it's going to be a bitterly cold valentine's day in cleveland. if you go outside we have tips to help you brave the elements. less than a day after the death of one of the most influential members of the judicial system the debate over who should replace justice scalia has already begun. first a live look outside of downtown cleveland. kind of overcast skies, but it is going to be cold everywhere you go. hello, everyone. we start this sunday edition of "good morning cleveland" with breaking news. at least one person killed in an early morning accident, i- 480 westbound is once again open between ridge and tiedman roads, that was closed more than three hours after crews responded to the fatal crash.

accident this morning. we start off now with a look at your first forecast with janessa webb. >> good morning. everyone waking up to a good old-fashioned sunshine across the area. as high pressure is building on top of us but cooler temperatures, the great news, just in the last hour we have bumped up about 5 degrees. greater cleveland at 10, earlier this morning, medina into stark and summit county, we're near 8 to 10 below. warming up quickly. you're going to notice that today. we're losing the northwest winds that we dealt with yesterday. 10 to 15 miles per hour. that is going to allow for the warm-up. akron you're at 14. out towards lake, geauga, into ashtabula county, still in the single digits at 10 degrees. everyone, we have lost that wind chill advisory that we were sitting under. it's been lifted by the national weather service. that's always good news.

clouds floating out towards willowick into summit county but hi high pressure is building from west-to-east and continue to move in as we head into the rest of the day. this is that storm system that i'm tracking moving in late tonight, overnight into your early morning commute. so we're going to lose that sunshine, but nick, today will be the last time you hear me talk about temperatures into the single digits, negative digit territory, as we head into your monday we're going to say hello to snow and the 30s. this bitter cold continues to be the story of the weekend. we have team coverage of the dangerously cold temperatures. janessa webb continues to track the front from the weather center. our own meg shaw out there experiencing the weather firsthand, live now in medina. braving the elements for us as well. good morning, meg, what do you have there?

we had the show earlier at 8:00 a.m. 10:00 a.m. now, feels so much better out here in medina. i'll tell you what, it is sunny and blue skies. you mentioned overcast over downtown cleveland but if you were out in medina it's a beautiful day now. it's cold but i'm telling you what, if you were out here two hours ago it feels so much better, especially without any wind. a lot of folks out here in medina are coming up to the square for the 22nd annual ice festival. so let's talk about what you should do if you're heading out today. doctors say it's ok to come out here and have some fun especially on a holiday weekend but don't overdo it. keep track of how long you're outside and temperatures like this, frostbite can set in, in about 20 to 30 minutes. if you're heading out layer up, loose layers, cover as much exposed skin as you can and it's important to remove any wet clothing as soon as possible. what you should do, if you get frostbite, what you should do to warm up?

want to try hot water or fire or anything to overheat yourself because you can be prone to burns particularly if your skin is numb. >> reporter: as i mentioned it's the ice festival in medina. 22nd annual. again it's a great day to head out here. it's chilly, don't get me wrong. it's warmer but it's still cold. bundle up if you're coming here or elsewhere to celebrate valentine's day if you're heading here they have a competition from noon to 4:00. i walked around to see some of the ice sculptures. they are pretty amazing. again be safe as you head out today for valentine's day. live in medina, meg shaw, newschannel 5, nick? there thank you. she's been out there all morning. you can really see the pep in her step kind of come back as those temperatures creep up this morning. after you've been in the cold take your time warming up. if you had a lot of cold exposure as you just heard meg

rubior hands together either. that can cause more damage. as meg said use luke warm water, not hot scalding water to wash hands. another concern, water pipes at home, keep a steady drip so the pipes don't freeze and know where the shutoff valve is in case they burst when it gets a little warmer. >> should you have a pipe freeze, should you have a pipe burst you need to know how to shut it off. >> experts say keeping the thermostat in your home at a warm temperature consistently can prevent pipes from freezing as well. pet owners, there are some extra precautions you need to take during this type of weather for your furry friends as well. doggie sweaters and coats are a good idea to keep short-haired dogs cozy but don't forget about the pause and ears. those -- paws and ears, those parts of the bodies are also most prone to frostbite and other cold weather issues. >> when walking your dog in cold weather you're going to have to be aware of the salt and treatments for the ice and

