for the reed. ryans fired siltech in june for faulty construction, now water leaks are making things worse. >> this could be a symptom of a much bigger problem. >> that is absolutely correct. you are absolutely correct about that. that is one of the reasons why we are involved in mitigating legal action with the contractor now. >> reporter: ryans tells me he paid a personal visit to paula to apologize just the day after behalf. he tells me no one should have to live like that and he is going to fix her problem. siltech was supposed to fix all of the leaks as part of the warranty but never did. ryans has hired another contractor and insists insurance, not taxpayers, will pay for the repairs. >> not familiar with this company. i guess you made a phone call. any response to all of this? >> reporter: in a word, nothing. no one from their office has returned my calls. it is interesting to note that
