good afternoon, i'm josh benson. >> and i'm stacie schaible. this is first at 4:00. cooler temperatures are getting a lot of people's attention. we went back into the winter section of the closet. it's true. here's storm 8 meteorologist jewel ulie phillips. >> good afternoon, guys. we're dealing with cooler weather now. the winter clothes in the back of your closet getting use out of. 63 degrees in the auto mall. you can see beautiful blue skies. it feels cooler is the breeze. in the east winds at this location coming in at 18 miles-an-hour. temperatures in the low to mid-60s. 61 in st. pete. 66 in zephryhills. 6 in weeky washy. they need a light jacket. here's the winds at 10 miles-per-hour. we're seeing gust over 20 miles-per-hour at time.

killed in fiery plane crash friday. there are lou and pilot and his good friend kevin of noterny who worked at -- we caught up with a long time friend. >> he was extremely compassionate guy. he would help his friends and he was extremely intelligent, and he was a very loving husband, and a very generous father and grandfather. >> the ntsb tells news channel 8, another plane was taking off at the time of the crash and it's not clear if that had anything to do with the accident that killed the men. a teacher bonus program known as best and brightest is almost universally frowned upon by the state's education system. it's being continued next year

vasilinda with more from our capital building. >>reporter: the brightest program allows teachers to submit their sat scores when they were in high skl and earn up to a 10,000 bonus. 5200 teachers qualified. superintendent says they endorse accountability, but not bonuses based on two tests back in high school. >> there's a significant correlation between one sat and performance in the classroom. >> the general dislike of the plan didn't stop lawmakers from renewing it for at least one more year. >> at a third of the award funds from this past year went to attract new teachers. those not in the teaching profession before. >> educator hate the program, lawmakers like it and they've increased the funding from 45 to $49 million next year. reporting from the state

4:00. more than 80,000 honey bees evicted from a gated community in lakeland. >> now the grass land's neighborhood is a bit safer. melissa mow-- melissa moreno shows us the bee take down. >>reporter: because of the sides of the hive, they believe it has been here for over a year. they believe it's well over 80,000 bees in it. these honey bees must know how to pick their real-estate making this tree in the grass land's community in lakeland their home. hooper with all creatures wild life control wanted to make sure the bees were safe. >> we need a pretty environment. we have to have bees. they pollinate all things. without bees, we have trouble. >> we called in local beekeepers to do the job, vacuuming the bees into a box and piece by piece, taking apart of the hive. >> they don't get killed. we carry them to an area

what they're supposed to do. in lakeland, melissa moreno, news channel 8. when it rains, water goes into the storm drain and that goes into tampa bay. >> today, storm 8 meteorologist leigh spann find a way to curve the crash at the curb. >>reporter: this is installs in hillsboro county and it's keeping all of this from going into tampa bay. oh, a florida rain storm. boy, can it pour. >> all the storm water goes into the bay, and there's not a catch base. >> they self proclaim boating community, they wanted to keep the bay clean of all the trash caught in the rain water. >> you see people throw trash out all the time, so we stop it here, and like the cigarette buds, we can

it's going to be like tomorrow morning. 46 in carrollwood. 40 in land o'lakes. 30s at the end of this is unusual for us . down. so when you wake up tomorrow morning, your weather map forecast will show a chilly start, but today. bad. we warmup quickly during the day. by the time you're grabbing lunch, low 60s and sunny and beautiful sunshine tomorrow afternoon and we'll make it back into the low 70s. after a cool start, looking at a nice day tomorrow. you can see in our satellite and radar imagery, nothing going on. no rain expected over the next several days and that's due to the dry air and high pressure that has

sitting over the gulf of mexico. this will allow our temperatures to drop back. a lot of us in the mid-50s. and 30s and 40s tomorrow. bundle up and make sure the kids are prepared if they're not on spring break. heading into tuesday afternoon, nothing but sunshine. by wednesday, we start to warmup. we'll be waking up with temperatures in the 50s. not as bad. that warmer south eastern flow kicks in on wednesday, and that allows us to warm. we're back up close to 80 degrees by wednesday afternoon. that's the great beach day if you're on spring break this week. and then by thursday, we increasing. cloud cover will increase and we're tracking late day rain and notice the system to our west. this rain is going to move in as we head into the end of this week into this weekend and we're you can see dry the next couple of days, but the rain chances goes up and they're sticking around as the

the governor did not waste time signing the state budget and making vetoes this year. >> that didn't give policy seekers time to make their case for why projects should be left in or scratched out. mike galka has that story from our capitol bureau today. >>reporter: it's tax time in turkey. the group releases their list of projects that probably shouldn't have made the state budget. tax launch releases an annual list of projects that didn't get vetted by the legislature and they say aren't the best uses of tax payer money, but their list came out a day after the governor signed the budget this year. the group thinks the governor did sign a good budget. >> there's areas where we can improve in the water project and particularly on those economic areas and we can ensure that taxpayers get value.

>> and that was jeff rossen reporting. the government is spending billions of dollars to fix these bridges. >> that may sound like a lot, but analyst say the problem is so bad and wide spread that at that pace, it will take 21 years to fix all the bridges on the list. >> you'll be thinking about that every time you drive over one or under one. >> it's not a good feeling at all. >> no. julie joins us now. >> outside, it's feeling chilly outside today compared to what we have been seeing. boots weather. >> it hit me by surprise. i forgot about it over the weekend. >> chilly out there. >> we've gotten used to the 80s and now we're in the 60s this afternoon. a change and tonight it's going to get colder. a low of 46 tonight in tampa. the record 40 degrees setback in 1906. we're not going to be too far off that. this is fairly unusual to see the cooler air moving in so late in the season. but the chilly temps tonight will be about 15 degrees below average.

going to stay chilly for too long. temperatures jumping into the 80s as we head into wednesday. higher rain chance in the forecast friday through but tomorrow, an absolutely and enjoy spring training. while the temperatures on the cool side, the winds will be lighter which will the lakeland. 64 degrees at at the moment we have high clouds around, but generally looking at plenty of sunshine today. dryer air has moved in. the front is off to the south of us. enough with the dry conditions. that's all we'll see for the next couple of days. the dry air will stay in place. north winds will allow the temperatures drop back into the 30s and 40s as we head

when you wake up, bunked -- bundle up. nothing by sunshine with high pressure in control. you can see nice around spring break this week, it's going to be the best beach day because it's going to be sunny through the day and by the afternoon hours, degrees. the southeast winds kick in and that by thursday, that's when we see moisture returning already. you can see that on our forecast model. we'll track late day rain chances on thursday and a this one moves in towards the end of this week and this weekend and leaves us with rain chances all the way into the start of next week. temperatures in the low to mid-60s across the board. much cooler than we have been seeing and you can see the cool air moved in the country. chicago. 51 in new york city this afternoon. for the rest of the evening, a few clouds around. winds