it comes the same day senator mccain launched a verbal attack on russia saying moscow is engaging in military aggression in syria. brazil's president says the zika virus outbreak will not compromise the upcoming olympics in rio. brazil's military and hundreds of thousands of health workers have been immobilized to fight zika. experts say the virus is sweeping through parts of latin america. zika is mostly harmless for adults but linked to a serious birth defect among newborns. the olympics in rio get underway in august. in hawaii they've declared a state of emergency in response to the zika virus and other mosquito-borne illnesses of the proclamation will free up much needed state funds for manpower and resources. proclamation didn't mean alarmed. no one has picked up the zika virus in hawaii yet for more than 250 cases of dang fever

island since september. janessa webb joining us for another look at weather. you said it all morning, we had to get through this weekend, those temperatures are going to start to come up on the horizon. it's been slow but on the rise for sure. >> medina into summit county, waking up to 8 below, the temperatures are going to slowly rise and today will be the last day you hear me talking about negative digit territory and wind chills. we're going to hide that graphic going into next week. today you can see we're sitting under a little bit of cloud coverage but well towards our west, that is high pressure and high pressure means it's going to make us happy because it's going to bring in sunshine as we head into mid-afternoon. we'll go with partly sunny skies as we head into about the 3:00 hour. look at the temperatures, not that bad compared to the last hour. medina, you're at 8 degrees, akron at finally 14.

madison, geneva on the lake, you're currently at 16. what you're going to notice today compared to yesterday, we were dealing with a northwest wind, 15 to 20 miles per hour. so that was bringing our wind chills down considerably. right now they are on the light side so millersburg, you're waking up to single digits, we're still at zero so 10 mile- per-hour winds bringing that ambient temperature down across the greater cleveland area. but we'll warm up quickly as we head into the rest of the day. you can see clouds, they are throat floating out and about out towards the east but out towards the west we're seeing high pressure moving in. that is what is allowing for the break in the clouds. this is our next storm system. well towards our northwest. it's going to slide in here as we head into late evening, overnight and fortunately for your early morning commute. it is already causing winter

warnings, well towards the west and out towards the east coast. it's going to be a quick mover here, good shot of snow as we step into your monday. so no change plans if you have them for valentine's day. i still want you to have the big winter coat and gloves because this afternoon we're only at 17 degrees. tonight, a slight inversion here, highs at 19 today but our lows only going to be down to about 17. so not going to be seeing that thermometer dropping much as we head into your overnight lows. high pressure on top of us is going to continue to slide towards the east. and we'll lose that sunshine, that is our next front. it's associated with some cooler air but a warm front on the backside of it, that's going to allow us to at the time back into the -- step back into the 30s as we head into monday. futurecast shows you're a-ok all the way into the 5:00 hour.

look at downtown cleveland. the sun trying to peak through doing everything it can to help raise those temperatures on this chilly, chilly day. welcome back to this sunday edition of "good morning cleveland." i'm nick foley. weather as you know our top story this morning with temperatures and wind chills frighteningly low today. meg shaw is experiencing the depths of the lows in medina this morning. but first a check of the forecast with meteorologist janessa webb. >> good morning. these wind chills and cooler temperatures soon to be a distant memory in northeast ohio as temperatures climb back into the 30s going into tomorrow. so today, valentine's day, i need to you get outside but make sure you have the double layers as high pressure is on top of us, it's going to allow for clouds to split apart and be slightly warmer. we'll still be on the chilly side but temperatures rebounding back to the upper 20s, lower 20s. right now we're currently at 10

in our winds, currently coming out of the south, 5 to 10 miles per hour and that is what is up. we have high pressure currently on top of medina. if you're out in that area you are waking up to about 8 below but you're currently at 12, winds on the calm side, with about. a few flakes that are moving out towards wayne county, as the clouds are making its way through but going to be moving out fairly quickly. should be a pleasant day. yesterday the winds were a big time issue. out of the northwest, 15 to 20 miles per hour. that's what allowed for wind chills to be in negative digit territory. today they will transition out of the south and be on the light side. that will help our temperatures. right now the clouds coverage is working its way out towards the east. so lake, geauga into portage, ashtabula county, well towards the west, into lorain, erie, huron county, mansfield, you're

