he showed me his sprinkler system. >> this has been completely bone dry for 30 years. >> his toilet is dry, too. in fact, the only water he has comes from these barrels he has brought in. the recent notice from the city says it's tried several times to reach vazquez about the bill. >> never have i been contacted about this water amount. >> he went to the water department. >> nobody cares, nobody listens >> reporter: crews responded quickly shortly after i called. >> they did find a connection and a water line and there is a quarter lee. vazquez was not at the building and will have to reschedule them to come back out for further inspection but, in the meantime, he has had big dreams in for this. in one water shop, cakes, photography and more. now? it's so much we're going to give it up. >> reporter: now, i contacted the division of water for

committee chair for utilities for cleveland city council. the water reps told me they'll need more time to research this because it is a bit more complex than first thought. of course, you know that i will stay on top of it and keep you updated. >> good work, jw. developing now, police have identified and are looking for one of the nuggets a double murder in downtown cleveland. they say 29-year-old james johnson shot and killed rashard bandy and brand done james in their west 9th street apartment last month. police say that johnson knew the victims and an incident report shows an officer found what appeared to be marijuana in the apartment. a warrant has been issued for johnson's arrest. disappeared from her home is now back home safe and sound. but it's what happened before investigation. police say lon ya louter did not show any signs of lengthy

night. family members believe that she was abducted but police couldn't -- don't believe that was the case. they say that a utility company crew with was in the area working on a line and did not see anything. and patrick finney was tied up and shot inside his collectible shots a year ago. now the family is offering rewards. bob, a man was charged in the murder but not mid-more? >> reporter: well, we obtained this document and went to the prosecutor's office. the prosecutor's office has been asked to drop the charges. the victim's family is frustrated and now putting up big bucks to solve the case.

i know i can't get him back. >> feelings of agony for sharon mumma and her husband paul. >> we miss him. >> the family will pay up to $10,000 for information leading to the arrest and conviction of patrick's killer or killers. >> i just want top find out who thing >> reporter: patrick a popular and friendly owner, was killed inside his collectible shop. a friend found him the next day. >> reporter: police tell me that patrick's hands were tied with duct tape during a robbery and he was shot in the head. >> please, help us with this. >> police got a tip and charged this man for murder. but the case was not ready for a grand jury and more time was needed to investigate. hayes went to prison on unrelated drug charges but the murder charges were dropped. and he is now free.

investigation on him. that's an open case. it's an open murder investigation. he is the top suspect. >> reporter: police believe that more than one person was involved in patrick's murder. the hope that is a renewed focus on the case and the family's large reward will bring justice. >> it's just like my heart has been totally affected. >> on top of the family's $10,000 reward, some in the county crime stoppers are offering a reward up to $2000 for information leading to an arrest and conviction. cops. a north royaltytop man accused of shooting and killing a woman in his home was arraigned in court this morning. jeffrey greiner was charged in the murder and the death of crystal shaver.

and jeb bush. south carolina is a state that bush desperately needs to do well and to go on. the second poll, this one out of the cbs national poll shows trump way out in front at 35 prs followed by cruz and 19% but with kasich and rubio tied for a virtual third. a quinnipiac poll also came out this morning. it was the second poll in two days that showcasism beating hillary clip ton by the widest margin of the gop hopefuls, beating by eight points. the state is getting a whole lot of push back over proposals to increase rates over two ohio companies. the power utilities commission has received nearly 55,000 letters against first energy and aep's requests. the companies are asking for the increase to help pay for maintaining some aging plants. opponents are calling the plea a bailout.

takes you over a northeast ohio bridge. but is the one you travel safe? according to the american road for transportation builders association, more than 58,000 in the u.s. are now considered structurally deficient. so we did some digging and four of them are in northeast ohio. including this one. air tracker 5 just flew over at i-71 over i-490. so we checked with o dot. this bridge was last inspected in december of 2015 and rated a 6. the highest rating is a 9. the latest is i-77 and bandon drive. there is a plan underway to make repairs this spring. two other bridges in summit county. both along i-76. first over brown street got a 5 rating. a project is underway to address these bridge concerns.

by 7:00 a.m., it's gone. 52 wooster, elyria, mansfield. gets warmer on saturday with sunshine, still breezy. i think 55 to 60 looks pretty good because of the warm front coming in, pushing the cold air out of the way at least for a while. should be above average. temperature wise, through the weekend but then cold air does fielder back in during the next week period. a quick mix between, let's say, 2:00 and 4:00 a.m., generally. a quick mix of snow changing over to some rain. that's the warm front. it will be blustery. tomorrow, breezy and milder. 50, clouds-sun mix. stormy, could be a brief mix right around 4:00 a.m. to 5:00 a.m. 27 degrees, clowdy skies. 50, breezy here is the seven- day forecast.

and the cavs gave away one of the most energizing player. they gave away anderson varejao. two separate trades. channing frye is coming to town from orlando. they will get a $9.6 million trade exception. anderson varejao off to portland with a protected 2018 first round pick. jared cunningham also went to the magic. both andy and jared are expected to be waived. they will be free agents if that happens. these moves will leave the cavaliers with two open roster spots. as for channing frye, the 32- year-old is averaging a little bit more than 17 minutes, 5.2 points per game. >> in anderson's va >> anderson's varejao's nba career, all of five years here. he has been everything that we
