good morning, it's monday, emily:good morning, it's monday, august 1. for i'm emily riemer. randy: i'm randy price. following breaking news on the eyeopener right now, several big decisions overnight on beacon hill. the changes in a rare state house session and how it could impact you. emily: a murder-suicide investigation involving a former police officer. the new details we're learning about the crime. camps take effect this week after the drowning of a little boy. the steps being taken today to make sure it doesn't happen again. emily: firstly want to check in with city of or cast -- and the forecast cindy: the steadier rain we had overnight across southeastern massachusetts is getting ready to exit, hyannis toward

the proceeds split among the state, cities, and towns, and a fund for taxi and livery businesses. the plan does not require fingerprinting of drivers something some safety advocates had pushed for. juli mcdonald, wcvb newscenter 5. emily: other big moves overnight, a renewable energy bill is headed to the governor's desk. it requires a dramatic increase in hydropower and wind power in the state in the coming years. baker overriding his veto of coverage for long-term treatment of lyme disease. but they did not push through a plan that would have extended the state's hotel tax to online services like airbnb. governor baker has 10 days to act on the bills sent to his desk. randy: this morning, governor charlie baker is expected to sign a bill that ensures equal pay for men and women in massachusetts. the law will ban discrimination on the basis of gender, and stops employers from asking

in july, 2018. emily: other stories we're following right now, new details in the murder-suicide involving a former rhode island police officer. investigators say franklin osgood killed his wife sometime between friday night and saturday afternoon. police say the former providence officer called his adult children to tell them he'd done something bad to their mother. osgood's car was spotted by police saturday night in new jersey. he crashed during a chase, and his wife's body was found in the trunk. randy: mbta police are searching for this man wanted in connection with an assault with a dangerous weapon. it happened last tuesday night on an orange line train at the tufts medical center station. anyone with information is asked to contact transit police. emily: this morning, we're learning more about what led up to the death of a teenager, who drowned in the charles river. his mother is sharing her grief

graduated from a georgia high school in may, and was attending a summer program at harvard. it was just before 9:00 p.m. friday when he joined friends in cambridge to jump off the weeks bridge. his mother says it's like a ritual at the school but that her son was not an experienced swimmer. his body was pulled from the water several minutes later. his mother says even though he's gone he's still sharing his spirit. >> he was a kindhearted person, i caring still giving. emily: flowers and candles now line the bridge in a growing memorial. randy: right now, new rules are set to take effect at all of boston's city run summer camps after the drowning of a 7-year-old boy. the eyeopener's sera congi is outside the community center where all of this started. sera? sera: the tragedy here last week prompted the new rules. mayor marty walsh and city

rules take effect tomorrow. they come after the drowning death of 7-year-old kyzr willis, who wandered unnoticed from his south boston day camp. the new rules include an hourly head-count, smaller child-to-staff ratios, and life preservers during swimming. mayor walsh says the city is doing everything it can to prevent another tragedy. >> we this is a horrible tragedy that happened and it is affecting a lot of us in different ways. my heart goes out to the family -- i can't imagine the pain they are going through. sera: willis's family says they're unhappy with the investigation and they want to see consequences. funeral services are scheduled for wednesday and thursday. live in south boston, sera congi, wcvb newscenter 5. emily: commitment 2016. growing controversy for the

vice presidential nominee mike pence released a statement trying to calm the firestorm over trump's comments about the gold star parents spotlighted at the democratic convention, saying, quote, "donald trump and i believe that captain, humayun khan, is an american hero, and his family, like all gold star families, should be cherished by every american." after his exclusive interview with abc news, trump said he was just defending himself when he questioned if the mother of that soldier killed in iraq was allowed to talk. ghazala khan says grief kept her from speaking last week, but not anymore. >> all-america felt that grief. >> being president is not an entitlement. disrespecting a gold star family and a gold star mother -- shame on him. emily: the khans are calling on republican leaders to disavow the gop candidate. the controversy comes as strangers continue to visit the

some have left flowers and kind notes, following the captain's father's speech. randy: state senator and majority whip ken donnelly is awaiting surgery at mass general hospital after suffering what are being called difficulties. a spokesperson posted to donnelly's facebook page saying the surgery will be performed within the next 48 hours. there were no other details about the emergency, or what kind of surgery is needed. donnelly represents the 4th includes arlington, billerica, burlington, and most of lexington and woburn. uniting france after a deadly terror attack on catholic church. emily: the show of solidarity from muslims to catholics. a driver survives a violent crash in florida. the dramatic video now under investigation. randy: the major powerball jackpot has been won. the anticipation in new hampshire to find out the

