we have seen the pictures and heard the stories. countless children caught in the middle of the heroin epidemic and now some of them are falling by through the cracks. they are becoming victims of an overblown system and to help them. james dermody the numerous member of our the crisis. what did you find out? >> reporter: we have learned tonight that the heroin epidemic is forcing hundreds of kids into the ohio juvenile court system. we have also learned that there are not enough caseworkers to handle the influx. >> my drug court docket has almost doubled this year. >> reporter: nancy mcmillan has seen firsthand how heroin has

juvenile justice system. >> we're finding were being overwhelmed. it is getting harder and harder to get the cases than in a timely fashion. >> reporter: the influx seemingly happening overnight. 2015 is when the floodgates open. says 2009 the ohio department of's do that children services has seen a huge increase in services. 1000 of them were added in 2015 alone. mcmill that spike on heroin. >> their parents are addicts. they love their parents. >> reporter: caseworkers are seeing the biggest impact. it is recommended by the state caseworkers have no more than 12 cases at a time. this county averages 14. and portage county workers averaged 17 cases. >> our community has so many resources that we're pulling forward to address the heroin

more money. hundreds of millions of dollars spent every year on child neglect cases in ohio. many are tied to heroin. >> when children are neglected or abuse or left alone for a period of time, the impact is great.>> reporter: the solution, there is no easy answer. one option, more affordable treatment to make sure the addiction is handled before it gets too far. reporting live in cleveland, i am james dermody heads off and various by the school. >> reporter: those shocking works came from a substitute teacher in ohio. riley said the substitute in the work told her second grade class that he doesn't deal with bad behavior and that is what he would do if they acted up. >> after he said that all of the kids were jumping on their

one of three cities taking part in this 100 day challenge. >> reporter: it is a challenge to end homelessness. were at the halfway point. we wanted to see if it's making a difference. >> the director of a place for me tells me that they have found housing for a young people. dozens of social service agencies taking part hope to have 100 used in cleveland and they're all places by the end of december. rehousing dollars will help cover the rent for the first three to four months. nearly 60 landlords from across the city are offering housing to homeless teens. this 19-year-old aged out of the juvenile justice system and has been couch surfing ever since. he's a few weeks away from getting his own apartment. >> i don't care about nothing else but that. that's the most important thing. just to be able to go home and not worry about someone to say

>> reporter: tonight agencies like a place for me are asking for your help. they are looking for donations to buy things like beds and furniture for these use when they get into their new apartments. those are things that funding dollars cannot buy. there are new details tonight on the man who tried to shoot in akron police officer. thankfully his gun misfire your. this 20-year-old will spend the next 15 years behind bars after pleading guilty to federal robbery and attempted murder. he was riding his bike last june when he pulled out his gun and tried to rob a guy. when police tried to stop him he ran off and that's when he tried to shoot the officer. police k-9 track him down and he punched a kid i multiple times. he is charged with assaulting a police dog. >> this video will hopefully encourage everyone to keep an eye out for their neighbors.
