speaking out this is the "cbs weekend news." >> quijano: good evening, i'm elaine quijano. at least three people are dead as flood waters continue to rise to historic levels in the deep south. rescue crews have saved the lives of at least 7,000 people an their pets. since thursday parts of louisiana have been hit with more than 30 inches of rain. heavy rain c some areas as creeks and rivers spill on to roads and highways. omar villafranca is in is in baton rouge. >> reporter: flood waters continue to immerse much of baton rouge. emergency workers rescued at least 7,000 people. here the crew from a coast guard helicopter pulled three stranded residents from a roof. >> you have something. >> yeah. >> a search crew on this boat came across a car pulling this

time. nearly 2,000 national guard troops have been assisting louisiana resident this weekend. according to officials, flood waters killed three people, damaged more than 2,000 homes and stranded countless animals. 5,000 people are currently in shelters. volunteers jeremiah johnson and henri dufrense say they rescued over 150 people with their boat and truck because it was the right thing to do. >> people are going to ask, why >> it is just what we do as a community. we help each other out, you know. i would expect somebody to do it for me and my family, that is why i do it. >> louisiana is very resilient, we have strong, failtful people here. and i'm extremely encouraged by the amount of cooperation we have gotten from people. we see folks who are truly being neighbors to one another. >> reporter: louisiana governor john bel edwards toured the damage and says some areas have--iersiers have become isla. >> it makes it difficult for

clark, who had sent out a notice earlier today saying he had spoken with governor scott walker about deploying the national guard to be here and keep order in the city of milwaukee. >> here we go. >> i wanted to give you folks a briefing in terms of what our activities were last night as the situation unfolded. a little bit of a briefing moving forward into tonight. i will start with a timeline -- actually what i will do is start by saying this, because there is a lot of misunderstanding in a what causes these situation.

so, i was acutely aware of what was going on and as -- exposed it as such. we are going to get into what happened as -- last night. you all received a briefing from the police department yesterday afternoon as far as the traffic stop. officers got out of the car, the suspects were both armed. as we know. an officer felt his life was in ginger and used as weapon, and that is under investigation. and some of the residual anger that i opened up boiled over, and we had an untenable

related to the rights of baltimore and ferguson that people have to make -- find a more socially except boy to deal with their restoration, anger, and resentment. this is an orderly society. we have processes and institutions to deal with these things. as frustratings it can be, sometimes it takes a long time to work through these institutions. but is -- it is still what we have to do. we cannot have of social upheaval that we saw last night, that hurt people and destroyed businesses. it destroyed a means to support family. they're going to have to deal with that. i made it clear this afternoon in some discussions that we cannot have a repeat of what

mobilized and a plan has been put in place to settle things. i made a call to some personal this morning to be put on standby. you cannot wait too long, as we found out and ferguson when the mayor put off the call to the governor. most additional resources never showed up, or showed up late. in was never made. i have a obligation, folks, under the state statutes. i also have an obligation under the oath that i took to protect life and property. that is job number one. i have that response ability, i have to have -- i have that responsibility, i have to have

i have to be able to complete the mission. what is the vision, job one? -- the mission? job one? life preservation. you do that, go back to reassess . hopefully there is a minimal amount of damage and no loss of life. but that was not the case , both in the office or use of force in the process less night. but we keep focusing on the police, and i have said publicly before, "stop tried to fix the police, fix the problems." we have to shrink the size of the underclass.

but that tell the individual who was involved that not much is going to happen, and that tends to repeat the behavior. that is how behavior works. if you punish unwanted behavior, the behavior is going to decrease. if you don't do anything, you are going to see more of it. arrests, robbery, use of force, no prosecution. i don't know why. i'm not going to blast the prosecutor's office, someone else should go look into it. the da could say we try to fix his belmonts, i get that. this could be one of those second chance, deferred, most of those things that are having a detrimental affect to this

4, governor scott walker is contacted. 9:00, i called mayor barrett regarding the national guard request and asked what else they had in mind for today and tonight moving forward. as you can see, it was a very dynamic situation for everyone involved. unfortunately, like i said, the loss of life of innocent personnel did not happen -- fortunately, like i said, the loss of life of innocent civilians and law enforcement did not happen. both were flying everywhere. -- bullets were flying everywhere. it had to be a horrible situation for everyone in the area. that was my first concern.

direct national guard research, -- resource, that is the military. this is not the first time we have done this, you know that. back in december we did the same thing. this is not unfamiliar to me, to what is required. as a matter of fact, the law says that the governor may order into state active duty members national guard under the following circumstances. war, insurrection, rebellion, riot, invasion, terrorism. or in public disaster resulting in flood, fire, tornado, etc.. or if there is a rip -- emergency related to public health.
