we will tell you when and where. >> and on the campaign trail, we will go to our candace mccowan live from new hampshire as a rally for marco rubio gets set too kick off. good evening, i'm jennifer leigh. >> i'm keith cate. thank you very much for joining us tonight. a rays baseball stadium in tampa or hillsborough county. it could happen. the team met with the mayor and the county commission chairman today to officially begin the talks. newschannel8's jeff patterson joining us now from tampa with the story. so how did it go jeff? >> reporter: good evening keith. you know, baseball and tampa have been together since before babe ruth. now the rays are talking about making somewhere around here their permanent location. it is the first time the team and officials on the tampa side have officially had a talk. >> i'm optimistic. i think that this is a point at relationship. >> reporter: at the back of a store that sells team merchandise, rays officials met

and county commission chairman ken hagan. we weren't allowed in the meeting but the team shared with us what they are looking for. a new stadium site must be easily accessible from major roads. they would like it to be at least 20 acres and represent the look of tampa bay. >> we want it to be iconic. we want this to be the building that shows up in the postcards. >> reporter: but the team is not saying exactly where they would like it to be built or what the stadium will look like. they do know it won't look like the trop. they want it to look more like camden yards in baltimore or coors field in denver. but it may have a roof. after their meeting, the mayor and commissioner came out to speak with the media about their priorities. >> i think it is to keep the ray ins the region.

to be funded by the team and the private sector. >> reporter: yeah, you know, that's the one thing the commissioner told us over and over. this deal would be different than the funding that happened when raymond james stadium was built when the taxpayers paid for most of it. those days are long gone keith. >> i like the way you went after them for more specifics here jeff. but we still don't know where they will build, what it will look like or if it will be a dome stadium. because we do have bad weather here from time to time. what about that? >> reporter: most likely not a dome. but, probably will have a roof. maybe a retractable roof. the team is also looking for new technology that might allow them to have a roof and a natural grass field. so, they are looking at a lot of options keith. >> jeff patterson reporting live with all the speculations and the twists an turns that come with the rays. thank you jeff. well tonight, a clear water doctor is out of jail and nowhere to be found.

rally will begin very soon. candace how are you? >> reporter: good evening. here from dairy in this middle school jim where rubio is expected to show up in half an hour. there is a line outside the door when we got here a few minutes ago. and there was several inches of snow. more than six. might have been close to a foot in some places. you know what? it wasn't just the florida candidates out here braving this weather. >> it is electrifies for sure. >> reporter: braving the snow is nothing new for steve and lou garrett. they know a thing or two about new hampshire in february. >> formerly from new hampshire. every four years this place is electric with the various presidential candidates coming up and they are so accessible. it is retail politics at its best. >> reporter: garrett works at tampa prep. he is taking advantage of the access to candidates here in new hampshire. like many, he will be headed to

garrett asking the question that the ap government students at tampa prep want answers to. >> there are other candidates in the race. that promise to make college much more affordable. what is governor kasich going to do to make it for affordable? >> reporter: this snow is no big deal for our friends in new hampshire and for the candidates, especially the florida guys like marco rubio who is doing well in the polls or jeb bush who isn't doing so great, they can't let it slow them down. they have to get to the voters and get in their ears. >> we have gone into poll places before. we have no idea who we are going to vote for until we get in front of the poll lever. >> reporter: while this is 1200 miles from home, what happens in new hampshire won't stay in new hampshire. >> even though i'm not here to vote, guess what? in five weeks they all come to florida. >> reporter: and the garretts are also getting a visit in with their grandchildren while they are here.

has stopped falling here. and the sun is out. now, earlier today, there were some candidates who had some issues with the weather. donald trump not being able to make it here from new york city because of the weather and conditions in landing the jet. keith? >> weather is always a concern when it comes to voter turnout. tuesday. what's the weather look like next week? >> reporter: got another round of snow headed this way. there are tons of theories on how that could affect voter turnout and could affect who wins. >> candace mccowan reporting live in new hampshire tonight. thank you candace. and we can now confirm that donald trump will be coming to tampa on friday. he will be holding a rally at the usf sun dome friday, february 12. right at 7:00 atlantic night. florida's primary is set for march 15.

carly fiorina will not be taking part in the debate. heavy hitters have asked she be included but abc news has refused to allow her in. our new hampshire primary race coverage with candace will continue through tuesday night when voters there go to the polls. florida's death penalty. as mike vasilinda shows us, big questions of life or death remain. >> reporter: in june, 2002, the u.s. supreme court issued its decision finding only a jury could determine if death was appropriate. florida justices down played its significance and they were reminded of that decision this week. >> we can be wrong. >> well, you have no be big enough to admit. >> reporter: in january, the nation's highest court said it applied to florida. >> as we hold the sentencing scheme unconstitutional. >> reporter: death row

to resentence all 389 death row inmates to life in prison. the state wants the court to keep death sentences for everyone already there. is fair. >> and that one person is executed today but the one that comes up tomorrow is not. in their cases. >> reporter: right now, there are 43 active death appeals court. because those appeals are not final, all 43 are likely to automatically be resentenced to life in prison. but what about the other 346? 40 inmates have gone to their death in florida. >> they follow their normal rules. unfortunately, it results in people being executed we know were unconstitutionally executed. >> reporter: now the court has to decide if it want to chance getting it wrong again or avoid the mistake by sentencing every

