decision that could help determine who is our next president. good afternoon everyone. i'm josh benson. >> and i'm stacie schaible. this is first at 4:00. and we are going to begin the cool weather we're having. >> good afternoon, stacie. quite a bit of a week we have been seeing here in the tampa bay area, really feeling a taste of winter. you can see 59 degrees in clearwater beach. the winds currently at 29 miles per hour. so we're dealing with strong winds on top of the chilly temperatures which is making it feel colder outside. and we're looking at below average temperatures that are going to stick around for a while. currently a lot of us have made it into the low 60s. 60 in temple the terrace. 61 in new port richey. and 61 currently in lakeland. cool temperature, here's a look at 9 the winds out of the west from 15 to 25 miles per hour.

between 30 to 40 miles per hour at times. so when you factor in the wind, yes, you better have had the jacket. you are going to need that. and sprinkles earlier today. not dealing with that anymore, just some lingering cloud cover. and we're starting to see this decrease through the overnight hours. through the evening, partly cloudy sky, temperatures fall back quickly tonight. and we will quickly enter the 40s into the overnight hours. and tomorrow morning, we're waking up to temperatures in the mid-40s but when you factor in the wind, it's going to feel like the 30s. we will have more on how long the chilly cold spell is going to last in a few minutes. guys. >> thanks, julie. those gusty northwest winds proved to be too much for sailors competing off clearwater beach. >> they are battling the elements while trying to keep their boats from capsizing. it's a serious deal out there. we are live on sand key right now.

everything seems to be okay. all sailors are back here at the sailing center after some tense moments just moments ago. gale force winds caused several boats to capsize, throwing crews into the water. off the coast of clearwater beach, an international mix of olympic hopefuls used every skill they could muster to be the fastest. but winds forced race organizers to call off the competition after only one heat. three boats capsized near pier 60. for a time, coast guard crews searched the water, fearing sailors were tossed overboard. everyone got out okay. believe it or not, sailors like this kind of weather. >> i prefer it windy and as wavy as possible. >> reporter: whitecaps no big deal. salt spray in the face? child's play. these sailors scoff the idea of staying onshore. their motto, bring it on. >> they're a lot of fun.

trying to hang on and harnessing the power of the wind. >> reporter: the original alert stated there were people in the water that were unaccounted for. we watched the coast guard helicopter and jay hawk search for about 20 to 30 minutes. and we learned everyone is out of the water and going to be just fine. we saw some broken masts, people being towed in. a little touch and go for a while. >> awful conditions. so i think i heard you say, they're calling it off for today. any chance they'll get back out there today? it's about 4:00 now. >> reporter: they're going to have a 5:00 get together to assess. the problem is they're going to run out of daylight. my guess is probably not going to have any racing today. they'll resume tomorrow at noon. >> yeah, not worth getting hurt over. thank you so much. and now to new hampshire where voters are casting their ballots today in our country's first presidential primary of

>> and right now, polling locations are packed with voters. candace mccowan traveled from tampa to new hampshire to bring you the latest on the candidates and the voting. >> reporter: good afternoon, josh, stacie. it's the all-important primary day here in new hampshire and voters are making the important decision right now. they are outside a poll here in man chest. and i am joined by anna. you just came out. had you made up your decision a longtime ago or a last-minute decision? >> not last-minute. i would say the last couple days. >> reporter: what really had an impact in the last couple days? >> i really felt strongly about some -- i'm a democratic, so i felt strongly about some of the issues and such. >> reporter: did you get a lot of phone calls? a lot of people knocking at your door. >> way too many. i hope they visit florida. >> reporter: and i'm sure you're ready for this day to come and go. >> yeah, i am. i'm ready for you to return. >> reporter: we are too.

sculpture that comes from the chihuly gallery. a worker found it today and it doesn't look damaged. but now police are looking through surveillance video and plan to process dna found on the piece to find the thief. polk county school superintendent is still on the hot seat even though she has been cleared of a complaint lodged against her. she appeared before the school board today for the first time since claims of sexual harassment from an associate. several board members say they have lost confidence in her ability to lead the polk school district. the superintendent apologized to the board and to the public. >> while i have without question learned from this investigation, and i respect the process, and i'm humbled by having been forced to go through it, i am ready to put

>> unsubstantiatedded. that's what i was looking for. the board will hold a special meeting this friday to decide what action to take which could include firing. new lanes are open on i-275 in pinellas county into tampa which is really good news if you drive that stretch frequently. for weeks now, drivers have been dealing with bumper to bumper traffic on i-275 northbound but not anymore. the new lanes opened overnight, easing the congestion. and fdot tells 8 on your side the ramp at lois should open in a day or two. a warning from actor hugh jackman. why he is worried about your well-being. and then a look inside a start-up company with 13 employees that won commercial time during the super bowl. we will show you how their business is doing now after the ad ran. that's coming up on first at

and here's another reason to wear sunscreen. actor hugh jackman just revealed another bout with skin cancer and he is asking you to take care of yourself. the 47-year-old posted a photo on facebook showing a bandage saying, an example of what happens when you don't use sunscreen. he says this time it's the mildest form of cancer. now more headlines from hollywood including this year's list. >> david daniel has that and more in the hollywood minute. hello, it's me >> reporter: this won't surprise anyone who couldn't escape that song or didn't want to, the international music industry group ifpi has named adele the most popular recording artist in the world for 2015.

