in the social security payroll tax. the senate voted to extend that tax cut for two months and then promptly left for the holidays, leaving the house to take it or leave it. house leaders demanded changes in the senate bill, but in the end they were caught between sur renner and the tax increase. nancy cordes has the late news from capitol hill. nancy? >> reporter: scott, house speaker john boehner briefed house republicans on his decision this evening in a teleconference call. he did not take questions. he did not ask for feedback because that's what sparked this standoff five days ago. deserted by senate republicans and derived by democrats, house republican leaders believed they had no choice but to back down and accept the two-month payroll tax cut extension the senate had passed overwhelmingly. >> we were here fighting for the right things. it may not have been the politically the smartest thing in the world but i'm going to tell you what, i think our

members waged a good fight. >> reporter: the bill keeps the payroll tax rate at its current 4.2% instead of the previous 6.2%. it also extends unemployment benefits, continuing to give people who've been out of work up to 99 weeks of unemployment checks. as part of today's agreement, house republicans extracted a promise, that the senate will appoint negotiators just as they have to immediately work out a year-long deal when congress returns in january. >> i want to thank our members, particularly our conferee who've remained here in the capitol with the holidays approaching for their efforts to enact a full year extension of the payroll tax cut for working families. and under this agreement, we're going to do that just as quickly as possible. >> reporter: it appears the tipping point for mr. boehner came today when senate republican leader mitch mcconnell issued a statement calling on republicans to just pass this two-month extension. normally the leaders are

fiercely loyal to one another, but in this case, scott, senate republicans were starting to get very worried that house republicans were hurting the party's brand as the party of lower taxes. >> pelley: nancy, they say they have a deal, but the house still has to vote, right? >> reporter: that's right. and house speaker john boehner would like to be able to have the house pass this by something called unanimous consent which would allow the members not to have to all come back to washington. but every single one of them would have to sign off on it. that's a tall order, because there are many house republicans this evening who as you can imagine are very angry, who feel they cave too quickly. if any one of them objects they'll have to come back and vote next week. >> pelley: more on this tomorrow, nancy, thanks very much. the average family is saving about a thousand dollars a year with this tax cut. late today, the president urged congress to come back after the holiday and extend the cut not just for two months but for the rest of the year. there are some other encouraging things about the economy today. the number of americans filing

for unemployment dropped to 364,000 last week-- the fewest since april of 2008. and consumer confidence is on the rise. senior business correspondent anthony mason has been looking into all of this. >> reporter: the mood at the mall is brightening. >> i guess i'm more in the christmas spirit this year. >> reporter: this past saturday, shoppers spent $26 billion. >> going great! >> reporter: a record for the last full saturday were christmas. >> so i'm spending more on others and more on myself. >> reporter: in atlanta, shoppers like bobby duffield are confirming what surveys show, that consumers are feeling better about the economy. >> this year people seem more confident about the future. >> reporter: employers are more confident, too. in your gut, how do you feel about the u.s. economy? >> i feel the u.s. economy is getting better. >> reporter: steve tiffen's long island company makes filters for camera lenses. are you hiring? >> we have taken an approach

basically to increase our temporary staff. >> reporter: tiffen has added 20 temporary workers this year, a 10% increase. but he wants the situation in europe and washington to stabilize. >> then we'll start putting more permanent people on. >> reporter: weekly first-time unemployment claims have been falling steadily for the past month and are now well below 400,000. it looks like we're past the threat of another reception. >> reporter: absolutely. >> reporter: economist ellen zentner predicts the economy will grow 2.3% next year. in terms of bringing down the unemployment rate, is that enough? >> the economy need to get well beyond the 2.5% growth rate, closer to 3%, 3.5% to bring the unemployment rate down meaningfully. it's not growth you can get very excited about, but it's better. >> reporter: better, but not good enough. that's why zentner expects the unemployment rate will remain around 8.5% through next year. >> pelley: anthony, thanks very much. while today's job report is welcome, our research department

reminds us that more than 13 million americans are still out of work. which makes jobs the number-one issue in the presidential campaign. but a cbs news poll this week found that 85% of republican voters don't know very much about how the candidates plan to create jobs. we heard you, so we have two reports on where the front-runners stand. first, wyatt andrews in new hampshire. wyatt? >> reporter: scott, mitt romney's ideas for job creation start with lowering the corporate income tax rate from 35% to 25%. so we sat down with the governor today to ask exactly how this leads to hiring. >> so if we want to get them to invest here and to build factories and facilities here and hire people here, we have to make america an attractive place for their investment. >> reporter: if all these companies are holding on to this mountain of cash right now and not hiring people in the meanwhile, how does giving them more cash through lower taxes

