good morning. state of emergency. florida braces for the worst with tropical storm hermine expected to become a hurricane as it bears down on the gulf coast. evacuations now under way there and then it's set to slam nearly the entire eastern seaboard. day plans? who's telling the truth? donald trump meets with the president of mexico and then says this about that wall he wants to build. >> we did discuss payment of the wall. >> the mexican president says it not only came up, he told trump mexico isn't paying for any wall. back in the states, trump is back to his biggest applause line. >> mexico will pay for the wall.

great outdoor plans you had for labor day weekend. not looking so good. >> we're going to confront al. i mean, talk to al. it's our top story. the weather. a state of emergency in florida. tropical storm hermine expected to make landfall later today. it's already brought heavy rains to the gulf coast. could strengthen into a category 1 hurricane and, yes, the entire east coast is now looking at a wet holiday weekend. let's go right over to al. he's following the storm's pa let's start with nbc's gabe gutierrez who is in florida this morning. gabe, good morning to you. >> reporter: savannah, good morning. we've already seen some rain on and off here throughout the morning and as you mentioned hermine is strengthening. the national weather service now saying it's expected to make landfall here in florida either later tonight or in the overnight hours as a hurricane. now, dangerous storm surge is expected and overnight we've already seen some flash flooding and over the last 24 hours north

effect for where we are at in franklin county. mandatory evacuations are also in effect. storm surge expected up to seven feet in some places and hermine is expected to bring up to 5 to 10 inches of rain in some areas even 20 inches in isolated spots. if hermine were to make landfall as a hurricane here in florida, it will be the first hurricane to hit the state in nearly 11 years. savannah? >> all right. gabe gutierrez, thank you. >> al is here and he's g some pretty big problems for what millions of people up and down the coast. >> that's it exactly. it's been 11 years since a hurricane has hit florida. this could strengthen as gabe mentioned to a category 1. latest on hermine, 270 miles south/southwest of florida. looking at the path right now, we expect landfall sometime late

of and then continues inland until early saturday morning and comes out around the carolina coast but look at this cone of uncertainty that widens out. washington, d.c., philadelphia, new york, parts of connecticut, providence, all of the way up to boston all have to worry about this system. now, for the first time in four years, we've got a hurricane warning in effect along the gulf coast from panama city down to we've got tropical storm warnings as well and we also have to worry about the risk of storm surge. that's when all these waves, this wave energy piles that water up against it and we get flooding moving its way inland. right now we've got storm surges that will peak 1 to 3 feet around tampa. 4 to 7 feet as you get to big bend on top of high tides. we also have to worry about the

typically small in scale but still we have to watch it. the other big problem is going to be the rainfall. anywhere from 10 to 20 inches of rain especially in northern florida but as you get up into the carolinas and georgia, could be upwards of 7 to 8 inches of rain and coming up in the next half hour, rip currents are going to be a very big problem stretching from florida all of the way into nantucket by the time the labor day weekend is over. >> we talk about plans for the happen along the coast. >> absolutely. let's turn to politics now and headlines there. the long awaited speech on immigration that donald trump delivered to a roaring crowd in phoenix wednesday even after conflicting reports emerged from that surprise visit earlier in the day with the mexican president. in a minute we'll speak to tim kaine to talk about his thoughts on that speech when he joins us. first, let's go to nbc's hallie jackson.

this morning already reaction now to donald trump's tough talk on immigration. some of his most conservative supporters are applauding what sounded like a speech trump might have given during the primaries but even some of trump's open surrogates say they feel disappointed with hillary clinton calling it trump's darkest speech yet. in front of a fired up crowd, a fiery donald trump trying to clarify his immigration stance. >> anyone who h united states illegally is subject to deportation. >> reporter: for the roughly 11 million undocumented immigrants living here, no legalization. >> you can't just smuggle in, hunker down, and wait to be legalized. not going to work that way. >> reporter: the gop nominee promising a new deportation task force. trump going after hillary clinton. >> maybe they'll be able to

presidential nominee on hillary clinton's democratic ticket. good morning. good to see you. >> good to be with you. thanks. >> i want to start with this meeting with mexico's president. afterward, there were conflicting reports of whether or not they talked about who in fact would pay for this wall on the border. mr. trump said it didn't come up. the president of mexico said, yes, it came up early in the meeting and he told mr. trump that mexicold which one is trying to save face in your opinion? >> well, i think this is kind of a diplomatic amateur hour by donald trump. what are the odds, matt, that he has been telling the american public for months now we're building a wall and mexico is going to pay for it, but then that did not come up in the meeting? i find that kind of ridiculous. even if it didn't come up, he

