this is wjz tv, wjz hd, and wjz.com, baltimore. >> from the city, to the counties, to your neighborhood, now it is complete coverage. it is wjz, maryland's news station. >> last minute move congress approves a renewal of payroll tax cuts for millions of americans just in time. hello again i am jessica kartalija, here is what people are talking about today. congress passes a short-term extension of the payroll tax cut ending a political deadlock. the deal spares workers an average $20 a week tax increase starting january 1st. danielle nottingham has the latest for wjz from capitol hill. >> reporter: the house proved a two month extension of the payroll tax cut this morning. >> without objection the bill in engrossed, read for a third time and passed and the motion to reconsider is laid on the

table. >> reporter: the move comes after republicans bow to political pressure from both parties. >> the senate will come to order. >> reporter: the senate passed the measure which spares 1 60 million american workers a tax hike january 1st. it also extends unemployment benefits through february. >> it seems that everything we have done this last year has been a knock-down-drag-out fight. there is no reason to do that. >> house republicans did not like the two month extension, preferring a deal that would last a full year but they changed course so they would not be blamed for a tax hike going into an election year. >> may not have been politically the smartest thing in the world but let me tell you what, i think our members waged a good fight. >> the agreement is seen as a political victory for president obama, who put off his christmas vacation to get it done. the deal means the average american worker gets to keep about $20 a week in their paycheck and about 2 million unemployed workers will

continue to get benefits, all sides say they want to reach a year long deal on the issue when they return to washington in january. danielle nottingham, wjz eyewitness news. >> the bill also prevents a cut in the payments doctors receive for treating medicare patients. now it is up to app officer to decide if bradley manning will go to trial. a hearing ended yesterday to determine if manning should be court-martialed for leaking hundreds of thousands of government documents to the wikileaks website. his lawyers say the army failed him as he struggled with emotional problems, the government argued he aided the enemy. the officer has until january 16th to make a recommendation. the man accused of ploting to bomb a recruiting center will have to face those charges. a judge has denied the defense's request to throw out evidence in the case of antonio martinez, his lawyers claim he

was entrapped into that plot by the fbi. the police are looking for a holiday thief. mike schuh is live with more on this investigation. good afternoon, mike. >> reporter: good afternoon, jess, we will show you the pictures police say they have the gift thief on cam remarks they are still though looking for more clues, this is video of a woman stealing the package from a front porch in ellicott city. you see her get out, take the package and throw it in the trunk of their car, neighbors say they are shocked and crimes like this don't happen in their area, police believe more people have been robbed and not even know it. jess, back to you. >> if you recognize the woman in that video you are urged to call police. a good way to protect yourself is to use tracking numbers and try and be home when they arrive. a grandmother beaten with a hammer by her grandson has died. 67-year-old shirley garrett was beaten by her 14-year-old

grandson more than eight months ago, she died over the weekend. the boy was charged as a juvenile after telling police he beat her after he became angry about getting ready for school. city school officials are investigateing a brawl that broke out in a basketball game in west baltimore's connections academy, they were playing cardozo high, they are investigating and could take action. if you are like millions of americans out there you are traveling this holiday weekend, whether by road, rail or air, today is one of the busiest travel days of the year. gigi barnett is live with a preview of what you can expect. good afternoon, gigi. >> reporter: good afternoon jessica, good afternoon, everyone. that's right the holiday rush begins, you can see just by i 695 here the next two weeks will be filled with planes, trains and especially automobiles. 48 hours and counting the rush to get to holiday destination

starts now and according to aaa travelers will use anything, wings, train tracks and 4 wheels to get there. >> we are seeing the second highest travel volume over the last 10 years and it just seems like people are willing to make the sacrifice this year. >> even though gas prices are up, nationwide roughly 91% of travelers will go by car, in maryland that is more than 1.5 million people. after several years of staying close to home because of a sluggish economy, experts say many people feel it is time to break away. >> that is what my wife said. she said she wants to take a little ride to get away, watch the leaves and you know just enjoy a ride. >> this year air travel is down by 11%, blame that open higher air fares and baggage fees. while the car is the preferred mode of transportation, aaa says that means there will be many break downs this holiday season, at

least 800,000 people will become stranded this holiday. back to you, jessica. >> unreal, gigi, thank you and have a great holiday, now let's head over to marty in the weather center with what you need to know if you are heading out traveling. good afternoon. >> good afternoon. hello everyone. let me show you something really cool. found a couple of graphics, let's take a look at graphic number 1. since 1981, 1981 through last year, this is the probability of a white christmas in the lower 48, if you will. now let's take a look at a white christmas this year. we can go back and forth here. it is pretty much going according to plan with the exception of the eastern plains states, the ohio valley and the mid-atlantic. we don't really get a lot of snow, barely on the cusp of the lowest percentage of a white christmas. it is clearly not going to be happening at all. as a matter of fact, we have got skies clearing in the

recap presidential hopeful ron paul is facing pointed questions about his involvement in a newsletter. those newsletters bare his name and the title and filled with racist comments including one that says 95% of black males in washington are at least in part criminals, paul denies he wrote them and says he is tired of answering for them. >> you know what the answer is? i didn't write them. i didn't read them at the time
