"news channel 5" begins now with breaking news. >> four people rushed to the hospital from the oriana house in akron after they all had seizures at the same time. a source tells us it was drug related. oriana house is a treatment center for inmates. they changed their policy after a number of k two overdoses in january. now tonight, a 16-year-old is in the hospital after he was shot in the face on cleveland's west side. the teen was standing outside the business in the 7200-block of lorraine this evening when someone on a b.c. shot him. we're worked -- on a bicycle shot him. mother nature pulling a fast one on us.

those hospitals are forced to merge or there not able to be successful in a marketplace because of bad decisions from the top. >> that is huge responsibility and you get paid according to what you do. >> reporter: rereviewed contracts at ohio's other public hospitals. toledo and ohio state they list salaries from $800,000 to more than $1 million. even sew, checks with data base of key quality measures across the country found metro health and toledo fall below ohio and the national average in patient surveys. >> populations like ours, medicaid populations and uncompensated care, poor people, tend to rate organizations lower. the outcomes are more difficult, compliance issues, all sorts of things. there's been a debate whether
