it should become a tropical storm later today. that's why we have a watch for the waters. tropical storm warning from north of tampa to tallahassee all the way to panama city. the timing of this is important. it is later thursday, through the morning of friday. for the landfall of this storm. so we're watching the track there take it. the impacts would be five to ten inches of rain, 15 inches plex. two to four feet of storm surge in some spots and of course tropical storm-force windshe going on. madeline churning, lester churning. that's why we have our neal karlinsky there on hurricane warning this morning. >> reporter: ginger, good morning. we've been getting hit with intermitt tent rain and you can see they started boarding up the buildings in hilo, hawaii, very unusual behavior for the hawaiian islands and they are expecting possibly 25-foot wave,

flooding as a result. the timing is a little tricky. they think later today into tomorrow morning and as a result they've shut down all of the schools here today and also closed the port here in hilo, making matters worse as you say yet another hurricane lester is right on its heels. that would be unprecedented if that hits in a couple of day, two of them here in hawaii. >> i have friends on the big identify and have been evacuated from their hotel moving to a new hotel on a different island and that's why. you can see again the it's late tonight through early tomorrow and that's when you'll feel the impacts. lester cams late week through the weekend so busy now and we'll be busy later. a lot more coming up. amy and george. >> i would have never guessed they hadn't been hit before by hurricanes. >> and now twice. a big held in the fight against isis. with the group's website announcing the death of its top leader, martha raddatz tracking it from washington. this man, abu mohammad al adnani was a double threat.

isis, george, a central figure in the organization who was not only a spokesman for the terrorist group but the man responsible for organizing attacks against westerners. he is tied to the deadly attacks in paris and brussels and he is the man who called out to lone wolves worldwide urging isis sympathizers to take up whatever weapons they could find, knife, rocks, vehicles against americans or western allies and kill them wherever they are. the u.s. confirms al adnani was the i and it was, as you say, the islamic state that announced his death. >> we've seen so many attacks like this against the leaders of isis and al qaeda, as well. the big question is ouch difference do they make? >> well, the u.s. had put a $5 million price tag on his head. he was the number two in the organization, how important the u.s. viewed his role so it is very significant but there will no doubt be someone who moves to take his place and we've seen in the past that men like al adnani

they're long gone, george. >> okay, martha raddatz, thanks. now to that dangerous air scare. a flight taking off from texas encountering severe turbulence overnight forced to make an emergency landing in ireland. passengers rushed to the hospital and abc's david kerley has the latest from reagan national airport. good morning, david. >> reporter: good morning, amy. that jet was nearing the british isles when it hit unexpected turbulence injuring several passengers and crew members. this flight originated in houston. it was on a boeing 767. 223 people on board. it was supposed to be a direct flight to london but the flight tracking site flight aware shows several hundred miles out it sits turbulence and the pilot calls out to head to shannon airport to make an emergency landing in ireland. on the ground emergency crews were waiting. a lot of people were treated. a dozen people, nine adults and three children, amy, were taken to the hospital for treatment.

>> reporter: yeah, actually they were pretty minor and 11 were released and authorities in ireland were getting them back to the airport so they could get on the plane and make that hop from shannon to heathrow and finish the flight. paul lepage is under pressure over comments many called racist, also a voice mail filled with profanity he left for one of his critics in the legislature and seemed to suggest he might resign then abc's david wright is here with the latest. >> reporter: good morning. some mixed messages for sure. today lepage is due to meet with the democratic lawmaker he challenged to a duel. no duel expected but you never know. under fire for his racially charged rhetoric, the maine governor gave a radio interview in which he did not rule out resigning. >> i'm looking at all options. i'm not going to say that i'm not going to finish it. i'm not saying that i am going to finish it. >> reporter: then just as his

