hit and killed the same bicyclist. >> president obama has a message for flood stricken louisiana. i'm jennifer leigh. >> i'm keith cate. thank you for joining us tonight. let's start with a look at the tropics. we are keeping an eye on a tropical disturbance that could affect florida. steve jerve joins us now. >> getting close to the peak of hurricane season. we are seeing the tropics in the atlantic line up. first, we have developed as a tropical storm. 65 miles an hour winds. it is forecast to stay likely out to sea as a category one hurricane. as we see in the atlantic, it is not the best environment for storms to strike with dry air coming off of africa. we have the remnants now of fiona well to the north. and gaston, about a 55% chance of developing.

spaghetti miles gives us a shape of the storm. it was very disorganized and elongated at this point. they did find a 37 miles an hour wind gust as they flew out of san juan and we will be watching it the next couple of days. it may not be very impressive. it is very large geographically. it could become more organized near the bahamas. it is something the u.s. and state of florida will have to >> thank you steve. we will check back in with you in 15 minutes. meantime, breaking news. we learned the man caught on camera trying to kidnap a girl from a dollar general store has been found incompetent to stand trial. remember this video? the court ordered craig bonelo be convicted to a treatment facility. he was caught trying to kidnap a girl in june.

hard. a deputy and the store clerk all credited with helping to stop this guy. now, zika in your backyard. >> there is a new concern tonight about a case of the zika virus in pinellas county. governor rick scott announced the case saying the person who has the virus did not travel out of the country and has not been to the miami area. now, state officials are working to find out where that person contracted the disease. 8 on your side's jeff patterson joins us live in pinellas county. je where this person lives? >> reporter: not exactly jen. this is where mosquitoes can breed. they need to get rid of that. state officials are only saying the person who contracted the latest case of the zika virus has not traveled to a known hot zone. >> we only have two areas we believe there's local transmission. >> reporter: sitting down with local officials, governor rick

cases of nontravel related zika virus in florida. the latest case in pinellas county. the governor emphasized that doesn't mean mosquitoes carrying the zika virus have been discovered in pinellas. the governor told reporters today efforts are now being made to find out how the infected person in pinellas county contracted the virus. >> we need to start doing strategic testing with the family, with individual work. all those things. >> reporter: the only known direct transmission zone the zika virus are in the miami area. the first area, a one square mile area in the wynwood area. the second in miami beach. >> the good news here, as a result of education and aggressive mosquito attacking, it is now less than one-half a square mile. >> reporter: yeah, the governor told us today he is now directed more than $26 million

how dangerous it is. melanie michael, this is where the bicyclist was struck and killed. >> reporter: it is indeed, keith. good evening to you. this is where the crash happened. we are told by fhp that the bicyclist veered into traffic and wit husband by not one, but two drivers. >> reporter: a stark image where the body of a young man is protected by a sheet in a james hope came to an end on the side of the road lodged under a car. his bicycle nearly a block away. >> a lot of people driving here 60 miles an hour. >> reporter: barbara diaz is a mother of three who lives nearby and was a witness. >> they act like it is a driveway. it is not an interstate. it is pretty bad here. there's a lot of accidents here on this corner. >> reporter: fhp tells us the young bicyclist who was killed veered into oncoming traffic

after being hit by an suv. a split second later, the 21- year-old was then hit again and dragged under a car. >> he was riding his bike and he was pretty much from this corner here, drug to the ... like, the opening right here at cvs. >> reporter: diaz says this area is not patrolled enough and she is worried at how close it is to the school. sh patrolling. >> more patrolling, more cops enforcing the speed limit. >> reporter: this is one of the busiest roadways in the region where troopers work a lot of accidents. >> this is a huge highway here for the tampa bay area. tens of thousands of people use the roadway every day. 24 hours a day. it doesn't go silent. >> reporter: by the way, both fhp and the hillsborough county sheriff's office says patrols

>> what about the two drivers who hit the bicyclist? have you heard about charges filed against them? >> reporter: according to troops it appears that bicyclists veered into traffic so it was his fault the reports are saying. the drivers and the victims declined to be interviewed at this time. the families. >> melanie michael, thank you. let's check now on breaking news and power substation at miami international airport. it started with an explosion. but we are not sure what went wrong. as many as 10,000 customers are without power right now. you can see a huge column of white smoke coming off of that scene now. firefighters getting the upper hand. just moments ago, we saw active flames but that white smoke certainly seems to suggest they are getting a lot of water on this fire. we will continue to monitor

bring you any updates as soon as they become available. president obama visited parts of louisiana today that are left devastated by floods over the past couple of weeks. he spoke with families impacted by the tragedy. josh benson joins us live with more on that. >> reporter: this troop comes amid criticism from republicans that the president should have been there sooner but he is there today. we are learning that 100,000 people already applied for federal assistance. >> this is this is not a photo op issue. >> reporter: president obama has seen the devastation in baton rouge with his own eyes and has promised to provide whatever federal resources are needed to rebuild the flood torn region. >> federal support has reached $127 million as of today, that is for help like temporary rental assistance. essential home repairs, and flood insurance payments. >> reporter: 13 lives lost, more than 60,000 homes damaged.