joining us now for another look at the first at 4:00 weather, julie is here. and yes, it's chilly again. >> it is. we are getting a lot of use out of the winter clothes. >> yes, we are. >> making up for the last couple years. >> and for a while too. >> yeah below average temperatures for at least the next week. so get a little more use out of them as well. and who is also trying to stay warm -- >> the manatees. >> yes, aren't they cute all had you had. -- all huddled together. you can see the manatees keeping warm. this video is from facebook. almost a million people have looked at it. and people all over the country trying to stay warm. not just us here in florida. and here's a look at the below

expecting through the coming weekend. average f you're wondering what -- average, if you're wondering what that is, it's 7 2 . we will be in the 60s and 50s through the end of the coming weekend. degrees. tomorrow morning, you will need the jacket, the kids definitely need to be bundled up at the mid-40s. it's going to be breezy and the winds will pick up through the day, expecting sunshine, going breezy and chilly. highs only into the upper 50s tomorrow afternoon. currently a lot of us have made it into the low 60s. it's 61 in tampa. 60 in zephyrhills. 61 in brooksville. still 57 in inverness and crystal river this afternoon. so we have the northwest winds bringing in chilly air. and we will still see some lingering clouds through the evening hours but the sprinkles you saw this morning that may have messed up your car wash, well, that's long gone and it will be dry overnight and temperatures fall back quickly.

morning, we could still see a few clouds around but definitely peeks of sunshine. the difference is, temperatures 30s and 40s. this morning we were still in the low 50s. that's a comparison for you. into the afternoon hours, quite breezy and those strong winds make it feel even colder into the upper 50s. day long. but beautiful blue skies into the afternoon hours. lots of sunshine. thursday morning, this is actually going to be the coldest morning we have. the reason being, the clear skies, all of us in the 30s or if low 40s. and could see a freeze in the northern counties. by thursday afternoon with dry air in place, bright blue sky, no rain expected. friday, dry conditions continue. and we gradually start to warm up a little bit. still below average but in the upper 60s and with winds not as breezy, it should feel the week. too bad.

still on the cool side but we should be in the mid-60s. >> thank you. the stock market is wild these days. and according to expert, we are close to a test of the market correction lows. so you can plan for a major market correction or not. let's check it out. 8 on your side has the answers today. and joining us today is john wax. always good to have you here. especially when the markets are down right now. let's talk about. that we have seen a lot of selling lately. why are we seeing so much. >> what is going on is what we call a selling stampede. mentality. and when some start move, the herd starts going with it. typically the last 15 to 25 sections, we are actually in the 29th session so we are bottoming process. doesn't mean we can't go lower but that's what's happening. >> stampede, that word freaks a lot of people out. >> it sounds that way.

happens is, everyone starts to think things might be bad so you squeeze a lot of excess stress out. and then like a stampede, all of a sudden, everyone says, what are we running from? and that's where we hopefully are now, reaching the point of, what are we running from? >> when it end, what should people do? is there strategy in place? do you let it blow over? >> this is a good time to look at the portfolio and take some opportunities. one, you might harvest some losses. you may have positions that are down. sell them, lock in the losses and invest in different the holdings and carry the losses forward for planning use in future. you might want to sell something for a gain and now you have losses you can use. >> and a nervous investor and maybe want to back off for a while, is that a terrible idea? >> it's not bad. we would never encourage people to get out. but if you do, have a re-entry strategy.

now four headlines at 4:30. the first presidential primary of 2016 is in full swing. a steady flow of voters have been casting ballots all day even though there's a snowstorm going on outside. we sent news channel 8's candace mccowan to new hampshire to cover the primary for you. she will have live reports at 5:00 and 6:00 and results at 11:00 tonight. number two, president barack obama is laying out his 8 and final budget today. the ace $4 trillion-plus deal including a $19 billion increase for cyber security, a $10 per barrel tax hike on oil and an increase in taxes on the wealthy and corporations. republicans have rejected those last two proposals. number three, today is

the streets are packed and parades are rolling through. but at midnight, police will clear the streets of the revelers. that is when the carnival is over and lent begins. tomorrow is ash wednesday. number four, a florida man is facing assault charges for throwing an alligator the through an open wendy's drive- thru window. according to police in royal palm beach, 23-year-old josh james pulled up to the drive- thru, the server handed over a drink and turned around and that's when james tossed the 3.5-foot gator through the window. and get this, his parents claim it was just a prank. >> good luck with that one. >> yeah. it's been nearly five years since casey anthony was acquitted in the 2008 death of her daughter kaley. >> and now documents suggest she may be trying to start a new chapter in her life. she is getting help from someone she knows very well.

