moving to politics now, you'll have a few hours left, of -- applications for absentee ballots must be met by noon today. completed ballots hunted the postmark by monday, the day before election day. if you missed today's headline come you can still vote early in person, through monday. some have a ready sent in the completed absentee ballots are reporting some confusion. because of a mailer sent out by the ohio democratic party. to turn in their ballots, since it went out to some who already did so, they were concerned something had gone wrong. >> we have had a lot of election shenanigans going on, and sometimes you do not know what is legitimate and what is not. >> bailey use slower bulk postage, the 6-9 days it took

she still does not have a place to call her home. >> am i going to get back where i used to be and how my own place? >>reporter:she is far from alone, there are 30,000 people on the waiting list for public housing. just in cuyahoga county. housing authority ceo, jeffrey patterson, told me they all wait an average of 20 months. there was a pretty long time. >> yes, it is. >>reporter:the results of our on your side investigation upset selena. >> it is not fair to those who are homeless, those who are still waiting to even get in a shelter. it's just not fair. >>reporter: you might agree, what did we find? check out this federal audit, more than 25,000 families living in public housing should not be there. including close to 400 here in ohio. auditors even coined a new term to describe them, over income. a sickly, the amount of the earnest too high, they no longer qualify for low rent. one cuyahoga resident, who

>> why would you have people staying here that make that much money? >>reporter: connie rice, and rosa mullins live in stark county. it has the highest number of over income families, of any ohio county, 58 make more than a maximum amount allowed. 20 make more than 50 grand. unbelievable to these friends, who recycle beer and pop cans just to earn a few extra dollars. if you made that much money, what would you do? >> i would have me a house. >>reporter:what would you tell these people who make enough money to get out of your? >> go. [ laughter] >>reporter:how does this happen? leaders ignored a loophole, residence only required to meet income limits before they move in. for years, no one spelled out
