and within the last 20 minutes that road reopened. >> derick wall hear been following this story all afternoon. derick, what are you learning about trooper velez and how he died? >> reporter: a tragic situation right now. as you mentioned i-90 westbound near the cleveland lakewood border is back open, traffic flowing very nicely. but this is obviously a horrible afternoon for the law enforcement community. trooper kenneth velez, a trooper based in cleveland died after he stopped someone in traffic on i-90 and then him with their car. he leaves behind three children one of whom is in the navy. we have video from that scene of a man who was being given a field sobriety test before he was arrested and taken away in handcuffs. we have not identified him yet so that's why we chose to blur his face. but somebody is in custody accused of hitting and killing state trooper kenneth velez on i-90 westbound near the cleveland/lakewood border this

cameras of traffic backed up on 71 because of a crash on 71 northbound near west 130th street. you can see bumper to bumper traffic. we're told two people were injured in that accident. if you are headed on 71 northbound and you haven't gotten to 480 yet you are going to want to take 480 to get to 77 to bypass all of that. still seeing backups along 480 as well. here at 90 near warren traffic is moving after they have reopened these lanes. we'll let you know whenever all this does clear out. back inside to the studio for now. also breaking at this hour an accused serial killer was scheduled to face a judge today but we've just learned a hearing scheduled for this evening has been postponed. bob jones is outside of the courtroom. bob, why the postponement? >> reporter: well, lee, we were not given an explanation for the reason for the delay, just

prosecutors asked for a continuance and the judge granted it. so now shawn michael grate's hearing will take place at 3:00 p.m. tomorrow. grate was charged with two counts of murder and one count of kidnapping. prosecutors say grate killed two women, one who has not been identified. the kidnapping count is for the woman who called 911 and said, i have been abducted. she was rescued, but prosecutors say she was al another woman was found dead in richland county. no charges in that case yet. today at the ashland crime scene house, windows and doors were boarded up. we talked with one man who was a friend of stacey stanley and a woman who fears the other victim may be her friend. >> she was a wonderful woman. i mean, the world was brighter with her in it. it is going to be dimmer now.

happened here at the rec center in cleveland two years ago. this air soft gun, this crime scene, and 12-year-old tamir rice dead. >> unfortunately we have never learned from use of force cases. >> reporter: he teaches use of force classes. ebels this incident in columbus would not have happened if guns, real and fake, weren't so accessible. he says it would not have happened if police across the state had more standardized training. plus, he says, a cultural shift has kinds of incidents to stop. >> we have to decide that it's not acceptable for officers to do it. we need to then take legal action against the officers. and that's not the city of cleveland writing a check for $6 million. it's prosecuting officers. it's disciplining officers. >> reporter: tamir rice's mother received adds 6 million settlement from the city of cleveland for her child's death. and in this latest case in columbus police say they believe the 13-year-old was a

the officers. and when one of those officers saw him pull a gun from his waistband, the officer fired at him. >> when we look at this case it may come back that under the law this was a perfectly justified use of force. yet we still end up with a dead 13-year-old boy. >> reporter: the law professor says what's also needed is comprehensive use-of-force research, because right now it is done on a case-by-case basis. now, the last time the department of justice su columbus police department over excessive use of force was in 1999. that case was resolved and closed in 2000 two. in cleveland, i'm kristin volk, newschannel5. >> newschannel5 is always investigating and just uncovered new video that shows a moment a cleveland exterminator may have made people sick with toxic dust. it happened during a bedbug treatment gone wrong. now we have learned there is a congress impressional investigation underway.

latest. >> they used a product prohibited for indoor use. >> reporter: surveillance video shows an exterminator dousing this social security office with pesticide. it's a chemical meant to treat bedbugs but the product's own label setsz meant for use in cracks and crevices, but here he is dousing the carpet and chairs. and those contaminated chairs have since been donated to a catholic charity. that happened february 18th. on the 19th, several employees >> how quickly was it clear that people were sick? >> it was immediate. i heard people complain of headaches. people were coughing. >> reporter: the office was closed for a day but not before it was open to the public for more than half an hour. the ohio department of agriculture investigated but their report from april was only made public in the last couple of weeks. it shows that exterminator from cleveland's central exterminating company mistakenly used a toxic dust
