a shake-up in the republican presidential race. who is still in and who is out after new hampshire. and good-bye to illegal speed bumps. after 8 on your side broke the story, we are seeing action from traffic officials. good evening. i'm keith cate. >> and i'm jennifer leigh. a sculpture worth $25,000 was stolen from the chihuly collection and then returned 48 hours later and. tonight we are getting our first look at brand new surveillance video. we are live at the s t. petersburg police department. and you just got your hands on the video a few minutes ago. >> reporter: i did. good evening to you. we have been waiting for this all week. the video just released moments ago and cops are telling us, they hope somebody out there recognizes the faces seen in the surveillance video. take a close look at this surveillance video from the streets of st. pete. cops tell us this guy returned

you can see him right here with a large box in his hand, inside is the chihuly sculpture. detectives are also looking for someone else, this man wearing a ball cap with long blond hair who happened to walk by starting a brief 10 second conversation after the art was given back. detectives would love to talk with the mystery men and see what he saw and what he knows. >> not necessarily the best hope but he helps tie the puzzle pieces together. just one more piece of evidence that could help us out. >> reporter: and you know what it's like in a mystery case like this, every little bit of evidence helps so police are hoping that somebody may recognize the face and they can put this altogether and help solve it. >> yeah, even a small bit of information can turn the thing on a dime. what about video from the gallery? >> reporter: well, 28 cameras were rolling at all times and

you can imagine how tedious that is, frame by frame by frame trying to figure out who it is. so we will be on the case all night and we will continue to get answers and maybe, maybe we will get some new leads by 1 1:00. >> looking forward to it. melanie michael, thank you. walmart employees who stopped a shoplifter are now part of a criminal investigation. just today, we learned that the shoplifter's death has been ruled a homicide. josh thomas is live in lakeland. so josh, what happened here? >> reporter: well, quite frankly, it's under investigation. but we can tell you that the shoplifting incident did happen this past sunday outside this walmart in lakeland. and tonight, as you mentioned, lakeland police are working a homicide investigation and quite frankly, it could lead to charges against those walmart employees. the 64-year-old died less than 12 hours after being chased by walmart security.

worth of dvds from the store. >> at some point, his pants caused him to fall. and he fell to the ground. he was apprehended and taken into custody. shortly there after, they noticed he wasn't breathing and that's when they began cpr. >> reporter: he was rushed to the hospital but died hours later. the medical examiner has ruled the death a homicide after the autopsy revealed he did not die from a previous heart condition like a heart attack. >> he didn't deserve to die. >> reporter: he told me loss prevention officers have strict comes to catching shoplifters. them. they're supposed to go out there and try to stop them but not supposed to use any kind of force at all to stop them. you know, if they get away, they leave. they're not supposed to chase them. >> reporter: but that is apparently not what happened outside this walmart. walmart corporate officials

involved in the incident have been suspended pending the investigation as we continue to learn all of the details. >> is it possible somebody is going to be charged here? >> i'm not going to speculate because i don't have all the facts. i know they are continuing to do interviews and talk with walmart employees and any additional witnesses. >> reporter: now we still don't know what he died from, that has not been released by the medical examiner but because the death did happen during a crime, police have to treat it as a homicide. >> well, how many employees are we talking about here, josh? >> reporter: well, we're talking about six walmarts employees. we don't have, however, know how many were loss prevention officers and how many were just other store employees. >> all right. josh thomas, live in lakeland, thank you. there are questions in the wake of a deadly strip club shooting. a gun and an underage teen somehow ended up inside, add in a packed house and it was a

8 on your side took a deeper look into the checkered past of club rain. it turns out both tampa police and fire units have been called past few years. and we are live in tampa. today? >> reporter: hey, good evening to you. well, we actually got a list of the calls for service to club rain from the tampa police department today and we discovered that they have been called there multiple times over the past year for everything from guns to weapons. i also found out that in march of last year, the tampa fire department had to shut down of large crowds. and those crowds there this weekend could have been a big factor in what turned into a deadly night out. with music blaring and lights flashing, video taken inside club rain shows it was the place to be on friday night. [ gunshots. >> reporter: the party was short lived after someone

leaving two men dead and six injured, including a 17-year- old girl. >> when you mix alcohol and a large crowd like that, bad things could happen. all you need is one person to get it started. >> reporter: under the city's fire code, the club was only supposed to have 165 people inside but there could have been many more. >> by the time we got there, there were still some people, many were outside, many were nearby, some still inside and many chose to go home. so we don't know how many people were there. we're told there were hundreds there. >> reporter: this would not b overcapacity. the club had to be shut down in march of last year after officials discovered 150 more club goers than was allowed. things like alcohol -- disaster. from my point of view, the only thing we can address from the fire marshall's office is the over capacity. we don't have control over the other issues. inspections, it's up to the

christie finished sixth in the new hampshire primary. carly fiorina also announcing today that she is leaving the race. donald trump and bernie sanders scored solid victories in the new hampshire primary last night. and next stop, south carolina. republicans will vote on february 20th. the democrats will vote on the 27th. alabama has its first case of the zika virus. health officials there confirmed a resident who travel add broad tested positive. cases have been confirmed in 12 states now including florida and the district of columbia. there are 16 zika cases in florida. all were contracted overseas and none involve pregnant women. 8 on your side is heading to cuba once again as the u.s. considers lifting the cuban embargo. the democratic congresswoman caster is leading a

florida lawmakers are looking at tougher penalties for convicted dui offenders, even if it's a first offense. it would force drivers to get an interlock device installed on their car. drivers would have to pass a breath test before starting their vehicle. mothers against drunk driving are backing the bill. >> we all deserve better. in florida and across the nation, residents and visitors deserve to drive without fear that the driver next to them

