coming up, i will tell you how other candidates like chris christie are taking jabs at him. >> i'm josh benson. >> i'm stacie schaible. this is first at 4:00. we are beginning with your chilly weekend weather with storm team 8 meteorologist julie phillips. hey julie. >> good afternoon stacie schaible. happy friday to you. what a view we have out at clear water beach. beautiful blue skies. the rain we had yesterday is long gone. this is what we are left with. we are also dealing with some pretty cool weather. temperatures only in the upper 50s at this hour. winds coming in out of the northeast a little breezy. 10 to 15 miles an hour. so a cool afternoon across the board. we are in the 50s and the 60s . it is 61 in odessa. 55 at clear water beach. 58 at new port richey. inland, temperatures are still on the cool side as well.

into the low 60s across the board. 65 in bartow. winds coming in out of the north between 10 to 15 miles an hour. we have seen higher gusts at times though. there's the front off to the south. and, you can see the clearing that has occurred across the tampa bay area. that will stay with us for tonight. also, the dry air will be staying with us as well. the bright red color on the water vapor imagery, that is some very dry air. so dealing with a great evening. temperatures going to be on the cool side. slowly falling back into the low 50s . and then as we head into the overnight, we will drop back into the 40s . so by the time you wake up tomorrow morning we are in the mid to upper 40s . a few clouds around, but as the kids are off at the bus, make sure you bundle them up. wait, tomorrow is saturday right? yeah. they won't be at the bus stop. great news. we will have the rest of the weekend forecast coming up guys. right now, an alligator trapper is trying to get his hands on a pair of gators

>> jeremiah johnson captured this prehistoric tussle on starkey road in largo. we sent a few of the crew down to the scene. we will share more as it develops. wild sight there. well, you will likely see a lot more sailboats off the coast of clearwater this weekend. sailors from all over the world are in town for the world class sailing regatta. many are competing for a spot in the summer olympics in rio that will be shown here on newschannel8. they are racing off of pier 60. and right now, in gulf port, the marina, beach, and bayou are closed because of high bacteria levels. saint petersburg had to pump 15 million gallons of untreated waste into a clam bayou. chip osowski is in a meeting on it now.

remains in limbo following this week's stay of execution. mike explains. >> reporter: right now, there are 43 active death appeals court. because none of those cases are final, the latest supreme court decision is likely going to require that all of them be resentenced to life in prison without possibility of parole. death role attorneys are asking the court to resentence all 389 prison. the state wants the court to keep death sentences for everyone already there. one justice doesn't think that is fair. >> and that one person is executed today. the one that comes up tomorrow is not. and there is really no difference. >> reporter: the florida supreme court has three choices. it could order resentencing hearing for all 389 on death row or resentence all of them to life without parole. or it could say the new

introduce you to this sweet dog rufus. he has been here six years unable to find a home. folks have adopted him from brought him back. hopefully, this letter will help him find a loving home. it was written by rufus's original owners. he came from a loving home and they had to bring him here because they couldn't afford to keep him. they were hoping this shelter would help him find a few home. they are hoping someone will listen and bring rufus into their home. reporting in bradenton, john rogers, newschannel8. also today, seeing red is a good thing. this is go red for women day. it is aimed at raising awareness about women and heart health. in honor of the day, the american heart association led a group of women, mostly in red, down bay shore boulevard for a one mile walk this morning. of course, it was brisk.

so have you been suffering some sleep deprivation yourself? >> i have. >> how does it affect you? >> well, what happens is babies sleep cycles are about 45 minutes. you will see the flittering of the eyes and the smile on their face. so what happens, for an adult, it is about two hours. so, if you are up every hour with them, then you are going to get sleep deprivation because you will never go into your deep sleep. the you go into your deep sleep but mommy doesn't. >> how does it affect you? in the early weeks and months it is tough. >> you can get irrational. you can get anxiety. you can get depression. you cannot know what you are saying or doing sometimes. you shouldn't drive if you don't what you are saying or doing. so it can affect your irritability. it can really affect you. >> so, what do you do to combat it? >> this is what you do.

tonight will be really cold again. enjoy this afternoon with the sun out. beautiful blue skies. great video for you. this was taken from san key. we have a live look there. you can see the beautiful blue skies. a little breezier this morning. but, the palm trees at this location don't appear to be shaking in the breeze too much. so shouldn't be too bad there. but temperatures are still well below average. this is something we will deal with for about a week. we are watching a developing low. this could bring us a few showers late in the day saturday, but the big story is probably the chilly temperatures. we are looking at a prolonged cool spell over the next week at least and we are looking at another front that moves through monday. this brings us really small rain chances but it keeps the temperatures down all the way through the coming workweek. a big change from the last couple of days. from this time yesterday, some areas ten to 15 degrees cooler with their temperatures still in the low 60s and 50s in a few spots.

