this is a store you will only see here, deciding to get a dog is a major commitment and sadly some end up taking out anger on the loyal family members. >> we have learned that shelters across cleveland are overwhelmed with cases of abused and neglected dogs leaving cages crowded and agency designed to help the animals are struggling to keep up. news channel 5 has dominique live with the story and why so many people are turning on their loyal companions and you uncoveth talking? >>reporter: anita, in some cases a 100% increase over this time last year. the reason, not so easy to pinpoint.>> it is extremely concerning. >>reporter: it has been at busy -- a busy year. >> we had twice the number of dogs come in this year. >>reporter: the complaints have kept the humane team extra busy. >> one case can result in 20

>>reporter: general missed care, awareness and in some rare cases, dogfighting. this is a similar story for other shelters in cleveland and animal control says it is always bringing in dogs that are in rough shape. dogs left on vacant properties are being flipped as a form of security and although it is especially if the dog is not properly hydrated. even at the pet protection, smaller shelter, it is filled to capacity with more than 20 dogs in the house. >>reporter: sharon harvey the ceo who you saw on the story tells me that there are many more awareness campaigns happening in 2016 than last year and that could be contributing to the spike in the more people contributing the more pieces reported.

the city to watch it unfold. and cleveland city hall told me there is a plan for security but would not talk to us about the details. as a university professor ken has been studying these sporting events for many years, she told me that the rnc prepared safety force for events like tomorrow night. >> the rnc means that we practice and local law enforcement has established a lot of linkages between local, state, and federal law enforcement. they have learned a lot of tactical maneuvers and they have had access to specialized equipment. rta in the meantime is expanding their service to handle the increased numbers coming downtown. they will have extra staff at station selling passes where writers can do it all on the telephone within.