>> right now, the law requires an interlock device if the blood alcohol level is above .15. this would extend that to any drunk driving condition. it stay on the car for six months. one illegal speed bump gone but two more are in the middle of a port richey road. tonight, there's word of some changes coming. the remaining illegal speed bumps will be ripped out but pasco county traffic engineers have a plan to make the road safer. we brought you the story first and we are live with today's new update. okay, peter, tell us about the new plan. >> reporter: good evening. this is where one of three speed bumps used to stretch across the road there. are still two more down there and they're still in place. and now comes news of a new lower speed limit. >> i think these are good. >> reporter: exasperated by

down this road, he appreciates the do it yourself speed bumps a neighbor had installed. he tells me one speed demon in particular is a repeat offender. >> 60 to 70 miles per hour. >> all the time. >> every day. we have to yell at the kid to slow down. >> reporter: this is what james street looked like last week after cooper paving finished laying down three speed bumps without any permits. >> looking for somebody from cooper paving. >> reporter: i called the company to see if they planned to return to take out what remains. a spokesman hung up on me. while agreeing the speed bumps are doing their job, this neighbor has concerns. >> we can't see them at night. that's why. it's dark down this road. >> reporter: neighbors who want speed bumps must follow a put them in. >> most likely that street is not going to meet the criteria because of the length of the a certain speed. >> reporter: but a solution is on the way.

actually of substandard width, we are looking at reducing the speed limit. right now, it's non-posted so it's 30 miles per hour and that should go down to 20 miles per hour. >> reporter: that's welcomed news to neighbors fed up with the raceway in front of their homes. >> the county is going to post a 20 miles per hour speed limit on the road. think that will help? >> yes, sir. >> reporter: the board of county commissioners has to approve the new 20 miles per hour speed limit. the county is responding to the request of a person who is blind. and we heard from neighbors about dogs and cats that might get hit. >> well, peter, if they post signs saying it's 20 miles per hour, won't the speeding drivers just, you know, blow the science off and ignore them? >> reporter: that's highly possible. and what that ends up being, it will be an enforcement issue. and the sheriff is good at handing out expensive reminders. >> yeah, north of $150 as i recall. live in north port richey.

>> you seem to have a specific figure. >> that was awkward. >> did you have an incident? you want to share? >> i may or may not have had an incident. not on james street nor involving speed bumps. >> interesting. we will go into the weather. it's been bumpy weather-wise. wind, cooler temperatures. >> we have an area of high pressure over us and that's why we have a freeze warning for a couple northern counties. clear sky, yes, still windy but as the winds become lighter, we lose a lot of warm warmth and the heat will go up into the sky. look how windy at that location, 30 miles per hour winds. and the seas have been high. been watching the high tides the past couple days because of the west and northwest winds that have been blowing strongly into the gulf coast on the west coast of florida but it's been windy. 52 degrees with a northwest wind at 18 miles per hour.

place citrus, hernando, sumpter, counties tonight. we are under a frost advisory for the rest of the area. this does not include s t. petersburg or the rest of pinellas county but that doesn't mean we can't see isolated spots that could see frost. or the western sections of hillsborough county. but pretty much everywhere, where winds are lighter and temperatures are close to freezing or even upper 30s, we could see frost form. for the state fair, same story, cooler temperature, sunshine. at 11:00 a.m., 56 degrees. a sunny afternoon at 3:00 p.m., 64 degrees. bring a jacket, it will be cooler. 49 degrees at 7:00 p.m. with the clearer skies, the lighter wind conditions, less mixing of the atmosphere, cooler conditions and happening fairly quickly. overnight low of 40 degrees. and that means 30s, close to freezing in the northern areas so take the precautions tonight in those normally colder spots.

no matter where you live in the area, take the precautions. 53 degrees right now palm harbor. odessa, 52. macdill, 55. 51 degrees in brooksville. low 50s in inverness. winds, they're still an issue and strong out of the west, northwest and north. 25 miles per hour gusts in tampa. you can see gusting to 25 in sarasota. and 26 miles per hour in winter haven. so the winds will continue strong. and this is the forecast winds. getting into the early morning hour, you can see the numbers coming down to single digits. and that's the radiational cooling we're talking about, the clear skies and lighter wind conditions that lead to the fast, chilly temperatures and the possibility of frost forming around the region. and cold front, still down to the south of us. we're in the cool zone here, clear skies starting to build in. and yesterday, we were looking at the high and mid-level clouds streaking across the state. and that's not the case at this point. so this evening, clear and chilly.

and underneath that high gives us a gorgeous day for tomorrow. and but still sunshine, highs in the 60s. and we go through a slow warming trend into the weekend and keep our temperatures below normal but in a pleasant range overall. 69 degrees for friday. 68 degrees for saturday. same for sunday, valentine's day there, temperatures back up above 70 degrees. that's fairly good news. and we head toward a warmer trend. a lot of folks saying, when is it going to warm up? same folks that asked, when's it going to cool down? rain chance late, late monday, early tuesday. that's what we think the time willing be. we will see how that changes or does not change but that's our thinking on the rain chance. >> that's why you're here, when people want to know. >> that's right. >> steve jerve has the answer. >> that sounds like a promo. >> that would be a good one. and we have breaking news before we move forward. an update to a story earlier. police have a person of

target is introducing a new gender neutral line of bedding and home goods. it consist of 12 different themes that kids can mix and match. this comes months after the retail chain announced it would be moving away from gender based signage on displays in the toy, bedding and entertainment departments. the collection will arrive in target stores and on target tom come on february 21st -- and on target.com on february 2 1st. the sporting good store missed a $20 million debt payment a month ago. they expect the store to default on the loans. sports authority may have to close about half of the 450 stores. the company spends $6 million a year just to have the name on the denver bronco's stadium. regulators have approved