randy: a giant powerball jackpot has been won in new hampshire, but by who? emily: this morning, the state is waiting for that winner to come forward. that $487 million ticket was purchased at this hannaford in raymond. saturday's drawing was the eighth largest lottery jackpot ever. some folks are guessing the winner is a visitor, but they're hoping that's not the case. they say that kind of money can do some good for the community. >> hopefully they use the money

randy: kind of dreary for a monday. cindy: we need the rain, but when you felt that yesterday, it didn't amount to a lot. some rain, not a lot. the cape right now is getting the bulk of it and when you look back it is a brand-new month -- less than an inch of rain for the entire month when typically we pick up 5. the deficit around 6.5 inches. this goes down in the books as the eighth driest on record, and that combination of driest goes back -- and this is just boston, sun communities are worse. right now you can see the radar picking up on the local the showers and the rest of us are

aerial photos showed an area of scorched land underneath. now the ntsb needs to figure out why that happened, and if fog was a factor. they're now looking at electronic devices recovered at the scene for clues. >> there are images from people on the blue that might reveal it. emily: police say the victims will need to be identified through dental records which could take weeks or even months. a driver survives this car surveillance video shows the car flipping almost a dozen times. witnesses got it right-side up then pulled the man through a window. >> people came over with fire extinguishers and put out the fire, put the car back over, pulled the guy out. >> another guy helped me, we pulled him out of the car. emily: the driver was taken by helicopter to the hospital,

no one else was hurt police are reviewing the video to see just how the crash happened. randy: surprising statistics for massachusetts drivers, when it comes to traffic violation citations. police in the bay state slapped drivers with nearly 3.2 million tickets between 2012 and 2015. of those tickets 40% were later thrown out. when you break it down, 74% of drivers ticketed for driving to endanger were cleared. and courts threw out 66% of tickets issued for drivi u many driving activists say it comes down to low-staffing in courthouses. the believe courts try to move through traffic violation cases quickly. your economy now, asian stocks were mostly higher overnight thanks to better than expected manufacturing data in china. right now u.s. stock futures are higher. this week, investors will be watching for the july jobs report which is due out on friday.

muslims joining catholics for mass after the murder of a catholic priest in normandy. many muslims sat in the front row among the church's parishioners for sunday mass. muslims and catholics also shared pews in churches in italy yesterday. randy: an emergency delivery after a crash in dunbarton, new hampshire. kaitlin fournier was 37 weeks pregnant with baby olivia when she was involved in a crash. she lost a lot of blood, and her baby's heart rate began to drop. luckily the emergency c-section was successful. mom is expected to recover from the crash. and baby olivia is doing just fine. emily: a special tea party for a texas police officer who saved the life of this little girl. the pair first met a year ago when little bexley choked on a coin. the officer's body camera rolled as he finally got her breathing. the girl's mother wanted to celebrate this year so she hired a photographer to capture the tea party. the officer says he has a new best friend, and can't wait to

center and logan airport. the plan does not require fingerprinting of drivers something some safety advocates pushed for. the bill now heads to governor baker's desk. randy: police are still searching for a suspect in a deadly shooting in boston. police say a man was shot near 39 nazing street in dorchester saturday night. anyone with information is asked to call boston police. police are looking for this man accused of stealing from homes in sharon that he was supposed aaron moul is accused of stealing several items from clients' homes earlier this year. he faces larceny and criminal harassment charges. police say moul also goes by the name of aaron simeone and has ties to other states. emily: a boston police officer and another driver are recovering after this crash. it happened sunday morning on harrison ave and northampton street. police say the cruiser was hit by another car at the intersection, forcing the

injuries. the driver who hit the cruiser was cited for failure to yield to the right of way. boston police will hold a public hearing this week on body cameras for officers. the department is working to start a pilot program. one hundred officers will wear the cameras for six months a deal that was reached with the police union earlier this month. there will be a public hearing thursday night at the mildred community center. randy: pope francis is defending his refusal to use the word francis says it is not right to identify islam with violence. he says all people are capable of killing even catholics. during his latest trip to poland, he asked that god protect people from the devastating wave of terrorism in the world. emily: australian olympic athletes have a tough time in rio. right now, the olympic village is under investigation after the athletes were forced out during possible arson. the small fire started in an

we get some high pressure to the north but there will be a lot of clouds locked in and cooler temperatures with highs only in the lower 70's today and even around new york there will be thunderstorms, down to philly mdc, and you will see them temporarily pushed to the south but they will be back by the end of the week so you can see dry weather around the chicago area and thunderstorms around minneapolis -- there could be severe weather out this way although it is not a concern for us. clouds in the morning will break for sunshine before we get a stretch of really nice weather and look at that warming trend -- by friday we could be back around 90 degrees and the humidity building as well.
