restore all the officers' jobs. >> mainstream society has traditionally given the benefit of the doubt to officers, to an officer's word to, an officer's report. >> reporter: in 2014, sergeant michael don began was fired for his role as a supervisor during the deadly chase. back. the same one also restored the ranks of two officers who were another arbitrator threw out the charges for 18 other officers. >> that's a real problem. there's a serious public safety issue if it is not reasonably possible to discipline officers after findings of serious misconduct. >> reporter: the union has failed grievances and the city has 20 days to respond. the patrolman's association told us the process could take up to two years. the victims families are

>> this is an old wound, and it keeps stick around, keeps coming back. >> reporter: the police union sent out a statement saying that the discipline is in direct conflict with the city's consent decree. they said "the union will aggressively fight this injustice." >> and even though these officers are off the force, the city of cleveland is still on the hook financially. we are working on a story explaining why tax payers will still be paying for some of their benefits. cleveland police just confirmed they made an arrest in a violent hit and run. it happened last week along fulton and is clark avenue. police say a driver hit a woman and then pulled into a nearby gas station. that driver then hid behind another car before driving away. today a 24-year-old woman turned herself into police. she'll likely be charged tomorrow. neighbors in ohio city

help solve some recent crimes. and we're learning that new private camera network is expanding. only on 5, derrick waller is live on bridge avenue at west 28th. >> reporter: there's a network of security cameras all along bridge avenue here. we're learning from cleveland police that this camera caught some smash and grab burglary suspects in action. december 29th, someone rams a car into the front door of dave's market. the atm inside stolen. this private surveillance camera on bridge avenue captured the crooks fleeing the scene. it's part of a network of ten cameras along bridge operated by ohio city incorporated. more are on the way. >> our next phase is gonna be the same model. a 10-camera system. a little bit further into the neighborhood. and we're working with

new developments about the lead in the water in one northeast ohio community. test results are coming back, and some children have elevated lead levels. >> five children in sebring have higher than normal lead levels in their blood. the question is whether they drank tainted water or if the source is tied to something like paint. people in surrounding communities were warned that high lead levels had been found in the water over the summer. the news angered residents whoflt they should have been warned -- who felt they should have been warned immediately. fountains tested high for lead. restaurants in sebring are taking drastic measures to make sure their customers feel safe eating and drinking there. >> we're offering bottles of water. we take this to the table with the glass of ice.

we have an out of order sign on the pop machine. there's cases of water sitting everywhere. >> high lead levels in children can lead to learning disabilities and behavior problems. governor rick schneider has a new 17-member committee will start working on long-term solutions to fix the water system in flint and help people who have been exposed to high levels of lead. that includes flint's mayor and the virginia tech professor who's testing brought the problems to light. a new lawsuit was also filed in connection with the contamination, calling on the city to replace all lead pipes. here at home people are continuing to rally to help out the people of flint.

funding away from planned parenthood clinics in ohio. the proposal calls for restricting state health department grants from going to entities that perform abortions, their affiliates and those who contract with them. grants are used for hiv testing, breast and cervical cancer screenings, and the prevention of violence against women. while the bill doesn't specifically name planned parenthood, the nonprofit would be most affected. it was passed by the house in the fall and goes back to the house for concurrence and to the governor's desk. there are new developments in the case against two antiabortion activists who filmed undercover meetings with executives claiming they prove the nonprofit sells fetal tissue. the videos were widely discredited and found to be heavily edited. and is two of the activists were indicted by a grand jury monday for using fake ids to gain access to planned parenthood and writing up