without parole. without parole. in tallahassee, mike vasilinda, newschannel8. >> state lawmakers are looking at new sentencing schemes for florida. this week, a house committee adopted a nine to three jury recommendation. the sentence is considering requiring a unanimous verdict. investigators in new york are trying to figure out how a crane collapsed this morning. you can see it on the video. the crane crashing under the streets of new york city. look at that go down there. several cars and nearby buildings were damaged and at least one person was killed on the street. three others injured. that crane stretches more than a block. >> it was a huge noise. it went sideways and we didn't actually see anything. >> did you feel it? >> yes. you could feel it. >> the collapse cost a few gas leaks in the area. other crane operators have been ordered to secure their machine to make sure no one else is hurt.

laptop computer may have concealed a bomb that exploded on a jet liner in somalia. passengers say one person was sucked out of the jet. the bomb contained military grade explosives. the u.s. believes the extremist group al-shabaab is responsible. police continue to investigate a gruesome scene in chicago. six people were found dead in a home yesterday. the victims suffered blunt trauma which leads them to treat this case like a homicide. there were no signs of forced entry and the inside of the home had not been ransacked. just two more days until the superbowl which has many people headed out to buy a brand new television. >> yeah, coming up, what you need to look for to make sure you buy the best tv for your home. >> but first, a dog looking for a good home for years now. coming up next, what the animal shelter recently found that tells the heartbreaking story about this pup.

>> the shelter has uncovered a long lost letter about him. john rogers has the story. >> reporter: it is sad to think about, but this wonderful happy dog as been in and out of the shelter for the past six years but staff recently uncofferred a special letter that brings us the perspective this dog came from a happy home and is eager to find another one. rufus is quite popular among the shelter staff. >> we all love him. it is hard not to. >> reporter: at ten years old, he is always energetic, excited, just happy to see you. >> it is hard for anyone not to love him. >> reporter: some folks gave him a shot and adopted him but brought him back. some said he wasn't a good fit. others said he is too old. >> it is a lot harder for these guys to get adopted. >> reporter: the staffers hope this will help. buried deep in rufus's file was a forgotten letter. it was written by his owners when he was brought here in 2010. it was penned in the first

steve, we are not too bad when you consider what is taking place. we will show it one more time. this is video in new hampshire. the crew are coming up in the presidential race. yeah. they are all out there driving around. and what did you say? five to six inches of snow? >> yeah. >> low pressure and the same thing that has dragged the cold front through florida. buff it is way up in the north. hopefully it will let up on those folks. you can tell by the drops on the windshield and the dark freezing there. >> but it looks better than our looks worse. [ laughter ] >> i don't see any contrast in at wall. mostly clear skies. we are free of snow and anything like that. it is much cooler. we have a southeast wind at 4 miles an hour. so, mostly clear conditions persist at hula bay as well. fairly light at 5 miles an

the boats look great and the trees are bobbing around a little bit. look at the clear skies. high pressure is our huge weather feature. that dominates with the cool dry air aloft and at the surface. the weekend, temperatures are cool. 65 degrees. these temps below normal given the time of year. a few evening showers developing area of low pressure off of the east coast. we thought this would be a good chance of showers. the way the low is developing, it may drag a few showers into inland areas. it may add a few clouds too. still chilly in the forecast. 54 degrees with a few showers. you saw in the cameras how clear it is out there at the moment. again, that dry air really lends itself to the blue sky. 47 degrees. grab a jacket to start the day.

maybe a few clouds in our forecast. clouds and some sunshine. maybe a few showers developing later in the day. tomorrow afternoon topping out at 65. you can see hour by hour here, mostly clear conditions. temperatures will fall quickly this evening. a bit of a breeze moving the chilly air around making it feel much cooler. 47 degrees at 7:00 a.m. sunshine, a few clouds. a few clouds will pick up as the day goes along. 58 in largo. it is 60 degrees right now in lutes. 60 at apollo beach. elsewhere, pretty much the same kind of temperature. low 60s upper 50s and the breezes are a little stronger today. that makes it feel a little cooler. if you want to call it a windchill, it is hard to on a day like this. not like the folks up north are dealing with, but it feels much cooler. you can see gusting to 21 miles an hour out there in lake placid. this is what i was talking about.

very red. when you see this condition, you know these colors are very deep indicateing the dry air high above. this is affecting our weather. that is the cold front. way at the top of the storm system, that is where the snow is taking place. the picture that's we saw out of new hampshire, clear skies. freeze advisories further knot. not for us tonight. but this evening looks like clear skies throughout the day on saturday with more of a northeasterly flow. you see a few clouds building. chilly weather again. temperatures in the 40s through this period. i expect a few clouds to mix in with the cool temps. in the afternoon, mostly cloudy skies. a slim rain chance for us with this developing area of low pressure to the south. still mostly cloudy skies through this period. that will intensify further away from us. but it will also play a part in helping to pull down on the western side. some more cool air. that will set up a chilly sunday at 60 degrees.