the president of mexico after he's been saying it every day for the last many months? so i find his statement that he didn't bring up even if it's true, it shows that he sort of folded under pressure and didn't have the backbone to say to the mexican president what he's been saying over and over. >> donald trump stood there with the mexican president. he was toned down. no outrageous rhetoric. s even his best presidential behavior. is that one of the difficult things for you running against a donald trump that you never know exactly which donald trump you're going to get? >> you know, i think the important thing about leadership is you have to be consistent. you can't say different things to different audiences. and so, you know, he came back across the border and it's about mexico is going to build a wall. mexico is going to pay for it. he was divisive.

deportation nation. but when he's looking the leader of mexico in the eye, he can't bring himself to say it. that tells me something about his backbone and his resolve and so it's an interesting -- yesterday was an interested display of, i think, kind of a diplomatic lack of resolve and then this language of division deportation that shows that donald trump is not changing anything. >> back to optics for a second. if you look at the side by side of this week, to mexico. he sat down. he had a dignified meeting with a foreign leader. hillary clinton spent most of this week scooping up money in the hamptons for fundraisers. doesn't trump come out on top on that? >> i don't think so. do the contrast in 24 hours yesterday. donald trump choked on the fundamental promise that he's making in this campaign when he had the opportunity to talk to the foreign leader about it by his words he didn't bring it up.

it did come up. i told trump we're not paying for your wall. so that just shows that i think kind of not ready for prime time but then back over on this side of the border, he just doubles down on this divisive deportation nation strategy. >> let's talk about the state of the race. most national polls we're seeing battleground polls show a tightening race. that's the trend. and if you look into some of those polls, what you see really it's a matter of hillary actually going down. the question is if trump is as weak a candidate as you portray, why isn't she putting it away? >> i encouraged secretary clinton to run in april of 2014. i gave a speech in south carolina and i said i hope that she runs, and we talked about it. i said make no mistake, this is going to be incredibly difficult. i think it will be hard. you cannot assume anything.

that nobody has ever done before. i always assumed this race would be hard. we feel good about our position in a number of true battleground states. we don't feel any sense of complacency. we're organizing and making our case to voters every day because we felt from the beginning this would be very, very difficult. >> senator tim kaine, thank you for your time this morning. i appreciate it. >> you bet. thank you, guys. good to be with you. we turn to a possible game alzheimer's. researchers announcing an experimental drug produced results in slowing memory loss in some patients. dr. natalie azar is with us now. explain what's going on. >> we want to say we want to temper the enthusiasm. previous drugs have shown promise in early phase one trials and gone on to not show significant improvement in patients clinically. that's kind of important.

alzheimer's. we do know it's characterized by these abnormal plaques of protein in the brain. patients given this drug for a year and in a time and dose dependent manner had a significant reduction of these plaques which means people that got highest dose had almost complete disappearance of these plaques. i want to say again does that translate something meaningful in terms of cognitive function. >> just because you have a reduction doesn't mean you slow the production of memory and thinking problems or even halt the progression. >> exactly. here's where the important thing is that we do know that these plaques can start to surface years, even a decade before symptoms start so imagine if you could take a population of people who are at risk, either by screening or genetic risk and give them this drug that early and prevent the plaque from ever developing, could that translate into a truly meaningful

7:27. of course, we continue to the track tropical storm hermine. still a tropical storm but there are hurricane warnings in effect for the panhandle of course. that's because they could become a hurricane before it makes land fall. locally a tropical storm warning. a flood watch in effect. of course, and pasco but the flood watch continues. even a coastal flood advisory for pinellas, hillsborough, tonatee and sarasota later y. with an onshore wind. thankfully at this point, we are mostly dry but during the day today, we will continue to see the rain wrapping around tropical storm hermine. so keeping the rain chance at about 80%. watch for flooded roads. we have a very good drive right now on the interstate. yeah, we're at rush hour. and look at 275 and bearss

damper on labor day plans just ahead the holiday weekend. donald trump is back on the campaign trail this morning after a quick trip south of the border before wednesday night's big speech on immigration in arizona. he emphasized he's not softening his stance on immigration. differing accounts of his conversation with the mexican president quickly emerged with trump reiterating his claim that mexico will pay for the wall he wants to build on the border insists his country will do no such thing. restoration work on the u.s. capitol dome is almost finished on time and under budget. house speaker announced a two-year $60 million project will be ready before the president inauguration. the last time the dome was spiffed up was back in 1960. let us start this half hour with the story of two women that documented almost every detail

