his family's home. paul mueller joins us live from the scene. this is a heated issue to say the least. >> reporter: racial tensions are mounting as they have been the last couple of days. i. i want to give you a good idea of what we are talking about. that is 22-year-old riggins. that store on the corner it says breakfast get and go. that is where he worked. now, it was back on tuesday that deputies executed a search warrant at his house. it was a month long investigation in which investigators bought pot after of him. they said the deputies had no choice to shoot when he didn't comply with their commands. >> they didn't see what he

history of his arrests and connection to guns in the past. >> they murdered that boy. he was murdered by the police. the same people we call to some save us are kaling us. >> reporter: there are some deputy ins the parking lot there. if we could swing around here l are three there are several more if you like right there. these deputies want to keep the peace tonight. there is a concern that these protests could break out into some kind of riot as the community searches for answers. paul mueller, newschannel8. >> right now, tropical storm hermine is making its way across south carolina. we want to show you a picture

toward charleston. you can see some dark threatening skies. every now and then, you can see the wind shaking the camera. hermine could cause problems for the atlantic coast for days to come. we saw just how much damage it did around the bay area. let's begin our team coverage with steve jerve in the forecast center. i would say good riddance but i know so many people are still dealing with the aftereffects of the storm. >> indeed, we are seeing showers related to tropical storm hermine. the tail end of it kind of dragging across in places like new port richey. as a matter of fact, let's take a look at the camera. this is at the connorton area in land o' lakes. 4.7 inches of rain. working on five inches of rain since midnight. at our camera at new port richey. four inches of rain. impressive amounts as it trains across the area. that is where hermine is located as of 5:00.

northeast coast for the holiday weekend there. the satellite shows how quick and fast and far it moved in a short amount of time since landfall at 1:30 a.m. near saint marx florida. now north of charleston spreading the rain and on shore flow north of the center of the storm in the coastal places of north carolina. there are the areas i'm talking about lining up offshore. mostly pasco drenched because they are in the unfortunate spot of the tail end of the storm dragging across the state and showers train over a certain area like a train track. as we saw training showers. those places are new port richey. pasco county. dade city, i-75 and land o' lakes. these areas see quite a bit of rain as a result of this storm. it is still going in some fashion. conditions are improving giving people a chance to dry out and certainly try to pick up after this storm. >> all right, thank you very much steve.

coast north of the bay area. especially in cedar key where water quickly swallowed the town damaging many homes and businesses. jeff patterson joins us live from cedar key. the damage behind you tells the story. but you had a really bumpy night where you were staying. >> reporter: good evening jen. a rough night for a lot of people here. you can tell from the front wall of the condo. there is an air-conditioning unit there. they had it sandbagged off. but that didn't storm surge is about up to this level. the wattser taking away this break away wall. but a lot of people today have been cleaning up as best they can. as hurricane hermine howled through cedar key, it wasn't the wind and the rain that caused the damage. it was the storm surge. terry williams and his partner

atlanta to open a coffee shop. >> we took four months to get it ready. >> reporter: today, they gave out free coffee and food and worked to clean up the mess in their shot. >> in atlanta, we had hurricanes but we don't have the surge. so, it has been, you know, we lost a lot of our equipment. so, it is all brand new. but, you know, if you think about the community, the community here is great. >> reporter: a number of businesses >> just a lot of mess. a lot of mud, a lot of water destruction. you know, just a big mess. it will take a long time to clean it up. >> reporter: andy manages an auto part store. >> we had three-and-a-half feet of water in the store. you know, the flood up in the shelfs got ruined. >> reporter: batteries, parts, products destroyed by rising water. >> how do you recover? >> time. a lot of hard work. and, a lot of perseverance.

amazing resilience there. take a look behind me. i talked to a couple of ladies who rode out the storm in this building last night. and they described the sounds as the walls were ripped away. and they heard things crashing into the roof of this. basically the floor of the condo they were in. just an amazing night. fortunately, nobody hurt. nobody killed last night. jen? >> wow. jeff patterson reporting live for us from cedar key. thank you for your good reporting. after da tidal surges, pinellas county is finally starting to dry up tonight. as mark douglas shows us, there was trouble at the mariner's cove mobile home park in clearwater. >> reporter: by late morning raw sewage was surging out of manholes at the mariner's cove mobile home park. matt lopez left with his pregnant wife and baby days ago and returned for a canned food run because he is running low on money and has nowhere to turn. >> i'm spending money i

house. to get food. take care of my family. and i don't even know howly pay the bills after this. >> reporter: this couple who just moved here two months ago waded through knee-deep water to get back to their trailer. >> we just kind of wanted to come evaluate the damage. see what was done. >> reporter: any water inside your home? >> no. thank goodness. we prayed. >> reporter: the owner of a plumbing business at an trail park that did not flood next door is praying that duke energy turns the power grid back on soon. that is so she can get back business. after days of misery from clearwater to saint petersburg, the worst is finally over. the water is finally receding and residents can now get about the business of cleaning up the mess. in pinellas county, i'm mark douglas, newschannel8. >> reporter: i'm steve andrews in hillsborough county. at 4:00 a.m., this huge 400- year-old oak split. half of it crashed down on a

mower business. it fell where dale was sleeping. it was a close call. >> he got out. crossed over a little fence there and the electric wire was charged and it shocked him all the way up to his elbow. >> reporter: three-and-a-half miles away. 35-year-old reuben hamilton and his wife picked through what is left of their home. thursday night, about 7:00, rain pounded, then everything went quiet. >> just like that. everything came tumbling down. >> reporter: a tree crushed the roof. ll in which his seven-year-old daughter slept. reuben crawled in and pulled her to safety. steve andrews, newschannel8. a power outage caused a tampa waste water treatment plant to waste nearly a million gallons of partially treated sewage into tampa bay. eagle 8 hd flew into the area and it took ten minutes to bring the city's standby power generator online. hermine brought down power lines throughout the bay area. look at this.

