and for jeb bush, his dismal 3% showing has his supporters pointing everyone's attention to what they hope might be a future. >> what do you say to critics saying he is dead in the watt water? >> absolutely not. it is a process, it's a journey. we are in it for the long haul. absolutely. >> reporter: but we are exactly one week away from the first primary of 2016 in new hampshire. that is one week that senator rubio has to maintain his momentum. he will fight off all the other candidates that will turn their attention to him. >> so governor christie was critiquing rubio saying he spoke last night like he won. >> absolutely. he spoke for quite some time and like he did win. but he did much better in showing than what the polls predicted. so, for him, he felt like he won last night. >> it definitely sounded like an acceptance speech. he did have a far better

dangerous levels of lead after the city tried to cut costs. people complained about the appearance, taste, and smell of the new water but no one in state government seemed to listen to them. so now, the fbi, epa, and u.s. attorney's office are all stepping in. their son died following football practice at the florida state university 12 years ago. they settled with the university following his death. but they have been waiting on lawmakers to approve their claims bill. matt galka explains. >> reporter: 15 years ago, devaughn darling had big dreams. he was a football player at florida state university playing alongside his twin brother devar. then he died one morning during a brutal morning practice. >> he was buried in his florida state uniform down in houston texas right now. because we love this place so much. >> reporter: the darling family

>> legislation to give dogs who bite a second chance at life is moving forward. patty's law was given tentative approval by the state senate. it was introduced after a lab mix named patty bit a young child's ear lobe off. the judge gave the dog a reprieve, and now lawmakers are about to clarify the law. >> for example, if someone were to climb into a junk yard and a junk yard dog bites a person, you are supposed to put the dog down and that doesn't make sense. this is a clarifying bill. >> the legislation is expected to be on the governor's desk as early as nec week.

gasparilla has been removed from bay said boulevard and more is expected to be cleaned up. volunteers plucked pirate beads from the trees. they are working to get trash out of the water because it poses a threat to marine life. >> the trash that goes in the water can definitely impact the wildlife that is out there. the beads and any trash can be beaten by animals. animals can get entangled in it. and it causes a lot of problems. >> volunteers from the florida aquarium have pitched in the last four years for the post parade cleanup. a young bay area boy can credit the fast actions of some boy scouts for saving his father in a boating accident. josh thomas joins us live in manatee county with this story. josh?

well, this boat ramp is a popular one here where boat owners launch off into the manatee river. but a father and son are lucky that some boy scouts were nearby when they took to the water. the father and son left the boat ramp saturday for what they thought one a day of fun, but less than a mile into the trip, the boat hit an object and flipped the boat flipping them into the water. it just so happened a boy scout troop was nearby and heard the cries for help. >> all my first day training that i have taken as a boy scout growing up in the troop. >> so you feel that it came in handy? >> yes it did. otherwise, i wouldn't have known what to do. >> the scouts were ready to administer cpr, but within minutes ems arrived on the scene. >> it was a scary situation, but everyone kept their cool

to give a better result for them. what it could have been. >> reporter: the 7-year-old boy and his father were take ton the hospital and the child is still there in the intensive care unit. florida fish and wildlife says it is fortunate the scouts could help. >> any time anyone has any type of training regarding first aid or any additional that most of the general public doesn't receive, it is nice to see people use that in a good way. specifically when bad things happen. whether it is on the water or in the woods. >> reporter: as for the scouts. >> do you consider yourself a hero? >> not really. just doing what i have been trained to do. to be totally honest. >> reporter: now had the accident happened during the week like today, it is possible there wouldn't have been anyone around to come to their aid. right time. do we know how the boy was hurt?

a lot of clouds popping up. as we get into tomorrow morning. low clouds, patchy fog. sea fog, very thick sea fog. we had very low visibility. we will likely see some tomorrow. probably not as thick or as frequent or staying as long as the winds are likely going to be up a little bit tomorrow morning. by the afternoon, very warm again. a few showers north as a line of showers and some thunderstorms further to the north move in. that is kind of a view of what it looked like. not a bad shot with the haze and the fog. we mentioned the sea fog we mentioned forming early. 75 degrees at 7:00 p.m. slight possibility of showers. yesterday at 6:30, one of our facebook friends said they had a little shower. you can see an isolated shower here around the area. inland spots. on the weather wheel hour by hour, 7:00 a.m., 69 degrees. temperatures stay warm.

seminole. 81 lutes. crystal river 80. 77 sarasota an venice. the visibility is just fine. we will be looking at the numbers a little later. area of low pressure across the north. you know all about the snow. this is a powerful area of low pressure dragging in cooler air and moisture from minneapolis all the way back here to the eastern sections of nebraska and all the way up into the up of michigan and the central sections of wisconsin. further south, tornadoes on the ground. not long ago in the mississippi and also tennessee this afternoon. this big red blotch is a tornado watch. but our fog forecast locally says not as thick as last night. but we can see fog develop around the area. by tomorrow afternoon looks really good as we get into the noontime. midday period at 9:00 a.m. lower visibility could still hang in there. the forecast computer model

as we get into the latter half of the day, watch the cold front. the rain chances probably better further to the north. a few thunderstorms. fairly high rain chance for the day as the cold front moves into the area. then the cool air will move in sending up a very nice friday for us with highs in the 60s certainly much cooler. 73 thursday. 63 friday. changes with the cooler air behind the cold front. rain chances primarily, maybe a few thunderstorms mostly to our north. looks like we are not anticipating severe weather. rain chances have kind of bit. later saturday now into sunday those days. >> superbowl weekend. >> yeah. >> stay inside. >> watch some tv. all right. thank you. well, popular low carb substitute is in short supply. >> plus putting the brakes on a roll-out. why a car company is having to
