the father of the oldest child. he visited her in the hospital and told me she is fighting for her life tonight, her three children in foster care. >> she's a fighter. that's why she's still alive. >> reporter: bianca was shot in the back, both legs, and her hand. police say her boyfriend pulled the trigger, this man, jamarian williams. >> i heard a popping noise. >> reporter: in front of three children. benjamin gandy just saw her in the hospital and says he knows she will get through it. but neighbors are still coping with what they saw last night. >> the blood started from the dining room all the way to the porch. >> her three small children calling for help. >> i was afraid that she was going to pass away and those

williams drove away after shooting her, led police own a chase and tried to ditch the gun. but he's behind bars tonight. >> i don't think he will see daylight theytime soon here in our community. >> reporter: jamarian williams is currently in the summit county jail. he faces several charges here tonight. a few of them felonious assault, endangering children, and domestic violence. live in akron, newschannel5. >> we discovered "this is it" suspect has an extensive history of domestic violence charges. we wanted to know, why was jamarian williams out of jail in the first place? megan what did you uncover? >> reporter: well, there was a warrant out for his arrest after he allegedly beat the victim two weeks ago. he has pleaded guilty to other

receive jail time for convictions in the past. >> that victim was in her house, locked doors, protection order in place, and this is what happened. >> reporter: terry heckman has seen 21 years worth of domestic violence cases at the battered women's shelter. >> in this situation last night it looks like she was doing everything right. >> reporter: police records show bianca took out a protection order two after jamarian williams allegedly punched, slapped, and kicked her. heckman wonders why he was only ordered to community control. >> i would like to hear why he was released. >> reporter: we wanted to know, too. but the summit county prosecutor told me she could not answer my questions about the case saying it could jeopardize the outcome of a future trial. as for community control? >> if they have a history of getting out and repeating the violent behavior, some of these

appropriate candidates to hopefully get some type of intensive treatment to stop that cycle of violence. >> reporter: heckman said that whatever type of community control williams was sentenced to did not stop the violence, so i went to the judge who sentenced him. judge paul gallagher would not allow my camera in his offices. he denied my request for an interview and went answer my questions about why williams was not in jail. even though experts say there were red flags. >> this is the type of criminal that we needed to look on and say, his personality is not the type that listens to protection orders, we need to ramp this up a little bit, and i'm not sure we did. >> reporter: now, in addition to domestic violence charges, williams has previously pleaded guilty to weapons charges, drug charges, and endangering children. megan hickey, newschannel5. >> we found out cases like the one in akron are happening across the country.

alarming new numbers from the state highway patrol show more than half of the deadly crashes on the turnpike in recent years were caused by speeding. >> we've also seen a huge spike in the number of drivers clocked going 100 miles per hour or more. our kristin volk got an exclusive look today at how troopers are now catching speeders by plane. >> working a black suv in the 90 lane. >> with a stopwatch in one hand and his eye own a black suv below we watched at the state highway patrol trooper clocked drivers speeds on the turnpike. >> i'm watching one now. i don't have a check but it will probably be a keeper. >> we are hovering above one of the turnpike's 36 speed enforcement areas all of which are a mile long. >> what we're looking for is aggressive drivers. we want the ones that are most

for those kinds of drivers with a trooper in the air measuring distance over time and troopers on the ground, ready to stop speeding cars and trucks described by the pilot. it's a coordinated effort that trooper brian dale says is very efficient. >> we can usually get multiple vehicles at a time, allowing troopers to stop more vehicles. >> reporter: they are vehicles that are going more than 100 miles per hour. the turnpike's speed limit is 70. >> we're definitely more in the 100s, and we're looking for them. >> the state highway patrol planes are looking carefully at construction zones like this one to catch semis in the wrong lane. this is where a 14-year-old girl died last month after troopers say a semitruck slammed into the back of the pickup she was riding in. that semi was in the left lane. it should have been in the right. >> this is the same road that our families are driving on

slow down, pay attention, and get to wherever they're going safely. >> reporter: the state highway patrol is getting aggressive with speeding here on the turnpike. statistics show there has been a 60% increase in the number of tickets they have issued between last year and this year at this time. now it is still unclear if the truckdriver in that fatal crash who has been charged was speeding at the time of the incident. in elyria, kristin volk, state lawmakers calling on the governor to declare a statewide health emergency over the heroin epidemic. the initial call for change came after last week's overdoses in cincinnati. and today three more lawmakers joined the voices demanding action. >> and a public conversation on the heroin epidemic plaguing our communities will begin in about 30 minutes.

strengthening when you get to the wrap around. maximum sustained winds 79 miles per hour moving off to the north and east at 14 miles per hour. i've drawn a box here because this is where we're concerned about tornadoes impacting a lot of the florida coastline and even inland. we had a tornado warning near daytona beach a little while ago. all the way across the florida peninsula. so there are tornado watches out here. they're going to see six to ten inches of storm moves through, primarily northern florida, and then another six to ten inches of rain all the way up through the carolinas over the next two days or. so currently in cleveland it is 73 degrees. we're enjoying a stable northerly breeze. it's a cooler northerly breeze. 74 in cleveland, 75 in akron, 70 in ashtabula and elyria. this is refreshing as we zoom