the other part about hermine that we want to talk about is the rip currents. even if you're not directly affected by hermine, the impact for most of the east coast stretching from port st. lucie into connecticut and could affect nantucket. a danger for all levels of swimmers. pay attention to your lifeguards if the beach isn't guarded by a lifeguard, be careful. we have to watch hurricane lester in the right now 835 miles east of hilo, hawaii. 110-mile-per-hour winds. it's moving west at 14. right now it looks like it will move north of much of the hawaiian island chain but they are going to see rain and winds before it's all over and as you can see on the day today, a risk of strong storms down through florida. hermine threatens there. wet weather through the southwest. rainy and cool up into the pacific northwest.

15 years ago the nation was shocked to hear about this case. rusty rates returned home from work to a nightmare. his five children had been drown in the bathtub by their own mother, his wife, andrea yates. nbc's janet shamlian shaat down with one of the few people that remains in contact with andrea yates as she lives out her days in a mental hospital. the crime horrified the nation in june andrea yates drowning her five children in the bathtub of her houston area home. she then called 911 to report what she had done. >> do you need an ambulance? >> no. i need a police officer. >> noah, john, paul, luke and baby mary. seven years to just six months old. her husband, rusty, was working at the time. he returned to a scene of shear terror. >> cops were crying.

into that house and had to recover the bodies. >> kprc was the first on the scene. >> they brought andrea out and her clothes were still wet and her hair was still wet from the bathtub. they brought her out. she looked like a zombie. there was a sort of wildness in her eyes. >> even with a long and documented history of mental illness including suicide attempts, she was charged and the verdict was later overturned and in a subsequent trial she was found not guilty by reason of insanity. she testified she believed her children's deaths would save their souls. andrea yates was committed to a texas mental hospital where she remains today. now, 52 years old. you talk to andrea on a weekly basis? >> i would say probably about every seven or eight days. >> how is she doing?

she has excellent care. >> george parnham was was and is still in andrea's attorney. >> there isn't a day that goes by where she doesn't care for, talk about, is happy about her children's lives before june 20th and grieves for her children. >> parnham says she makes unanimously to charity and she also spends time watching videos of her children. >> the hospital where she is, there are no wires or bars, there's no armed guards, no fences. >> for the most part it's a life of solitude. she never leaves the hospital and has few visitors. while the case comes up for review yearly, andrea has never sought to be released.

had another child, a son who is now eight. according to recent court documents, his second wife filed for divorce last year. in a 2015 interview with oprah winfrey, he spoke about his grieving and where his acceptance is now. >> for some reason when i think about them today, i think of them as being teenagers or young adults. >> your oldest son would be 20 now. >> it's easy to get caught up in how they suffered or the fact that tre tried to do was say, look, i'm not going to let these events steal that joy. the joy that we had for those seven years. >> maybe with the exception of sandy hook, the added element here, of course, is that the children were killed by the one person that should have guaranteed their safety. >> five beautiful lives lost. 15 years later a tragedy that still resonates.

as a category one hurricane. and now it's affects on us, going to continue to circulate rainfall our way. thankfully dry after the rain from yesterday. but we're getting light rain along the coast and the flood watch cons for the shoreline as well. you can see the smaller showers off pinellas and manatee and sarasota coasts. our winds speeds will increase too by about 8:00 this morning. 10 to 15 miles per hour winds inland and look at this, 20 to 25 along the coast. by lunchtime, 25 miles per hour winds, going up to ne the afternoon and evening. and that's also during high tide. of course, we're expecting much higher than average tides. somewhat of a storm surge with the high tide, 5 to 5 feet, higher than north, northeast normal. and pinellas, hillsborough, manatee, sarasota, 2 to 3 feet higher. and one to three feet higher to the south. and this eight-day forecast. be careful today. as the downpours rotate in. still an 80% rain chance.

yesterday. you can see cloudy on the hula bay restaurant in tampa. but tropical storm hermine is out in the gulf of mexico pushing north. could make land fall overnight tonight. this red shaded area, where the hurricane warning is many effect, it could be the first hurricane to make land fall in florida in 11 years. locally, tropical storm-force winds are expected within 36 hours. there's a warning there. but the flood watch continues. i know it seem only are there small rain chance showers but look in the gulf of mexico. again, tropical storm moisture wrapping around tropical storm hermine. and i expect at least some of that to wrap itself into our area. so with the saturated ground, higher than average tides with this onshore wind flow, the water is going to pile up in the bay and the rivers and when the rainfall come, not going to have anywhere to go. more flooding problems today.

