this is video from eagle 8 hd. the highway patrol tells us the bus driver, 63-year-old marilyn kay ray turned left into the path of the suv. we also have exclusive cell phone video from right after the crash. and if you look closely you can see children crying. other students screaming from the bus. two of those children had to be taken to the hospital. we spoke with one student about what happened. >> the bus was turning very fast, i was playing on my phone. when they crashed, my head hit my phone and the seat. when i got back up, the car was crashed and i was just very scared and very worried. >> 32 elementary students were on the bus at the time. all lanes of u.s. 301 are back open. and more breaking news in saint petersburg. officers arrested 14 people getting high inside a small

area is about to have a life- changing experience. you may think we are talking about a home, but that is only part of it. the other part is a dream wedding. something they never thought could happen. rod carter explains. >> reporter: hey, good afternoon guys. we are standing here in a wooded area off of manhattan in south tampa. what you are seeing is what they call mama's camp. it is a homeless camp where a couple lives here. they have been living in these woods three years. evelyn and her boyfriend have been together 22 years. they could never afford the money for a license until they get officer mcdonald. while he works on getting them a permanent home, he also found a way to pay for that marriage license and when word got around about their pending nuptials, support started pouring in. to the tune of about 20 grand. >> people i have never met.

volkswagen ceo is in washington today. he met privately with epa administrator gina mccarthy. neither party would say what they were there to discuss, but they have not hidden their frustration with the auto maker. vw admitted it used software to cheat emissions tests. chipotle believes the e. coli crisis is coming to an end. they are confident the cdc will declare the outbreak soon over. they will launch a new marketing campaign next month aimed at luring back customers. wal-mart is recalling hundreds of thousands of griddles due to a shock hazard. the recall involves about 330,000 rival brand griddles. they are black with model number xj14207. the griddles were sold nationwide at wal-mart stores

there is an app to evaluate fertility. once pregnant, couples can find help with baby names or with a $5 app, you can even hear the baby's heartbeat. >> this is called my baby beat. so you put it in airplane mode and put the microphone right up against your stomach. it is 150 beats permit. i found it right away. >> the app baby bump can help women set an agenda for what they want to get out of their doctor's appointments. lots of options out there. a study by the florida department of health suggests the whooping cough vaccine doesn't protect against all infections but it is still the best way to prevent dying from the illness. the study stems from an outbreak of whooping cough in florida preschools several years ago when an unvaccinated baby was diagnosed, several other children in the school

even though they had the vaccine. experts say the vaccine needs improvement, but it still has been shown to prevent deaths. the ntsb wants to implement new safety technology on trains this year it believes will be life saving. positive train control technology or ptc can stop a train when the system detects an imminent crash. it will eventually connect with every train and every track across the country and time is of the essence. >> it is critical. it is safety critical that this be implements as soon as possible. >> safety experts believe the deadly amtrak crash in philadelphia could have been prevented with this control. eight people died in that crash. now, an 8 on your side investigation. the va is behind paying people in hospitals and private doctors.

payment problem has some thinking whether the veteran's choice program is really the right choice. >> reporter: after performing routine cataract surgery in july on a veteran participating in the veteran's choice program, dr. lawrence goldberg is still waiting for the va to pay up. >> a couple of months would be fine, but this is getting ridiculous. >> reporter: money is not the only problem. according to dr. goldberg, healthmet which healthnet requires voluminous documentation. >> they want all the office notes. if we had to do this for every patient, i couldn't see many patients a day. it takes half an hour to get in and talk to someone. >> reporter: the problem with delayed payments is not confined to the veteran's choice program. in october, the head of the va

the va was a little behind paying bills to florida hospitals. like $134 million behind. according to a survey taken by the florida hospital association, the va is looking at 29,760 unpaid claims in florida. more than 10,000 of those are more than a year old. 5800 unpaid claims, more than two years old. david jolly is one of 12 members of congress who signed this letter demanding an explanation. >> the doctors on the outside are not getting paid by the va. that's wrong. because ultimately, it reduces access to care for veterans. >> it shouldn't be this difficult. >> reporter: but it is. and if it continues the doctor will not continue participating in the choice program. steve andrews, newschannel8. >> healthnet sent steve a response stating waiting six months for a claim to be processed is not what we want

the forecast area on thursday night. 57 degrees. tampa international airport. 59 degrees in saint petersburg. dew point 40. nor'easterly winds. quite a few clouds and showers down at the south. key west seeing a few sprinkles there. mostly it is just clouds streaming in from the west. the area of high pressure still holds onto the bay area sitting to the northwest. we are talking about the tropics this time of year, but the first named storm of 2016. this is is a subtropical storm. not a pure tropical system. enough so that the national hurricane center has given it a name here. the first name of the season for the hurricane season of this year. in january. thursday, friday, you can see the forecast track. no effect on the u.s. or florida. buff it is rather unusual needless to say. it formed this afternoon. i have to go back to 1978 to find a subtropical storm. didn't name the storm subtropical storms back then.
