and they were inside the house arguing. there were like four or five shots. >> an argument that happened last night between a woman and a man who she had a restraining order against. the woman was shot multiple times in front of her children. >> the accused shooter, her boyfriend, now behind bars. we've learned that man, jamarian williams has a history of domestic violence. just last month a warrant was issued for his arrest. earlier he served time in jail order after a 2015 arrest. he was arrested and pleaded guilty to domestic violence in 2011. >> so with a past like that we wanted to know how could something like this happen. so we've been digging into how williams could be out of jail in the first place. we're going to start with megan hickey with brand-new information about the history of violence between the couple. >> reporter: according to records we just obtained the

document for months and police have made many trips to this house. police records obtained by newschannel5 show there were six calls for service at the scene since april. multiple domestic incidents and calls since a warrant was issued for. mar january williams two weeks ago. graphic police reports did detail the violce to one count but he received a sentence of three years of community control even though he had a history pleading guilty to domestic violence. >> this particular type of criminal says, i don't care about this piece of paper. that's the one we need to be the most worried about. >> reporter: in another incident the victim said williams again punched and slapped her. judge paul gallagher would not answer my questions about why

jail time. the summit county prosecutor's office said they could not answer my questions about this case but told me in that general -- >> we do everything we can to try to put a stop to that but unfortunately we can't always prevent what is going to happen particularly when you have victims who stay where they are. >> reporter: now, in those reports i also learned that the victim stated she did not want williams to go back to prison but that she was afraid of him and home. >> here's what makes the story even more tragic. there were signs that williams was dangerous and those signs were ignored. our exclusive year-long five on your side investigation found there are usually red flags before an abuser escalates the violence and tries to kill a victim. during the past year investigator sarah buduson has spoke to advocates who work

particular case, they should have known that the girlfriend was always in serious danger. >> that's right, danita. this is a danger assessment. it lists factors that make it more likely an abuser will more likely try to kill their vic at the same time judge sent jamarian williams to jail when he violated his parole. when he violated the orders again the judge again put him monica manages the probation department. she says when they refuse to lay by the rules they're more likely to kill. >> fur looking at somebody what is continuing to disregard a protection order, that is an

actually died. >> reporter: a witness who lives in the apartment where the shootings took place was too distraught to go on camera but she told me the brothers were arguing when one brother shot the other. she said a neighbor then shot the other brother. i'm told it's not known if the neighbor acted in self-defense but he has not been charged with murder. >> we are not currently look for additional suspects. we feel like we have a pretty good handle on the investigation but we have to wait for some forensics to come back and some labs to come lorain's eighth and ninth murders this year compared with none last year. >> this makes lorain appear to be a very unsafe city. but in actuality, crime over the course of the year, violent crime in this city has dramatically decreased. >> now, watkins told me that aggravated assaults are way down in the city of lorain.

newsroom. a cleveland city elementary school is put on lockdown after a shooting happened near it. shots were fired near michael white elementary. district officials say school had been let out but there were some students in there for after-school programs. cleveland police are still trying to track down that shooter. no, no, no! >> march when he exclusively spoke to us about accusations that he egged a euclid house more than 100 times. tonight he's had a change of heart, changing his plea in court. he was arrested for throwing eggs, grapefruit, even paint balls at a home across from his. he pleaded guilty to inducing panic in court court today. it is another night on the

seized more than 16 pounds of crystal meth and arrested three people in possession of it. investigators say the drug was made in mexico and was shipped into the country. they say on the streets the drugs would cost almost a million dollars. with the heroin epidemic running high there are several state lawmakers calling on the governor to declare a public health emergency bimaking the declaration it would free upstate money and resources to try an for those traveling the turnpike this weekend because it is a holiday weekend beware. the state highway patrol tells us they will be out in full force both on the ground and also in the air. >> kristin volk spent this day with the patrol's aerial enforcement unit. troopers are seeing a disturbing trend right now. >> reporter: get this, there's been almost a 20% increase in the number of drivers stopped for going more than 100 miles per hour here on the ohio

so here's how troopers are catching them from thousands of feet above. >> watching a black suv, he's at 93 miles per hour right now. >> reporter: a black suv going well over the speed limit here on the ohio turnpike today. that's what this state highway patrol trooper is clocking on this stopwatch using markers on the ground. what's also on the ground are more troopers. aerial enforcement area, one of 36 on the ohio turnpike. troopers tell me they are looking closely for aggressive drivers and finding more and more. they are also looking closely at construction zones like this one in erie county where a 14- year-old girl died last month. troopers say they're watching for trucks in the left lane when they should be in the right, and they are monitoring speeds. statistics show that the patrol has upped the number of

at this time. >> we've gotten numerous ovi out of the stops. we've had numerous felony stops. >> reporter: in the last two- and-a-half years speed is to blame for 64% of fatal crashes here on the ohio turnpike. in elyria, kristin volk. let's talk weather. what's going on in florida? >> it's bad news flooding rains in florida, and that's just the beginning. we are analyzing some new data coming in, and this storm system is likely going to travel up the east coast and then stall. let me explain. let's go over here and talk about it. this is breaking weather news. there's the eye of her min. a category 1 storm, a minimal her cain, 75-mile-per-hour winds. but look at these outer bands with monster rainfall.

hill, in these little bands that come in. they're all spinning like a top so these bands produce tornadoes all over the place. we've got a tornado watch in effect for most of the northern half of florida. cat 1 when it makes landfall overnight tonight, moves over tallahassee. here is the breaking news part. it travels up through as a tropical storm all the way up through charleston, the outer banks, and then look what happens. sunday afternoon, monday it does not move. 60-mile-per-hour winds. battering the coast from let's say near been all the way back through long island, all the way down the jersey shore. this could be devastating for beach erosion. really bad news for the entire east coast, folks. even all the way up to maine with high surf. right now locally we're watching a shower coming into
