the ballot question. the first is revenue. here's how massachusetts stacks up against washington state which also has recreational marijuana. the ballot question provides an excise tax rate of 3.75% versus 37% in washington. the sales tax rate here is 6.25% versus 6.5% there. even with a 2% local option here, washington state is structured to bring in much more revenue to regulate the industry stores and grow operations. >> i've heard from the speaker, i've heard from the senate president and the governor, that should this pass, everyone recognizes the limited amount of revenue streams that seem to be coming from the actual ballot question. >> the other issue says goldberg is the limited time frame to get up and running. stores open in 2018 but applications for stores and grow operations are due next year and

he was a majority owner of the compound center which killed 76 people and sickened almost 800 others with contaminated steroids. they pled guilty to concealing cash withdrawals totaling more than a hundred thousand dollars. prosecutors point out they had no active role in the operations at the facility. doug was sentenced to two years probation and ordered to pay $55,000 in fines. his wife will be on probation for a year and have to pay $4,500. 10 others are scheduled to go to trial early next year. the charges against those people are more serious. we're live at the federal courthouse, john atwater, wcvb, newscenter 5. >> our commitment coverage continues tonight. >> as we move along 59:3 -- at 5:30, we take a closer look at

you're going to have tax cuts and infrastructure spending. the stock market loved the message and that's why it rallied. >> that's effectively a thousand point swing in a relative short period of time. that sounds significant to me. >> it is significant and what i would message to you is that get used to it. i think you're going to have a tremendous amount of volatility in the equity markets and the bond market frankly for the next six months. it will take a listening time to push this legislation through so it will be a rocky ride for >> is that with any president-elect or do you think there are different circumstances here? >> this is a different circumstance. a unique presidential candidate. he's got a lot of power. he's got cell of the senate, control of the house, and we've never seen a president like this. he's never worked in the public sector before. his a private sector guy. he wants to get things done. people have been betting against him for the last two years and he's proven everybody wrong. >> i look at it and i see a

in this follow up after he was granted immunity he admitted it was him but insisted he wasn't masturbating. >> jaso some with you allowed to resign from his job for personal reasons. >> the case is shining a light on a little known process in massachusetts. inside jason's internal affairs file 5 investigates discovered something called a carney letter. it an agreement where prosecutors grant to talk freely knowing they will not be charged with a crime. we uncovered two dozen agreements not to charge police officers across the state over the last five years. but we also found a disorganized system for tracking these cases, so there is no way to know for sure just how many there are. some of the allegations seem minor like trying to steal another officer's raincoat and badge. but others are serious, including leaving the scene of late night accident that

the winds won't be that strong. 5-10. a few gusts. northwest to start, southwest to finish. there is a stronger cold front and it will be moving through around the midday hours on friday. doesn't have much moisture with it. might produce a spritz. might not even do that for veterans day the winds will start to pick up and temperatures will starts to drop late day especially overnight to give us a cold start to the weekend on saturday. so there you have it. we're putting this a day on friday because of the wind gusts, which once we get to the afternoon and evening, could be over 30 miles per hour. so keep that in mind for veterans day. and the other thing is, very chilling to start out on saturday, where the wind chills will be down around 20 in places and will recover a little bit saturday afternoon but much more so for sunday afternoon. there is that really mild day coming up for next monday. >> that's how things are look. >> harvey, thank you.