driveway today but whoever was inside this home in west palm beach didn't want to come to the door. news 6 has found out the house is owned by this man, the 67- year-old patrick mckenna. we followed him investigating the death of 2-year-old kaley anthony in 2008. he was the lead investigator for her mother, casey. he and his wife have been helping her with living arrangements since she was acquitted and they're helping her go into business. we got ahold of documents showing she plans to open a business by the name of case photography. the address is one of his homes in west palm that he's owned since the 1980s. she filed the application in november of last year with a start date listed as january 1st. she payed the $160 application fee. but it looks like anthony could

news 6 found what could be her business facebook page. it's labeled case photography llc and it shows a couple photographs from new york. the page though has been taken down. some speculate she's been bullied off facebook. [ phone ringing ] >> reporter: we called the number listed on her application and we got a recording. >> your call has been forwarded to an automatic voice message system. >> that was from west palm beach. nobody in the neighborhood wanted to go on camera to talk about casey anthony's business venture. we are told she has not filed the local paper work yet so it could be some time before the business is up and running. a legal battle is raging over an abortion bill the governor signed back in june. it would require a mandatory 24- hour waiting period. capitol bureau. >> reporter: should women have to consult with a doctor ask then wait 24 hours before

that was the question before the first district court of peels tuesday morning. attorneys for both sides argued whether or not the 24-hour waiting period law was constitutional. the state representative sponsored the bill last year. >> it empowers them to have the face to face consultation with a doctor which currently the doctors aren't showing them that same care that they would to other patients for other procedures. >> reporter: but aclu florida maintained that the law is detrimental to women's health. >> they should not be forced to delay the procedure. they should not be forced to undertake the additional costs and burdens of having to take more time off work. >> reporter: florida's legislature passed the law last session but was essentially only in effect for one day before an injunction was filed. reporting in tallahassee, i'm matt galka. >> the appeals court will decide whether or not to uphold the injust or not and and could turn the case back to a lower court.

we're dealing with below average temperatures for a little bit across the tampa bay area and the cold spell not over yet. this afternoon, we're sitting at 60 degrees at sun city center.

but closer towards the coast, anywhere between 30 and 40 miles per hour this afternoon. so it has been windy, some clouds lingering. and we're left with partly cloudy skies for this evening. temperatures quickly falling back into the low 50s. the breeze will continue for many of us and it's going to be last night. and as you wake up tomorrow morning, we will be in the mid- 40s. expect breezy northwest winds during the morning hours. so so make sure you're bundled up during the morning and then into tomorrow afternoon, we're expecting beautiful blue skies through the day, drier air will work in and skies clear but we're not going to warm up a whole lot. still possible into the upper 50s. so another chilly afternoon and another rough day on the water, choppy conditions expected on the bay with seas at 6 to 10 feet. small craft advisory and a high surf advisory in effect. and we will talk more about what conditions will look like into the valentine's day weekend in the full forecast. >> thank you. 8 is on your side with what

allowing the cold air to just spill in from up north. and it's sitting across the eastern half of the u.s. and we're dealing with snow in places like the southeast right now, or at least some flurries continuing. for us this evening, temperatures going to drop back quickly, lingering clouds around through the overnight hours for us. as you wake up tomorrow morning, we will see a few clouds but it will be colder than it was this morning. we will be in the 30s and 40s. into tomorrow afternoon, any of the clouds will clear out. so we are left with mostly sunny skies but still quite breezy can cool. high temperatures will only make it back up into the upper 50s so it's going to feel chilly when you factor in the winds. you will need the jacket all day long. and by thursday morning, this is going to be the peak of the cold mornings. we could see a freeze in our northern counties thursday morning. the reason being, the windses will be lighter, the skies will be clearer and that's ideal conditions to see some chilly temperatures. so starting off thursday

drier air in place. and we warm up awe bill into the afternoon hours. so make it into the low 60s. lots of sunshine, blue skies throughout the day, high pressure building and this is going to keep things quiet for us. and notice on friday, we actually start a warming trend. we get back up into the upper 60s. now that's still below average for this time of the year but in the sunshine through the day and lighter wind, it will feel comfortable for us for friday. and look ago head to this weekend, valentine's day, if you have outdoor plan, what to expect saturday, we're going to be in the upper 60s and we are tracking another cold front that's going to move through on saturday. but the rain chances are at less than 10%. so that shouldn't be an issue. just a few clouds as the front passes and what the front does is just keeps temperatures below average. so on sunday, valentine's day, a lovely afternoon for us, temperatures reaching into the upper 60s. so still a little bit on the cool side but we are expecting mostly sunny skies. and tonight, 45 in westchase.

facebook under the name t-rex tuesdays, just for fun. this picture is trending. the poster claims this is a six- year-old happy meal. as you can see, it hasn't decomposed at all. well, a mom named jennifer lovedoll bought the meal in 2010 and kept it in an office as an experiment. it shows how unhealthy the food is, especially for children. the age of the food is not determined by anyone but the mom. the original post had 250,000 shares. >> hm. and, since this is mardi gras, here is a quick video from a website called delish for a king cake pull apart bread. it posted on facebook a few days ago and has more than a million views already. it is only a minute long and it uses easy to find ingredients. it is not a traditional king