well now to frightening moments at a gas station in connecticut. take a look as a driver backs into one of the pumps knocking it over and then sparking a fire that quickly engulfs two vehicles, one of the cars had two children in the backseat. a woman on the other side of the pump quickly ran in and was able to pull the kids to safety just in time. they were not injured. the driver who backed into the pump apparently hit the gas pedal instead of the brake so anothernf worse. could have been a huge explosion. u.s. open. triumphant return to new york for serena williams. big win for her. t.j. holmes here with more. >> yes, you know, all eyes are always on serena but especially this time because, what, she just came off that loss, that shocking loss in rio. three weeks ago and just pulled out of a tournament last week because of a shoulder injury. she'll be 35 next month, tough first round opponent. how is she going to respond?

funneling out of the house and searched by police. this isn't the singer's first run-in with the law. in 2009 brown pleaded guilty to felony assault and was sentenced to five years probation, a year-long domestic violence class and six months community service for assaulting his then girlfriend superstar rihanna. brown completed that probation early last year. overnight, brown's attorney tweeting thank you to everyone for their support and wishes. chris is out and well. the allegations against him are demonstrably false. brown was released after posting $250,000 bail. now we've also learned overnight that curran is wanted for questioning in new york in a grand larceny case. according to the new york police department she and a friend are accused of stealing a wallet from another woman. amy. >> all right. we appreciate that, kayna. joining us senior legal correspondent sunny hostin.

through here. how bad does this look for chris brown? >> well, it certainly looks bad, amy, because we are now seeing what seems to be a history of violent and abusive behavior starting with the 2009 assault on rihanna. he did serve many, many years of probation, approximately six years, that probation was lifted in march of 2015 just last year but only after he violated that probation for assaulting someone in a washington, d.c. hotel and over and over again when it comes to chris brown and that is not a good place to be in the criminal justice system. we see recidivism very, very often when it comes to violent and abusive behavior so yet now another complaint about this kind of behavior is going to be looked at very, very closely by prosecutors reviewing the case. >> speaking of seeing chris brown we saw a lot of him throughout this on these instagram rants. what do you make of those and

they do to the case? >> you know, i think prosecutors are going to look at it. let's be clear. he hasn't been formally charged yet. his arraignment is going to be september 20th. i did reach out to his attorney my good friend mark geragos who says these allegations are completely false. but i think that it's very fascinating that social media is possibly going to be used as evidence in this case or at least reviewed by prosecutor, not only did chris brown the alleged defendant post it. ray jay was in the home and posted on instagram saying this was false then the alleged victim also posted on instagram indicating that this was true. and so, you know, i think we're seeing over and over again the clash between technology and social media and the law and that being used as evidence. we saw it very, very clearly in the killing of philando castile

behavior but still seems surprising given the debate about his sentence. >> i don't think that it's not only surprising, i think it's outrage that people have about this sentence, george. i mean, the bottom line is he's only going to spend three months in a jail cell for sexually assaulting an unconscious woman behind a garbage dumpster. i think we can all agree that that sentence is way too short. is it a surprise that he's only going to serve three months out of the six basically they have this prison realignment going on so most inmates only serve half of their sentence. >> there was no discretion from the judge there on getting out early. >> no, there was discretion, the prosecutors recommended six years. he was facing 14 years but because of the judge's discretion in this case he only was sentenced to six months, thus, leading to the outrage in this case. i think there's this legal

is going to be closed. >> right now they're going to tie to close that, i understand lawmakers in that state just passed a new measure in hopes of addressing cases just like this one. tell us about it. >> that's right. what is remarkable is that under california law, up until this time, amy, you could rape, sexually assault an unconscious person and not have a mandatory prison sentence. the judge had a lot of -- not leniency but a lot discretion. now 66-0 vote, a bipartisan vote, california lawmakers have found it's going to be a mandatory three-year sentence for this exact behavior. sending a message to sexual assault victims everywhere that they matter and that people that sexually assault must spend three years in prison when the victim is unconscious. i say very, very wonderful for
