night in ellicott city, maryland , 14 miles west of baltimore. a human chain forms to rescue a woman who seems reluctant to get out of her car when it's nearly enveloped by sudden, raging floodwaters. the national weather service says ellicott received 6.5 inches of rain, most of that between 7:00 and 9:00 saturday night. the flash flood causing two deaths and devastating property damage, including more than 170 inoperable vehicles. >> it started coming through pretty heavy. some really heroic rescues and the first responders and the neighbors that were helping each others out in the cars that were just floating by. todd: now back to the human chain rescue you saw at the beginning of this report the -- of this report. the driver who is nearly swept away is eventually helped from her car and pulled to safety. two victims that died in the

man from maryland. in addition to the damage to the cars, local officials say as many as five buildings are completely destroyed, and up to 30 more are damaged. rhondella. rhondella: thank you, todd. new at 11:00, for the first time, we are hearing from the mother of the georgia teen who died after jumping into the charles river this weekend. tyler greene was attending a summer program at harvard. newscenter 5's diane cho is live in cambridge tonight. diane? diane: throughout the day, and has been gathering on the bridge short. flowers and a growing memorial for 18-year-old tyler greene. >> he was a caring person. he was a giving person. he was an organ donor. he is still giving. diane: greene just graduated from a high school program and was attending harvard. >> i think god for my son. i wish i had longer with him,

diane: it was just before 9:00 friday night when he joined friends on the bridge jumping into the trials river his mother says her son was not an. and swimmer -- an experienced swimmer. >> is supposed to be a ritual. diane: investigators believe it was an accidental drowning. >> i think maybe that the. diane: the investigation continues. in cambridge, diane cho, wcvb newscenter 5. reid: new safety rules are taking effect for boston summer camps after the death of a little boy. last week, seven-year-old kyzr willis drowned at a south boston day camp. now, his family says they're not happy with the police investigation into how the boy got away from counselors unnoticed. mayor walsh says city representatives will meet tomorrow with camp officials, before the rules start tuesday.

hillary clinton back on the campaign trail and stepping things straight into the firestorm surrounding donald trump's latest comments about the family of an army captain killed in iraq. ms. clinton: an attack as he did on captain khan's mother, a gold star mother? i don't knhe nominee took issue with the khan family after a speech at the democratic convention. mr. khan: you have sacrificed nothing and no one. mr. trump: i think i make a lot of sacrifices. i work very, very hard. i created thousands and thousands of jobs. rhondella: trump went on to say this -- mr. trump: if you look at his

something bad to their mother. >> he expressed his sorrow and sympathy for what he had done and expressed every intense to harm himself. very, very disturbing, sad story. again, our prayers go out to the family. reid: osgood's car was spotted by police last night in new jersey. he crashed during a chase, and then shot and killed himself when officers approached. of the car. rhondella: a boston police officer is recovering from this crash. the cruiser smashed into a building on a harrison avenue and northampton street. the officer was taken to the hospital. it's unclear how the crash happened. reid: tomorrow, governor baker will sign a bill to ensure equal pay for men and women in massachusetts. the law will ban discrimination on the basis of gender, and stops employers from asking about salary history. the legislation will take effect in july 2018. people in boston will get the chance to let their voices be

the department is working to get a pilot program underway. one hundred officers will wear the cameras for six months, a deal with the police union was reached earlier this month. there will be a public hearing thursday night at the mildred community center. rhondella: mbta police are hoping you can help identify this man. he is wanted for questioning in connection with an assault with a dangerous weapon. the incident happened last tuesday night on an orange line train at the tufts medical center station. anyone with informatn all eyes will be on new hampshire's lottery office tomorrow. the winner of a massive powerball jackpot could step forward to claim their prize. newscenter 5's shaun chiyabhat is live in raymond, new hampshire where that ticket was , bought. shaun: you know, still no claim on that prize, with a lot of folks here wondering if the

surveillance camera. surveillance camera. video shows the car flipping over almost a dozen times. amazingly, the driver survived. witnesses flipping the car right-side up then pulling the man through, saving his life. >> i started pulling them out and another guy, probably about my age helped me. we pulled him out of the car. reid: the driver was taken by helicopter to the hospital, where he is being treated for several injuries, including head trauma. no one else was hit in the crash. police are now examining the video to figure out why the driver lost control of the car. rhondella: federal investigators from at least three agencies are now on the scene of that hot air balloon crash in central texas. it is the deadliest in us -- u.s. history. 16 people were killed. abc's christine dobbyn explains where the investigation is turning now. christine: these pictures show the doomed aircraft minutes

not seen anything yet. i say yet a customer is more coming tonight. half of this coming in 10 minutes early this morning. to the west, we not only had rain this morning, we are getting rain now. there were areas that picked up more than that. chicopee, over two inches of rain. look at this -- 3.6 inches of rain from this morning. if we start all of the rain gathering right now in boston, we would go down with the june through july, and the eighth highest may through july. we have rain coming which may throw these records out of the window. look at this. 1, 2, 3 areas of rain trying to push to the east. this is showing signs of weakening. if it does not hit before midnight, all of those records will hold. you see this little downpour here? this area may be seeing

to the northeast at about 20 miles per hour. this area really hit new york city with heavy rain. it is trying to lift up toward the cape and the islands. a little drizzle today. looks like we may be getting rain through the overnight hours. i midnight, they are lining up on top of us. by 2:00 in the morning, still showers around us. there will be a little bit of shower activity. as we , those pop-up showers may redevelop, and there may be even more of that tomorrow. in boston, 69 degrees. a breeze of the ocean. today was cold. don't do used to it. we will have temperatures back in the 80's and 90's. the dew point -- oh, it is sticky out there. the dew point will feel
