>> reporter: we talked to residents in this neighborhood and they say there's been a lot of problems at that home so they're not surprised by this latest incident. deputies and detectives rushed here just after 1:00 in the morning for a break in call that turned into much more. as the intruders barged in, the deputies tell us a 16-year-old was shot after the intruders shot and mistakingly hit her. he believes there was another home invasion in the same location months ago. >> a bunch of kids. young kids. moved in there and it's been in and out, in and out. >> reporter: other neighbors agreed and claim they've seen a lot of people come and go from the home where the girl was shot as well as increased

>> i've seen cops twice since i've lived here. >> reporter: depew thes questioned a lot of neighbors as they searched for the three men who barged in. >> they were going house to house. >> reporter: the men took off from the scene and deputied scoured the area to try to find them. reporting in holiday, i'm ryan hughes, newschannel 8. today police made four arrests in this case but they are all people who were in the home not the intruders. deputies arrested homeowner karen clark on drug charges and child neglect. they also arrested 19-year-old colton conrad. juveniles. two tampa men are counting their blessings after a fire building. the fire started after 2:30 avenue. a man who lives in one of the units says the fire started with an explosion and flames started quickly spreading throughout the home. when i opened up my eyes,

of me. thank god i didn't get trapped. i jumped out of my sofa screaming, screaming for help. >> reporter: that man says he and his neighbor were then rushed outside and used fire extinguishers to put the fire out until firefighters arrived. luckily no one was hurt. and it took more than two hours to free a man who was trapped in a pickup after an early morning accident in tampa. a pickup slid off the road, flipped over and slammed into a pole on east fowler avenue just before 3:00 a.m. firefighters had to peel back the metal of that truck until they were able to free the man. hospital. there's no word yet on his condition. a sheriff deputy who was caught beating a man is now facing a judge. a man throws his hand up

a proposed constitutional amendment to allow medical marijuana will be back in september. >> reporter: just about 2% of the vote kept marijuana advocates from seeing medical cannabis legalized. florida voters will once again decide the fate of medical marijuana in the state. a ballot initiative surpassed the number of votes needed. gates helped pass the law. he says a constitutional amendment ties lawmakers hands. >> part of the problem with putting cannabis policies in the constitution is that as the science evolved we become constrained and making sure that the application of that cannabis is as official and as effective as possible. >> reporter: senator rob bradley also helped craft the same limited bill. he believes it helped set the state up just in case the

since 2014. there's bills running this year that put us into the position that if the time comes at a constitutional amendment passes, florida is ready. >> reporter: some medical marijuana advocates in the state legislature call this a missed opportunity. state senator jeff clemons has been trying to legalize medical american since 2011. he will be voting for the >> we're requiring the public to do what we couldn't do ourselves up here. and still haven't been able to. >> reporter: the ballot initiative would allow doctors to prescribe medical marijuana for people with aids, epilepsy and cancer. mat gelka, newschannel 8. the legislature is considering a bill this session that would allow medical marijuana to be used on terminally ill patients. a bill that would allow florida gun owners to openly carry their weapons is now moving forward.

maybe over an inch of rain. avon park, randall still plenty of clouds. mostly cloudy about does it. temp international airport. same number in st. pete. numbers have not changed so much in the last 24 hours. largely because of that number. the dewpoint is so high. temperatures combined with the cloudy skies, lack of sunshine really not warming up very nice at all. wind direction from the northwest. starting to see some stronger gusts here but i think we will see more of that across the forecast area for tomorrow. when you see the winds shift from the northwest to near the front has pushed farther south. a very high humidity across the region. pensacola dropping to eight. this upper level disturbance will swing through the area.