>> a raging wild fire on california's central coast is prompting evacuations. firefighters are setting controlled fires to burn up the fuel before the flames reach nearby neighborhoods. speaking of troubling times here, the chimney fire is creeping ever close tore an historic building. the flames are less than five miles away from hurst castle.

hurst. this is the most serious fire threat this site has seen in years. fortunately, there is an emergency plan to protect the art and the architecture. >> those fires, i have seen impressive images on social media. people posting the view from their house. >> it is scary. and the winds just keep it brewing and building. >> it is part of nature out there. no doubt about it. they have to live with the of environment they have. >> and we do to. where you poke things on the map. could be five days, could be seven days. your labor day could be shot. >> that is what we live in the tropical environment. you can see outside. it is a hot day. not too bad here at connorton. a little shower popped up. a few showers in the northern spots. then they were pushed offshore. 75 degrees. land o' lakes look pretty good. not 96 degrees.

and, in lakeland, you can see, 92 degrees. a southwest wind at 2. a little rainfall at that spot and at new port richey, 89 degrees. mostly cloudy skies. that location. rays game tonight, red sox are in town. 87 degrees. 7:10. no showers but storms are possible to develop. so that is always a heads up this time of year. hope they have a good game for the rays. showers, thunderstorms moving showers in polk county and hillsborough county. in the southern sections of pasco county. these thunderstorms collided with the northeast flow coming over from the east coast. and did develop west coast sea breeze and were promptly pushed offshore across crystal river. places like that. you can see in pasco county, a few thunderstorms continuing to develop. the showers will likely move to the west. in the overall northeasterly

flow. a westerly pattern. a showers and a few embedded thunderstorms, passing over the bay, looks like just moving over tampa itself. pushing down to the west and to the southwest. a little popup shower, northwest of sarasota. pretty quiet in terms of precipitation. 93 degrees at 4:00 p.m. temperatures are warm tomorrow like they were today. 94 in pinellas park. 92 in 95 dade city. the flow is now from northeast to west. and, that easterly flow is our more typical pattern, a bit of dry air high above. moistening the atmosphere, the sea breeze will come alive as well. disorganized according to the hurricane hunter aircraft. but it is something we have to watch for development. very large geographically. looking at just the cloud presentation there. quite a bit of dry air high aloft.

that is 99l. that will continue to move to the northwest. computer models get this into a better environment for strengthening over about three, four, five days. we will have to watch the movement of this the next several days including the weekend. a few showers offshore, but because of the northeasterly flow, the inland areas probably not as many showers devop hours. ghout the g for wednesday, 93. rain chance, 40%. seasonal chances because we have kind of a classic pattern. although the winds are a more northeasterly. most of this afternoon, evening activity will continue to watch any potential impacts from any tropical systems into the early part of next week. steady as she goes summer weather. if you have been cheated, when you need help, she's on your side. better call behnken. >> investigator shannon behnken is looking into complaints from resident living near the bell

there is runoff from this site so severe, it is damaging neighbors' homes. they say the developer has not done enough to help. that is when they knew they better call behnken. investigator shannon behnken joins me now. i hate to see those images. >> that dramatic video got my attention. residents say the developers have not been good neighbors. and that a major storm last month that you just saw there, that was the final straw. this home video shows rainwater boulevard coming from the reconstruction site. and taking over the lawns across the street. >> nine-and-a-half months pregnant slipping on mud is not the safest thing. >> reporter: this happened last month during a massive rainstorm. but tim monohan has documented eight times when the water has spilled into his property. >> we shouldn't be holding a

the flooding. it is the erosion. and nasty debris left behind. >> it is a torrential amount of water that is coming down here. so it has come down our street onto our property. and what it does is it winds around. we had some nails, debris, dead rodents. >> reporter: the water rushes between homes and dumps into a creek. the monahans installed their own barrier to help with the erosion but away. >> we just want them to fix it. >> reporter: they demolished the historic hotel to make way for condos, homes, and a boutique hotel. my visit to the community attracted the attention of the project's superintendent. >> you feel like your project is damaging their homes? >> personally, i don't think so. >> reporter: the company took action after july's major storm. >> what have you done so far to fix the water problem?

drain, but nothing yet to fix all of the erosion left behind. there has not been a major storm since that temporary fix so it is not clear if these fixes will keep water out of the lawns. jmc says once their project is complete, this shouldn't be an issue. >> those mesh fences, those will keep the water out? that is kind of a puzzle for me. what about the erosion? >> reporter: they are saying they will take a look at the erosion. they would not promise me that they would go out and fix it but they said they would look at it. some of that mesh fencing, they put some hay behind it to kind of keep the water. >> to mitigate it. >> reporter: but it is unclear. we are still waiting for the next big rain. >> looks like a river running through people's yards. if you have a problem that

>> so, do you use instagram? >> yes. >> well, the pictures may be hmm. researchers looked at nearly 44,000 instagram pictures. some from people with a history of depression. and they found that people who are depressed posted pictures that were less bright and not as saturated with color. all kinds of saturation in jen's pictures. depressed people posted more frequently and were more likely to include faces.

recalling activity trackers because of the risk of rashes. now, new complaints show they can also burn children. the recall involves the step-it activity wristbands. mcdonalds has gotten 70 reports of blisters and other skin irritations. you should stop using the bands and either toss it or return it to any mcdonalds for a free replacement toy. and kfc gave away thousands smelled like fried chicken. the extra crispy sun block was given away on their website as a marketing gimmick to promote extra crispy chicken and prevent beach goers from getting extra crispy. >> sounds like a seinfeld insewed.