create more jobs? >> people invest to get a return on their investment. but they look at this environment that the president's created and see such uncertainty, such uncertainty that they'll be able to get a return, a sense that the government wants to grab whatever they make and give it to someone else, they don't want to invest right now. what brought you up here? >> well, the economy got tough down there so i moved up here. >> reporter: to create jobs, romney would also abolish government regulations that discourage job creation. he would encourage the oil and gas industry to drill without interference from the e.p.a. and romney is the most aggressive candidate on the issue of confronting china which he accuses of cheating in trade relations and of outright theft. how does a president go after china? how does that work? >> the actions a president can take are, number one, to declare china a currency manipulator and under our law that allows the president to apply tariffs in the places where the president believes china's practices are killing american jobs.

>> it's a certainty that china would retaliate in some way and very likely in a way that could harm american jobs in the middle of this fight. is this the kind of fight you really want to pick? >> i understand there's always an argument to say pay the cannibal to eat you last. but you can't sit there year after year and allow a country like china to violate the principles of free enterprise and free trade and i happen to believe that given the fact they sell us about this much stuff a year and we sell them about this much stuff a year they're not likely to want to engage in a trade war. >> reporter: romney is very specific about what all his proposals would do. scott, these are all political promises, but here they are. he claims he'll grow the economy at 4%. that's double the growth rate now. and 11.5 million new jobs. >> pelley: wyatt, thanks for that. newt gingrich is also specific about what he would do if elected and dean rend reynolds s

that part of the story. >> reporter: when it comes to jobs, newt gingrich has a guiding principle. >> the american people create jobs, not government. >> reporter: his solutions are filled on that premise. mr. speaker, can you tell me what your plan is? >> lower taxes, less regulation, more american energy and praising people who create jobs. >> reporter: gingrich would cut taxes on capital gains, the profits earned on things like stocks and bonds from a maximum of 15% to zero. cut the corporate rate from 35% to 12.5%. offer a choice between a 15% flat tax and the current income tax rate. and allow businesses to write off 100% of expenses for new equipment in one year. the. >> the reason you do that is we want american workers to have the most modern equipment in the world so they're the most productive and creative so we can compete with china and india and constantly be at the high end of the economic cycle. >> reporter: he would solve

the paradox of unfilled jobs at a time of joblessness in one month. >> to get unemployment compensation you would sign up for a training program owned by a business some we'd be paying you to improve human capital. we wouldn't be paying you to sit around and do nothing. >> reporter: who would pay for that? the businesses? >> the businesses because they'd be getting new better trained workers. >> reporter: right now he says the private sector is stymied. is that because of overregulation? >> absolutely. >> reporter: so gingrich would repeal the president's health care law as well as recent reforms of the financial industries put in place after the economic meltdown of 2008. do you have any idea how your plan compares or differs from, let's say, romney's plan? >> i'm willing to have much less regulation than i think romney would have. i think i am more aggressively risk taking than romney. >> reporter: too risk taking to some analysts who say his tax plans would add $1.3 trillion to the u.s. budget deficit in 2015. but gingrich believes that by having more americans working,

the tax increase... the tax revenues will increase and that, scott, will ease not worsen the deficit. >> pelley: dean, thank you very much. whoever wins the presidential election will have his hands full with pakistan. and today relations worsened when the pentagon admitted that u.s. forces were partly to blame for an air strike last month that killed more than two dozen pakistani soldiers by mistake. bob orr has had a look at the investigators' report. >> reporter: this was the morning after the american-led air strikes which killed 26 pakistani soldiers and pushed relations with pakistan to a breaking point. military investigators today blamed the friendly fire incident on miscommunications and a long-standing distrust between the u.s. and pakistan. mistakes were made on both sides, said pentagon spokesma s. >> we further express sincere condolences to the pakistani people, to the pakistani

government and most importantly to the families of the pakistani soldiers who were killed or wounded. >> reporter: the incident happened november 25 along the afghanistan/pakistan border. four helicopters dropped 120 coalition troops on a mission to clear a nearby village. u.s. commanders had been told pakistan had no border posts in that area. but suddenly the troops came under heavy fire from a ridge top bunker. u.s. warplanes were called in to drop flairs, a signal to the gunners in the bunker they were firing on u.s. and afghan commandos. but when that firing continued, ground commanders concluded they were facing insurgent enemy forces. air strikes were ordered. over two hours there were three separate fire fights with u.s. warplanes striking two pakistani border outposts. pentagon investigators conceded the battle was prolonged by mistakes. u.s. forces relied on inaccurate maps and commanders did not tell the pakistanis the precise

