outrage from a local community as several teachers jobs are now on the chopping block. with a $15 million budget deficit the school district is facing a grim reality that could close schools and news 5 learns that much of deficit is because of three consecutive years of over spending, so wh sooner? mike brookbank joins us live. you've done some digging into the past of the school treasure. >> yeah daniel bowman at the helm here as this district spiraled into a massive budget shortfall. we're taking a look at his performance here at par ma. >> something wasn't thinking about the future. >>reporter: karl helling stopping short of naming names

bowman's watch may provide some insights. >> it's obvious that the financial statement showed that the district spent more. sometimes it's five years, six years i can't comment on how long the levee was passed. it was passed in may of 2011. >>reporter: that means the projected $2 .7 million sure plus bowman showed actually a $7 million shortfall. and up until this summer, there were no signs of financial trouble. in 2015, bowman and the district were honored for clean and accurate financial record keeping. for the fourth year in a row. it was shortly after that the wheels fell off according to the ohio department of education. a spokesperson telling news 5 the district's financial forecast deteriorated significantly. from october 2015 to may of this year. clearly, the community not

cuts coming. bowman left the district earlier this year. he currently holds the same position in a sandusky school system. news 5 reached out multiple times for bowman for comment. he has not returned any phone calls. meantime we let parma school city know it's actually shoald the old forecast. they thanked us for bringing it to their attention. the community now has access to the updated information and numbers. they will be here monday night to discuss e for now we ever live in parma mike brookbank. right now hurricane matthew continues to pound the east coast with it's high winds and heavy rains as millions of people are without power now. some are starting to clean up everything that they can. news 5 derick waller is live for us in fort pierce. what is the latest down there right now? >>reporter: i can tell you there are tens of thowtion of people here in fort pierce that

just one of many all down the street a couple of miles that just are not working. we also have scenes like this. of tree wran branches that are completely snapped up and these palm tree frondz which are deceivingly large and take a lot of wind power to take off those trees. we do have some video earlier of people taking down the storm shutters after the storm, after hurricane matthew packed less than a punch the fort pierce is about an hour north of west palm beach where there was some damage, including a dock that got completely destroyed, a marina that some neighbors say is going to take six months to a year to fix. it is just completely wiped out by the storm. hurricane sandy had even survived hurricane sandy but not this time. >> it just destroyed all that rain just came and winds just came so strong, it just

like haiti. >>reporter: and that is the good news here. up here there was no loss of life. further down south in florida there was one woman who died of a heart attack when emergency crews were not able to get to her because of the storm but really the consensus here is this could have been so much worse. that is the latest here from fort pierce, florida. i'm derick waller, news 5. >> thanks. lets head north of where we just saw derek and head to daytona beach. folks there saw afternoon. waters from the atlantic flooding boardwalks and coastal areas. hundreds of thousands of people without power at this hour as the storm continues to make it's way up the east coast. and mark, those storm surges, those are the major concern right now for much of the coast correct? >> absolutely. that's what everyone is watching now, because malgt eu is losing strength and the eye is farther out to see than it was. at about 2:30 this morning here

canaveral, florida. and believe it or not, we only had maximum sustained winds of 85 miles per hour measured there, with a wind gust to 107. that's category 1 wind speed, so good news there. right now there's the eye. it's lost a little bit of it's construction here if you will ttion base of it. but again as rob mentioned; the big concern is going to be tornadoes in the tornado watch box. also the intense storm surge. you've got winds coming in around the storm this way into jacksonville, into savannah and eventually into charleston harbor over the next 24 hours. that's just going to push 6-9 feet of water into the low country. that's why they call it low country. nine feet of storm surge and everything is flooded. we'll have more on matthew coming up. rob. rescue crews continuing to work their way through the

the death toll stands at more than 300. those on the ground there say moaght of those deaths appear to be from falling debris from winds that gusted through the area at 145 miles per hour. with roads flooded, residents are trying to make their way back to the homes just to dig through all thaf debris. >> we know that hundreds of people have lost their lives and that there's been severe property damage and they're going to need help rebuilding. >> the death toll is only expected to rise even more as of the country. diswhrnchts now there is some good news tonight. one of the two kids hit by bullets in their home after a drive by shooting has been released from the hospital. nine-year-old elizabeth davis is home recovering after she was shot in the back, but 3- year-old savannah davis is still in the hospital. she's in critical condition. she was hit by a bullet in the forehead by sleeping in her mother's arms that night. according to the police a car pulled up to this home and

so far no one has been arrested there. a grand jury has just handed out an indictment against a rocky river man accused of killing his own daughter. jamal mansour is being held on bond tonight after shooting his daughter. according to police her brother found her with two gunshot wounds to the head in her bedroom. he faces aggravated murder and assault charges. school student in police custody tonight after leaving threats inside glen oak high. the stark county sheriff's office said the student was arrested for leaving written threats on bathroom walls. as a result the school was put on lockdown for a couple of hours this morning. that student faces charges of aggravated menacing and inducing panic. we've learned that the man who struck a cleveland police officer with his car was driving while under the

late last night. that officer was treated, released from the hospital for his injuries. since 2011 it's been a state law if there's an emergency vehicle on the side of the road you should move over. it's a law that is supposed to help protect officers, tow truck drivers and other emergency personnel but more often or not drivers don't even slow down. the highway patrol says 85 dicts have been handed out to drivers so far this year for failing to move over. >> things ha roadway when we're at these incidents and sometimes they're unpredictable. i did not realize at first how dangerous of a profession this really is. >> now the law here is simple. if you see emergency vehicles with lietle on the side of the road, you get over at least slow down. >> it's not a happy way to end a day or start a day. >> but it's a plob all too common in the city of cleveland and now neighbors to the east say because of potholes it can

to get to i-90. as news 5 explains it's a problem that's been a decade- long issue. >>reporter: some residents of south euclid tells me this has been an ongoing problem since large companies moved away years ago. the roads are deteriorating and it's causing headaches for folks coming into and out of the city of cleveland. >> this is a big hassle to be driving down on 152nd with all the speed bumps that normally you see it's, it's upsetting. >>reporter: this man describes the roads on east 152nd as very rough. the south euclid resident says he's one of many people in his neighborhood has found a new route to get in and out of the city of cleveland. >> we go 30 more streets up off the freeway just to get home every day. >>reporter: he now goes to east 185th street to avoid what he calls a mess.