that we had yesterday but any rain is a problem basically. and as far as the wind threat, we will see very rough surf and stronger winds obviously up to about 30 miles per hour. and with the soggy ground, there's a possibility that could bring trees down, just because the ground isn't stable anymore. and when you have the tropical storm, isolated tornadoes, water spouts come onshore a possibility as well. and we are keeping the rain chance high on friday as tropical moisture spreads in. it doesn't start to dry out until early leslee, how about the roads? we start off in pinellas county because we have flooding on the roadways. grounds are saturated. right now, you need to know, st. pete, martin luther king, also known as 9th street, is closed right now between 47th avenue south and 38th avenue south. and that is due to standing water in the roadway. this general vicinity in this area, we've got other portions of roadways that have a lot of

it's good for the grill and garlic salt to give it more flavor. toss it around in there. chicken you should grill at medium heat so it doesn't dry out. it will cook for 20 or 25 minutes until it registers 165. >> i'll be back with you in a second. talk about vegetables. zucchini, squash, tomatoes, oil on there, garlic salt and pepper. they cook for a lot less time. only a couple minutes. you want tomatoes to get blistered and yummy. and next step is the rice. this is really the base. >> can i stop you for a second? >> i don't like it when rice is mushy. i like a crunch. >> that's the best part.

onions and bacon. bacon will help it crisp up because it has that fat in there and it's going to give it a lot of flavor. you can even use leftover rice. you know when you have those containers from the chinese takeout. a great way to use it. i'm actually doing this in a cast iron skillet instead of a pan so you don't have to have a special pan for this. >> you know what's amazing, we have our tasters at the table. they began eating this dish in our 7:30 half >> the two sausages, chicken and vegetables are perfect. >> awesome. >> i want to know where charlie is. don't you think he would like some? >> he gets the leftovers. >> there won't be leftovers. >> you are pressing it down. >> i press it all of the way in. you want that rice to have good contact with the bottom of the pan so it gets crunchy. you can put this right on the grill at high heat for 20 to 25 minutes. it's not going to burn. that's how you get the crunch.

good morning. i'm gayle guyardo. >> i'm gene ramirez. time now 8:59. leigh spann is tracking tropical storm hermine. >> exactly right. and i know we've had this reprieve from the heavy rain of yesterday but look in the gulf of mexico. this is deep tropical moisture rotating around tropical storm hermine which is why you see the green shaded counties, just about everybody touching the coast under a flood watch. anymore more rain will lead to the more flooding. and we will see the winds get stronger through the day today. and citrus, hernando and pasco, under a tropical storm warning meaning you could feel tropical storm-force winds within 36 hours but i believe you will see them as early as this evening. farther to the north, the red area is a hurricane warning where they could feel hurricane-

southeast up to 23 miles per hour in st. petersburg. lighter once you head inland. and we have stronger gusts, up to about 18 miles per hour just offshore at this point. and look at the wind speed forecast now as i go forward this time. closer to the coast, 30 miles per hour wind speed expected by this afternoon in st. pete. 34 in venice. and breezy inland, just not as strong. and then everybody gets in on the strong 25 to 35 miles per hour speeds this evening. again, after this brief ea dsrain at times coming onshore as tropical storm hermine heads north. and it could come onshore after midnight early tomorrow morning. the problem is, it's still going to be drawing in moisture for us tomorrow. just three days now with possible heavy rain. and by the way, if it does make land fall as a category one hurricane which is the forecast, it would be the first one in 11 years to make land

fall was wilma back in 2005 locally here in florida. so good rain chances today and tomorrow. drier toward labor day weekend. i want to focus on pinellas county. i want to zoom in to the st. pete area because we have a lot of roads that are flooding from the rain that came through. this could be a major issue, especially tomorrow as more rain comes through. this is what you need to know right now, martin luther king, some people call 9th, but martin luther completely blocked here between 38th avenue south right around that bend at jasmine way south. it is completely closed could be. due to flooding. and there's flooding that is continuing into other areas coming off of the lake as well. and we will have more on that. but you need to know, it's blocked completely here. and come over here, 4th street at this particular area near the lake turns into 6th street. so that's when you can take to get by 6th. it does run parallel.