location of coalition troops saying past missions had been compromised when battle plans had been shared. pakistan military officials disagree with the pentagon's key finding, and this is the pakistani troops fired first and they called the report overall short on facts. but, scott, pakistan did not participate in the investigation. >> pelley: bob, thank you. just four days after the last u.s. troops left iraq a new wave of deadly bombings killed about 70 people today in baghdad. at least 16 bombs went off in the deadliest attack. a man in an ambulance blew himself up near a government building, killing at least 25. iraqi officials believe that the attacks are a continuation of the civil war between the two main branches of the islamic faith. wal-mart pulls baby formula from the shelves after an infant's death. america's new poor. they never thought they'd be asking for help.

>> pelley: a military hearing for army private first class bradley manning came to a close in maryland today. prosecutors say he leaked

hundreds of thousands of classified files. sharyl attkisson says that a judge will decide whether manning should face a court-martial. >> reporter: at the end of today's hearing, 24-year-old bradley manning wore an awkward smile as he was returned to confinement. the army intelligence analyst had just heard prosecutors accuse him of betraying his country, handing masses of national secrets to the internet site wikileaks. the first bombshell came in april last year when wikileaks posted this video of u.s. apache helicopters firing on civilian in a street in baghdad. in all, prosecutors say, manning illegally pulled more than 700,000 documents from a supposedly secure computer network, although he'd signed seven agreements to protect government secrets. the article 32 hearing lasted a week and was the first step in deciding whether manning should face a court-martial. manning's lawyers blame superiors who allowed imto access classified data despite severe emotional warning signs.

witnesses testified he was prone to violent outbursts and strugglestruggled with being a y soldier, the belief that he had multiple personalities and was a woman trapped in a man's body. supportersupporters for man havd outside the gates of fort meade, maryland. they say the leaked material didn't hurt anyone and, in fact, exposed war crimes. but to showmanning had allegedly aided the enemy, prosecutors used this video. it showed an al qaeda operative touting sites like wikileaks as helpful in the war on the west. >> the enemy's interests are today spread all over the place. and easily accessible. >> reporter: so did the army fail a troubled young soldier? did he fail his country or both? the presiding officer has until january 16 to recommend whether manning should face trial. >> pelley: manning faces up to life in prison. sharyl, thank you very much. a team of peace monitors from the arab league arrived in syria today, but there is no letup in the regime's deadly crackdown on

3,000 stores. one infant died from a rare bacterial infection in missouri this week after being fed enfamil newborn powdered formula. the bacteria is sometimes found in formula. the manufacturer says that initial tests show that the batch was not tainted but wal-mart says it voluntarily removed the formula out of an abundance of caution. we got a damage report today on the washington monument. it was put out by the engineers who rappeled down its sides following the earthquake last august. they found cracks in the monument's pyramid and crevices where water can leak into the structure. they recommended minor fixes until a larger repair job can be done. have havladimir putin is one ofe world's most powerful men and the odds-on favorite to win russia's presidential election in march. but if you believe his financial disclosure form, he is far from wealthy. putin claims that he earned just

iowa where the republican caucuses are 12 days away. the economy dominates the campaign there and barry petersen found that more iowans are seeking help these days. folks who've never asked for anything before. >> reporter: it's no surprise that the urban poor line up at the downtown des moines food bank. the surprise is here in the upscale suburb of urbandale where the need is skyrocketing. the number of families coming here is up 80% over last year. to food bank director elizabeth ballstadt it means more and more in iowa's middle-class are falling into the underclass. what is the new face of hunger here in des moines. >> the new face of hunger is people are who are my friend, my neighbors, people who literally are living paycheck to paycheck. >> reporter: the need has grown so much that today's food stocks won't keep up with demand

which means less food for people like elizabeth schleisman. every month she can get one allotment of food and with the cutbacks that means one can of beans instead of two. she stretch it is food for her 14-year-old son keaton by going hungry herself. >> i'm just trying to do the best that i can and a lot of people are in the same position that i'm in. >> reporter: she's been struggling since she lost her well-paying sales position three years ago and in october lost her most recent job. that's when she put her pride aside and went to the food bank for help. >> when i got in my car and i just sat there and i started crying it was just a combination of a little bit of despair but also a feeling of relief that they gave me all this food that i could bring home. is that all the fresh vegetables, then? >> reporter: but even these meager supplies may dwindle as the christmas season passes and donations slow down even more. >> maybe you don't know that
