. good afternoon, this is leon bibb. learning more about a wrong-way collision on i-71. that left death on the highway and it shut down the interstate for hours this morning. two people were killed when a another vehicle head-on and moments after it took place. >> reporter: it was a sad west 150th. all lanes of traffic are back

to clean up the wreckage. the suv and car collided this morning around 3. the police tell us the car was going the wrong way. the fire department used -- used the jaws of life, but a nearby stretcher mains empty. white sheets were draped over the cars until the coroner came to collect the bodies. the fire department sprayed the interstate making sure the road was safe for traffic. again, all lanes are back open after this deadly crash. in cleveland, sarah phinney, newschannel 5. >> and many thanks for your reports. the medical examiner released the names of the victims, laquisha brown, age 33 of cleveland, and kevin urbanik, 22 of lakewood. the exact cause is still under investigation. we'll follow the story. in the meantime, hundreds of people are back in their homes after a drain derailment and fire forced evacuations in the village of brewster in stark county. investigators are trying to

and temperatures into the 30s. leon. and if you live or work in the city of cleveland, you can soon pay more in income taxes. the cleveland mayor proposed the tax hike and that proposal percent to 2.5. the city of cleveland is facing a $42 million budget deficit. mayor jackson said that a tax hike is the only way to avoid layoffs and cuts in city services and people we talked to did not mind the increase as long as the money benefited the city of cleveland long-term. >> and i feel like we need to come together to help the city flourish again and as we're ready, i have been hearing positive comments about how well the city is doing. >> and cleveland voters must takes affect. and if approved, it would be 35 years.

. new at the noon hour, the fbi is now working with a team investigating the water crisis in flint, michigan. flint switched the water source from detroit's water system to the flint river in 2014. it was a move designed to save money; however, the river water was not properly treated and lead from pipes leached into flint homes and businesses on the waterline. officials have not said whether follow. the united nations

lawyers are trying to convince a judge to dismiss the case. his attorneys are arguing that cosby had a deal that he would never be charged. last december, cosby was charged with drugging and sexually assaulting former temple university employee andrea constan in 2004. cosby said his encounter was consensual and -- conceptual and he is out of jail on a $1 million bail. a dancing with the stars professional ising sued over a facebook post. she shared this memo reading letting your kid become obese should be considered child abuse. the family of the girl in the photograph claims the dancing professional humiliated a girl with down's syndrome who was at higher risk for obesity. she received -- val received a lot of backlash to on social media but is standing by the dance professional. >> and not aware that the girl had down's syndrome and took down the photo before he knew
