this afternoon, the mid- atlantic trying to clear roadways after a light snowfall created a traffic nightmare. ray on how the eastern seaboard is preparing. >> reporter: overnight, chaos on the roadways. motorists crashing into one another. the aftermath of a combination of untreated roadways and light snow, which literally wreaked havoc across the mid-atlantic states. >> i drove home from work and i am not used to driving in snow, so, it was pretty rough driving home and took awhile. >> reporter: it lasted two inches of snowfall, crippling enough in the nation's capital to delay the leader of the free world. president obama's return to the white house delayed after his staff was forced to change plans due to the weather. in montgomery county, maryland, just outside of washington, the cars were stuck on roadways for hours. >> trying to stay off of the roads. >> reporter: and check out this traffic logjam on interstate 66.

. the family of fallen officer tom cottrell is sharing their experience for the first time. he was shot and killed in danville earlier this week. his girlfriend said she never thought something like this could happen. >> i honestly shut him down every time he would say this could be my last time you see me. we're in danville. this stuff doesn't happen in danville. >> she got a strange feeling early monday morning. she was sick to her stomach and tried calling him several times but he didn't answer. she and her two sons are trying to figure out how to move on. >> he was always there when i needed him. he picked me up when i was down, even though he was not my real father. he acted like a real father figure. >> poor kid.

saturday at the osu campus in newark. police officers from around the country are expected to attend. the water crisis continues in flint, michigan, despite the statehouse approving $28 million in emergency funding. city officials say it's going to take more than that to fix things. mayor karen weaver said the cost to undo the damage could reach $1.5 billion. >> this is something that nobody should have to deal with. everybody should have clean water. >> the city's water problem began in 2049 when the state -- 2014, when the state temporarily switched to the water source of the flint river to save mean. they said it looked and smelled and tasted odd. they found the water eventually to be highly corrosive and full of lead. lead poisoning can affect mental and physical development, especially in children. at noon, the committee will study the grand jury process in cuyahoga county. two judges will look closely at

that comes after the county prosecutor had to clarify that jurors did vote in the tamir rice case. a spokesperson for the prosecutor said he can't confirm specific details, but the jury complied with the policy that requires the vote. the prosecutor in that case, tim mcginty, is getting competition this election cycle. later today, the former cleveland cycleman -- councilman will kick off his campaign. the winner of the march 15th democratic primary will likely hit the job. o'malley's kickoff event is set for 6:30 at trinity cathedral. it's hard to believe that tax time is here again. that means it's time for the year that scammer try to steal your hard-earned refund. that is why it's important to choose a tax preparer wisely. the irs said to make sure they have a preparer tax identification number, avoid people who base their fee on a percentage of your refund, and note if you're preparer doesn't ask for receipts and -- not asking enough questions could be a warning sign that

the chardon area and into the lower 20s. take a look at the 5 live radar, dealing with a few sprinkles earlier today. definitely shifting more towards the east and drying out fairly quickly. you know what? the great news is going to the next three days. we're going to be pretty much on the dry side as that big time storm front out towards the east coast continues to shift more towards the east. it looks like it's not going to hit northeast ohio, but portions of southern ohio. taking a look at the temperatures from chicago all the way into detroit and into the upper teens to lower 20s, some of this cooler air is tracking in. this is that system that is currently moving throughout memphis. the winter storm warnings, blizzard warnings already put in place for friday and saturday afternoon. taking you hour-by-hour, if you have outdoor plans tonight, looking a-okay, but look at by 7:00 p.m., we are on that

we want to show you our future cast. the hopes for sunshine into eerie, huron county, cloud cover remains from summit into stark county as we head into about the 5:00 hour. should be a nice commute home tonight with the clouds really starting to increase from the south. as we head into your friday afternoon. now, this is saturday at 7:00. dover, new philly into summit county and starts to see a few flakes flying due to that system that is tracking into the east coast. so, if you have family, raleigh, north carolina, all the way into new york, they're going to start to deal with freezing rain. we're forecasting potential up to nearly two feet in some locations. southern portions of ohio from cincinnati all the way into the dating area -- dayton area, if you're travelling this weekend, possibly a bit of accumulation. this moves out fairly quickly. look at that. by sunday morning, we are pretty much in the clear.

that is just for income between 9,050 and 12,400 for anything over 12,400, the tax rate is 39.6. so that went up a little bit&in 2016 -- bit in 2016 by $100 couples filing jointly, 12,600. for head of household scenario, it's 9300. a little change there. alternative minimum tax exemptions for folks married filing jointly, 26% at income levels of 186,300, 28% for income levels over 186-point threes hundred -- 186.300. talk about phaseouts for roth ira contributions has gone up as well. for married filing jointly, the phaseout is 184,000, up to 194,000 per year. the single taxpayer phaseouts,