58 in clear water. 60 in bradenton. only up to 62 in auburndale. 63 currently in plant city. so, there's the cold front off to the south. for the rest of this evening expect the clear skies to stay with us. it will be a quiet friday night. so if you have plans it will be a nice night. just make sure you have a decent jacket because temperatures will drop quickly. waking up tomorrow morning we are in the 40s again. it will be similar to what this morning is like. as we head into the afternoon, we are talking about mostly cloudy skies. a slight rain chance. probably only about a 10% chance for saturday afternoon. if you have outdoor plans you will probably be okay. it will still be cool. with this developing area of low pressure, i think the best rain chance will come in saturday evening but it is only a 20% chance or so. the best place is to probably see some of the rain is high lands, polk county. inland locations saturday evening. notice as the area of pressure

now, considering there are 11 teams within seven points of each other in the standings, every single matchup is pivot toll. that includes the home affair with the pittsburgh penguins. the bolts enter the evening tied for second in their division. the penns have 57. a point out of post season position. they will be without malkin who didn't make the trip to florida but the penguins have plenty of weapons. >> malkin is a premier player in the league. last time he was here, he was the best player on the ice, but it can't change our approach. the power play is on fire. they are scoring at will. so we are probably catching them at their peak in the way they are playing. so, i don't think if you take one guy out, that won't change the rest of them are playing. >> we don't want another 5-4 game. those guys can put the puck in the net. they have a great power play.

a huge crane fell over in new york city today and killed someone in the street. this is video showing how the crane collapsed or after it collapsed. they were trying to lower it because of strong winds. after this new york city's mayor ordered all the tower cranes placed in more secure positions. number two, mix news coming out of the u.s. unemployment report. the unemployment rate did drop to 2008 levels which is good news but hiring is slowing down. the u.s. economy only added 151,000 jobs in january which is far fewer than economists expected. but the unemployment rate fell to 4.9%. 2008. >> number three, a driverless atv. watch as it barrels through an empty iowa parking lot, crashes does donuts. we are told the man remote controlling the atv down the street managed to stop it from running into a power line, but couldn't stop it from ramming a building several times. look at that!

went crazy. number four, an eight-year- old florida boy is in big trouble for trying to rob a convenience store with his mother's gun. he is eight. this shows the west palm beach boy wearing a motorcycle helmet with a sweater covering his mouth. the clerk said he walked up to the counter, pulled the gun and used the f word to demand money. but the clerk took the gun away and another employee kept him inside the store until police arrived. now, an 8 on your side investigation. abandoned again. >> investigators found these little guys lifting filth and suffering from neglect and they were given back to the owner. >> getting pet resources to pick up strays and abandoned animals is difficult. now, we discovered it is all part of a pattern.

>> reporter: county denies it but all you have to do is look at the numbers. since hillsborough pet resources has ramped up efforts to increase the live release rate, it significantly reduced the number of animals it is taking into the shelter. it is simple math. and the results can be simply cruel. it was february, 2015. three small yorkies were living in terrible conditions. the crates they were housed in had urine and feces, no food and water. the county inpounded the dogs. a vet concluded the animals were suffering from neglect. it was apparent the dogs were going hungry as they attempted to obtain sustenance from their own fecal. more outrageous is the fact

back to the owner. veterinarian kristi laten sits on the county advisory board. >> they could have easily been found a home. now they are going back to the same situation that put them there. >> reporter: why? >> do you know if there are documented underweight and neglected dogs being sent back to neglectful home ins. >> i don't know this to be factual. >> reporter: so i outlined that case. >> these dogs were sent back. >> i cannot speak to that case. >> reporter: somebody bet. >> why would yogi them back to the owner who allowed them to be neglected in the first place? >> it is our understanding through report that the owner hadn't had the dogs were a series of months. >> reporter: the owner had not checked on the dogs in months and the county sent them back to her without even a requirement the dogs be checked by a veterinarian. >> and that's a problem.

where these animals are going once they leave the shelter, just because it is improving our numbers, that's a problem. >> reporter: they are trying to reduce the number of animals they take in. in 2012, the shelter took in several thousand more animals than it did in 2015. inpounds are also down. as are confiscations. >> the problem is, is that the county is not looking at the numbers of animals that are not going into the shelter. >> reporter: there are those who would say while you have increased the live release rate, you have done so at the expense of leaving animals on the streets to suffer. >> i would disagree with that. i think our operations are better than they were when i took over the place. >> reporter: tell that to these dogs whose owner failed to

that orange yellow color on top of us. this is some really dry air. barely clouds around. so, overnight, it will be a quiet night. notice the cloud cover starts to build back in this. there will be a few clouds out there. then by the afternoon hours, you break in a very slim rain chance. it will be mostly cloudy for all of us. with this developing area of low pressure, we will see a couple of showers in our southern inland areas. you are most likely the see a few showers as we head to tomorrow evening but the area of low pressure develops as it moves away from florida and into the atlantic. but sunday morning we could see a little wrap around moisture. by the afternoon we start to clear out. north winds really pick up. it will be breezy and chilly. by sunday evening, superbowl

to some parties it will be chilly. temperatures quickly falling back into the low 50s there. by monday, our winds shift more westerly. we will have breezy west winds move in and another cold front enters the forecast monday. that will keep temperatures chilly into next week. so, notice, we are staying below average for the entire extended forecast. 60s . low to mid 60s each day. many of those days will be breezy which will make it feel even cooler. it is not until next friday when we are back into the low 70s . so rain chance is fairly low but it will be chilly. >> thank you julie. we put together fun sports related sports related footballs. these are fashion football streamed up by the council of fashion designers of america. part of the superbowl's 50th anniversary. each ball is being auctioned online right now. bidding ends on february 14th.