my photographer and i, our hands were cold in a matter of minutes but now that the sunshine is out, the skies are blue, it feels so much better. not to say it's not cold, i've been out two hours now, it's very, very cold so bundle up. as nick said it's valentine's day, a holiday weekend. a lot of people are heading out, especially in medina for the ice festival but let's use common sense and preventive measures to make sure you're keeping safe in this cold. doctors say it is ok to head out but you need to dress in layers. cover your head, get waterproof boots if you can. wool socks work best for keeping feet warm. time outside. you don't want to spend all day outside because frostbite can still set in, in 30 minutes with the exposed skin. here are some of the warning to frostbite. >> excessive cold, numbness, maybe whitish discoloration

yesterday morning involving at least 50 vehicles. three people were killed and at least 40 others injured. police say whiteout conditions caught drivers offguard, cars and trucks still scattered on the interstate today. >> a couple of people laying out and trucks and cars all smashed, cars under tractor- trailers, in between tractor- trailers and it's just total destruction. >> dozens of ambulances, shuttled some of the drivers involved to a firehouse to keep them out of the bitter cold. pennsylvania state police are telling people to stay off the roads unless the travel is absolutely necessary. new this morning -- an iconic store on the ohio river by cincinnati destroyed. it's the rabbit hash general store, when firefighters arrived it was already fully involved. crews knocked it down around midnight but the store was destroyed. it was a social center for the

also sold antiques, opened in 1831. recordly contained items dating back to the 19th century. the department of veterans affairs says it has opened an investigation into its cincinnati hospital. the hospital delivers medical care to more than 43,000 veterans from southwest ohio, kentucky and indiana. our sister station wcpo in cincinnati reports the federal investigation began this past week after the station and scripps news washington bureau told va officials about investigation. including possible inappropriate conduct involving hospital. ohio is the birthplace of seven u.s. presidents and a cleveland attorney wants to honor that fact. the attorney james rattenahl says he's in the early stages presidential politics. he says he's in talks with ohio state and case western as center. presidents' day of course

water supply was to blame but as people started dying the cdc was never called in to find a source. according to cdc protocol a state must invite the cdc to investigate an outbreak. michigan didn't do that. >> the state stopped our investigation by prohibiting us to communicate, they prohibited communication between the center for disease control and genesee county health department. they prevented that team to come here and help us find the source. >> experts in the cdc say it's probably too late to scientifically identify the source of the legionnaire's outbreak but those in flint are concerned another outbreak could happen this summer if nothing is done. terrifying moment captured on camera in new zealand as the eastern part of the country is rocked by an earthquake. a 5.8 magnitude quake hit christchurch today and you can actually see shaking on the driveway there during the quake. so far there have been no reports of serious damage or injuries.

toasty temperatures next week, back into the 50s. today is valentine's day across the world and you can celebrate with flowers or chocolates. that is unless you are in indonesia where the holiday is banned. officials in the world's most populace muslim nation say the observance is against islamic teachings. however, thousands of high school students held a rally in jakarta protesting that ban today. in cleveland, valentine's day is perfectly legal. what better way for a couple to celebrate their love on the special day than thai -- tie the knot? right now 23 couples set to exchange vows at tower city, in cleveland municipal court. judges performing the ceremonies. newlyweds who already have marriage license also get a $25 tower city gift card, cupcake and free parking pass. today's the first day of the random acts of kindness week. hudson's league of service is getting things started right

it starts at noon at the grain and each day participants will compete specific kindness tests like sharing a book monday and writing a thank you note tuesday. the trumpet awards will have a presentation today. it will honor congresswoman marcia fudge and other women of the congressional black caucus. representative fudge receiving the honor for promoting legislative reforms and policies that benefit all americans. you can watch that ceremony on newschannel 5, it airs at 3:00 this afternoon. keeping with the valentines weekend tradition, snow and single-digit temperatures not enough to stop hundreds of people from stripping down to their underwear for charity. we tagged along for the annual cupid's undy run in downtown cleveland. >> they are the brave of the brave.
