people are moving away from the areas that could be worst hit and toward the areas which are safer toward the area where they have more shelters. the reason they gave those warnings that they may not be able to help people is simply because there is only a finite amount of resources. after this storm hits they are expecting such catastrophic damage that this -- they may not be able to reach people who have stayed behind and have stayed in these evacuation zones. ro could be flooded. because of that they are saying it's not just a threat they might not be able to get to those people that might need help. that is why they said to them you have to evacuate. >> he talked about the evacuation zones and also the safe areas for people who are going somewhere. where do they go to get out of the way. >> reporter: rule number one is inland away from the coast. most importantly they have open 130 shelters.
