up but with temperatures close to 40 degrees it does look more wet than white. in the meantime, we've got all sorts of problems out on the roads this morning. olessa: good morning, cindy. and trains as well starting things off with the commuter rails an out of service train derailed this morning near haverill. this inbound haverill service ending at lawrence where buses are being provided from lawrence into andover and from there you can pick up a train into boston. you can spect delays of about 30 to 40 minutes because of that derailment. we'll keep you posted on that throughout the morning. the rest of the trains are doing okay. as far as the roadways we're just watching that volume. 93 south. here it is. as you travel southbound, you've got pretty heavy delays already. let's get over to the maps and check the rest of the ride. making your way south of town, that volume also building on 24 out of brockton.