>> hurricane hermine chewed away at coastlines all across tampa bay. lido key has had problems with erosion for years. the storm has made the situation worse. >> reporter: hurricane hermine chewed away large swaths lido beach. since wednesday, the storm swamped the coastline. and all the residents could do was sit back and watch. >> at some point the water was coming up the stairs here. >> reporter: this man is worried about the future. >> if there is not a decent beach, the property values will drop. >> reporter: the president of the lido key resident association says there is more local lawmakers can do to get it fixed cigarette has been eroding very badly. we need sand. everybody realizes we need sand

has claimed some victims with it. over the past few days, some sea turtle nests ended up washed out to sea. >> i saw the surf coming up, crashing on our wall. as it went back, it was taking the eggs wit. >> reporter: an official at mote marine lab says there were around 1700 unhatched sea turtle nests across the county. it is unclear how many were destroyed. on lido key, john rogers, newschannel8. tallahassee took a beating as hermine made landfall. we will show you what the

>> windy conditions from hermine made it hard to fight a condo fire on gulf boulevard. an indian shores police officer noticed the flames and went door to door warning residents of the danger. the officer ended up suffering smoke inhalation as a result. the fire flared up again around 3:30 this afternoon. but it was knocked down pretty quickly. it is unclear yet what started the fire in the first place. our state capitol was scarily in the path of

and today, the damage left behind was obvious. matt galka was with the governor as he toured some of the damage. >> reporter: linda williams watched as good is samaritans helped to clear a tree that fell onto the road in front of her house. >> i think we have wonderful neighbors. that's what i think. >> reporter: these scenes played out all over tallahassee as the city recovered devastating blow from hurricane hermine. governor rick scott toured some of the hardest hit neighborhoods to get a look at the damage firsthand. >> this is the individual that lost their car underneath there. >> reporter: i became part of the story. this tree landed on my house. >> you can see it there. >> reporter: the governor walked with us around the battered neighborhood around five minutes from the capital. more than half the city woke up without power friday.

is fully restored. and while hermine left many in the dark, the kindness of strangers provided a bright spot for some storm weary people in tallahassee. >> they are wonderful. i'm hoping by them doing this, we get our power back on quicker. >> reporter: matt galka, newschannel8. if you have been cheated. when you need help, she's on your side, better call behnken. >> residents in a new port richey neighborhood blame their flooding troubles in part on local government. they said a retention structure built to protect a new community funneled storm water into their streets. so they turned to shannon behnken. >> this is ridiculous. >> reporter: russell woke up to the sound of thunder and knew he better grab his shovel. >> we went down there at 3:00 a.m. to the dead end and started

blowing. trees snapping and everything. >> reporter: the men dug their own ditch at the end of florida avenue and basil lane. he blames this, a fancy retention pond to keep water out of a new home subdivision. >> when they built that place right there, they dug that retention area out and all the water goes in there from our road and there's gates under there. you can't see them. so when it fills up, the gates shut out. now all the water is done. >> they complain to county employees for years and get nowhere. >> they won't bring us a pump. so i don't know what else to do. >> reporter: well i know what to do. track down county officials. >> they say they have been doing this for years. >> reporter: i found pasco county administrator michelle baker and katherine starkey.

being impacted by decisions made in the city of new port richey. the retention pond was approved by the city. but these county leaders admit it is up to them to get answers for their county residents. >> we did not permit this project nor was i aware of it until now. we will follow up and see if there is something we can do. >> reporter: hopefully, that is a step in the right direction. but nor now, the important thing is to make sure all of this water stays out of these houses and that this happening. i'm shannon behnken, 8 on your side. you probably don't want to think about rain chances. they are relatively high tomorrow. down to 40% sunday and monday. 60% saturday. we work some more stable drier air into the area. that will be welcome. a chance to dry out for some. showers continue to fall across the sections of pasco county as we showed you adding up to five inches of rain here since midnight. so, the showers at least at the

continue. some lingering rain as you saw on the radar. 77 degrees at 7:00 a.m. 87 degrees for tomorrow. some clouds, mostly and a little bit of sunshine. 81 degrees. current temperature, pinellas park. upper 70s at odessa. 81 degrees at river view. silt 0 in frost proof. and the wind speed continues to be an issue primarily in coastal areas because we are still seeing strong gusts on the way southern side of tropical storm hermine. although lesser amounts now. 28 miles an hour gusts in clearwater. 22 in saint pete. and, way offshore at 24 miles an hour. we will see the winds come down much, much more tomorrow. and especially on sunday. but the flow will still be on shore. there is hermine, a tropical storm. look how far it is trailing back into the gulf of mexico. and this line just tends to feed off the instability over the gulf. create more showers. move them on shore. and the train track as we were talking about.

over pasco county at the moment. so this evening scattered storms are still possible. winds will ease up a little bit. the flow will continue from the shorterm to the southwest. certainly saturday. there is enough moisture in the atmosphere to create a few more showers and thunderstorms. keep your plans at higher than normal rain chance. a few morning showers possible. but generally kind of a more typical pattern. it will transition the more of a morning sun afternoon and evening shower and tomorrow routine. 90 for a high on sunday. the rain chances running 40% as we go long term. as you saw earlier. the rain chances will fall off a little bit to 30%. as we get to tuesday, wednesday, and by thursday, below normal rain chances. so, let's hope we get a chance to take a break from all this tropical weather. it was a category 1 hurricane. that was 100 miles offshore. so we get the idea that we had some effects certainly. we were on the wet side of this. but gosh, it could have been a lot worse. i'm sure it is hard to explain that to people who have seen a
