it's a fast-moving alberta clipper, 1-3-inch these types of system, but what is unique about this one, in particular, we're going to get the winds screaming out there. winds out of the west 20-30 miles per r midnight tonight, through the morning rush, and that's going to blow the snow around, so crews will be out and about, trying to plow the roads, but it's going on. it's going to reduce the visibilities as well. you saw the snowfall, we will track it hour by hour, and give you totaled when we come antime, frank wiley is on east 55s. no nation flying there yet -- flakes flying there i see, right?g is falling from the sky, mark, that's the good news, so it makes it easier for these folks to get the job done. a shift change took place about an hour ago, 10:00,folks are preparing for the night. as temperatures continue to dip,

to put on another plow. liquid truck here, k in, one truck out, a sophisticated operation. i'm confined to this one spot. but 12 hour shifts, more snow inforecast. cuyahoga, lake, geauga county, that's where you'll see the trucks, 80 trucks and drivers out and about on the roads outk, by the way, they hold 8 to 10 tons of salt, so a lot of salt fog out on the roads -- going out on the roads. they couldn't talk to us very long, ly, they are moving around, they are busy, but they said stay bank three to four car length to be safe. try to av when they're out there on the roads, they're going to be spreading the salt, and the snow and you don't want to run into that and cause some sort of accident. also, yesterday, about 68 tons of salt throughout the metro area.

actually benefit the process. >> reporter: every major city in north eohio with the exception of cleveland, does allow for public comment, so does columbus and cincinnati. now, as for the rule change in lorain, that is being sent back to committee and will be back up for discussion in late february. a local county sheriff under investigation for a second time tonight after six local police chiefs claim he is behind missing prescription pills collected from drop-off boxes this summer. the chiefs claim state investigators missed opportunities to collect evidence during the first investigation into sandusky county sheriff kyle overmyer. the ag's office is on the case. police chief association president paul whitaker says he and five others were suspicious when overmyer came to four police stations to collect drugs, and then they went missing.

a house explosion here in oak. the fire chief says there was one fatality, up to two other people, maybe three may be missing, they are not confirming anything quite yet. but there is definitely one fatality. you can see smoke dill lowing from the smoke -- billowing from the house, a complete loss. neighbors say they heard an explosion a little after 9:00 p.m. they said it was in the second floor. neighbors did get into the first floor, but with forced out. -- were forced out. they are waiting for the investigators and fire marshal to arrive. again, house explosion here, happened a little after 9:00.

pesky potholes are starting to pop up. and year after year, cars are the casualties, drivers submit a claim demanding that the city of cleveland pay up for the repairs, but more often than not, that claim is denied. >> with that large percentage of them not being validated, why weren't they validated? >> reporter: councilman zach reed has been outspoken on the process, a process where double the number of claims were rejected than approved last year, and in 2014, it was a similar situation. at that point, reed vowed to make a change. council could step up to the plate, and say to the administration to give these people relief. >> reporter: but fast forward to today. >> but i don't know whether or not we sneed to revamp it. >> are conditions too strict for people to have a chance to be reimbursed in this situation? >> i don't believe so. >> reporter: both reed and

have a problem with the claims process. what they have a problem with is lack of people reporting potholes to the city. >> if you hit that pothole, whether you have damage or not, i think you have a requirement, i like to believe you have a requirement to make a phone call. >> i would like to report a pothole, please? >> reporter: so we called the 311 hotline to tell them about this crater of a pothole and east 14th and carnegie. because for a claim to be approved, the city says it has to know about the pothole, and fail to fix it. >> 311 actually gives you a number, a tracking number, and then when you make that claim, then you got a tracking number. >> reporter: but when i asked for a tracking number, the city said they were too busy to give me one due to snow removal. it took three transfers and eight minutes to get me that number. >> the city says it paid out $62,000 in claims last year. and there was no cap on payout.
