getting the brunt of the heavy rain so far. >> penela and a number of other school districts decided to close tomorrow. including usf. we have that information scrolling across the bottom of your screen. let's go to steve. he's in the forecast center. we've seen a lot of rain today and we're going to see more of it. >> and this evening too including the buck's game. additional rain over the areas that have flooded. you can see the rain coming do part of the county. 76 degrees and overcast. almost 3- inches of rain and the coastal areas have seen them added up. hermine was upgraded to a tropical storm at 40 miles an hour. at 5:00 p.m. it had 45-mile per hour winds after hurricane hunter aircraft determined they saw stronger wind gust at the center of the storm itself. still quiet a bit of dry air

side. there will be land fall strengthening closer to hurricane strength in the panhandle area around the appalachian cola area. the computer model forecast. thunderstorm warning in place. say truss, hernando and pascoe. the wind direction is important the next couple of days. coastal flooding and waterways high as well as a result of that water being pushed into the bay. the tide cannot go back out after a high tide. that could be an additional

as well. >> steve, hopefully, people are getting prepared and more so. we are getting reports of heavy flooding in a mobile home park. many people living here doesn't look good. the water continues to rise. >> good evening, no, it doesn't look good. this is the mobile home park off state road 70. this house, the water goes right up to it and every time a big truck goes through, it pushes water up into it. let me show you over here, this is the entrance way. no one can get in because the water except for big trucks is way too deep. the residents are staying up there earlier and you can see here in my picture action that's a canoe. that's the only way in and out of the place. i'm going to pull back out wide and walk with me for a second. the water is deep. there's another guy in a kayak getting around. the deepest part is back by the canal.

to my knees, here's a big palm tree. this has fallen. the ground became soft and the palm tree falls on to the ground and water into people's houses and again, here, this is the only way to get around by canoe. if you take your car in here it will stall out. we're going to stay out here and see what happens because the people are afraid the water is going to continue to rise. there's a creek and together and making a bad scene. back to you. >> two new water sources emerging. we got to watch for those falling trees which can take out electrical lines. be very careful out there and be aware of all that. we'll continue to monitor the situation there. meantime, sarasota county, we have a couple of drivers, cars trying to brave flood waters here.

turn around, don't drown. that's the saying. meantime, in sarasota county, some drivers tried to make it through deep water as well. a car became and thed on washington boulevard. >> and the heavy rain causing major issues today. several streets have been shut down and cars too on numerous roadways. residents had to be evacuated from an apartment complex and a woman had to be rescued from a vehicle sinking. news channel 8 joins us now live where the rain will continue to be a threat. we're not even there yet, are we. reporter: no, we're not. i'm standing at the autumn chase apartments here in the middle of largo and this as you can see behind me, this pond has been running over all

course, causing a major problem here. people had to be forced out of their homes and that car rescue, dramatically caught on cell phone video. >> rain, rain and more rain led to scenes like this. raging flood waters pushed this car into a ditch. the hud wife was stuck in there. they were triping to help her get out. as they were helping her get out, the car was just sinking really fast. >> emergency crews pulled her out and rushed her to the hospital. a few walks over at autumn chase apartment complex, residents are forced out. the pond in the middle of the complex running like a river. the water all over tony's unit. >> i'm petrified. i've heard my apartment is

my animals. >> i'm still trying to figure out what we're going to try to do. >> this water continues to run off into people's homes and there's no telling when they'll be able to come back and clean up. >> people need to put safety first. we hate seeing these pictures of these stalled out cars and hopefully, they'll heed the warning. this is only the beginning. >> if you plan to head out tonight or tomorrow, check the app list first. we have a list of road closures to avoid the flooded areas. >> people filled about 7,000 bags in less than 24 hours.

moving storm. >> that is a big issue. it completely stalled out in the gulf of mexico earlier. with that, we see a longer railroad ration event. forecasted models had a faster moving storm. when it slowed down we had to deal with more of this. the quickly overflowing the pond. some of the flood water went into the apartment. four units had to be evacuated. close the 7 inches of rain fall. a lot of spots across the area about 3-6 inches. this is still the opening sequence of the storm. we have the impacts here for another 36 hours or so.

for it, not earn's agreeing. >> you're right, stacey. i'm on bay shore now and let me tell you it's really coming down. no flooding at the moment. if you take a close look at the storm drain behind me, you can see storm water is actually flowing into the bay. when it comes to tackling storm water flooding problems, for decades, tampa's mayors have kicked a can down the road. some contend money to fix the problem was available all along. 's things. >> afternoon thunderstorms regularly flood tampa's roads. the worst of it happens in city counselor's district. >> more and more streets are flooding. >> the mayor is raising $250 million for five major and 150 storm water projects to better control this. >> i've had enough of that. >> business owner randy complains he's taxed enough.

he spends it on the parts and special projects. >> the city spends 35 million on bp money on a river front park. according to the projects don't solve storm water projects. >> the park is no good if you can't get to it. >> why would the city spend $35 million on a park when they have this kind of a storm water issue? >> let me say this. first of all, there are two separate issues. we are making a investments into the downtown area. 68 million. >> how much we're spending to renovate.

area. 80 degrees and rain will be on and off. 807% chance in the forecast for thursday as the storm continues to move toward the panhandle for land fall. should be early in the morning on friday. still some showers coming around the southern side of that. add to that, that wind south and eventually south west on shore causing coastal flooding, tidal flooding. to get back out again. the water will be quiet high on coastal areas and intercoastal waterways. showers continue to stretch north to south. the yellow and red indicate stronger downpours. south west sections of the county and inland places like lake wells are dry at this point. all the way to the coastal area you can see the showers and thunderstorms firing up back to the west. typically on a summer afternoon you see them rain themselves

this energy is coming to the west. it continues to generate and line up and develop and move on shore. more heavy rain headed towards the county. letting up on shore. could continue to see showers in the overnight period too. 82 degrees at 7 a.m. overnight lows don't fall much. you can see the area back to the west of us. side. the radar doesn't pick up in the gulf of mexico. always the wet side in this particular case and just funneling the moisture over areas of already saturated ground and already flooded areas and add to that the coastal flooding and tidal flooding and south westerly wind and you have problems into the weekend. friday at 2 a.m. potentially could strengthen into a hurricane by land fall. we mentioned the speed of it which is partly why the rain

we continue to kick this thing out of here. tropical storm hermine with thunderstorms and winds. south and cent er dry air aloft in the general area. all the moisture coming in from the tropics and funneling across the bay area as we talked about. wind direction is huge the next several days watching with lines of equal pressure. the center of this tropical storm carrying into the later part of thursday. higher tides with south west wind as it shifts. later tomorrow especially thursday and friday. a tropical storm, a wind obviously farther to the north wrapping around the center of that. west of 19 volunteer evacuation for folks. they talked about an 8-foot storm surge.

that's possible this evening. rpm forecast model, still the possibility of early rain. 80% chance of the forecast thursday. a sure thing for most folks especially on the coastal counties. high temperatures stay down as a result of the clouds but it's not about the temperatures these days. it's about the rain, the additional rain and of course, those beaches that face south and south west and west as those winds come around south west and that will cause some very high tides. high tide tomorrow is midday 11:00 a.m. to 1:00 p. florida. >> and people wondering why schools are canceled, it's the danger of the flooding. thanks. it is going to be a rainy night for the bucks and in less than two hours, the team takes the field and takes on the washington redskins. >> coming up, we're at the stadium for the bucks final
