how strong will it be? in the past 24 hours western florida especially here in tampa bay have been getting hammered with the outer bands. tropical storm hermine accelerating towards the florida coast. the outer bands already flooding the sunshine state making some roadways impassable. >> about 4 1/2 inches of water inside the house. >> reporter: over 9 inches falling in families trying to stop the water from overtaking these apartments in largo. >> it came through the ceiling. >> reporter: at least seven from one family narrowly escaping after this tree fell on their home. >> there's a tree like in every room of the house. >> reporter: it's all hands on deck at the sandbagging depot. >> the only solution, got to stop the water. >> what else can i do? coastal residents have been evacuated and schools and colleges closed today and tomorrow.

storm surge which western florida certainly susceptible to it here in tampa bay this will be rising, as well. nearly 4,000 days since a hurricane has made landfall in this state. they are certainly hoping that streak holds. another area that has had a hurricane-free streak is hawaii but got slammed with tropical storm madeline and neal karlinsky is there right now. neal. >> reporter: rob, good morning. that's right. the surf here is still rough but feel like they've dodged a bullet on this one. madeline seems to be passing through as a rough tropical storm and not the hurricane they feared but the last 12 hours the rains has been torrential coming down sideways. as a result many roads have been flooded. there have been occasional power outages and schools have been shut down and the port closed. but they do feel like they have weathered the worst of it and get a true sense of things over the next several hours when the sun cops up, ginger.
