the power back on in the state capitol off hermine. good evening. i'm jennifer leigh -- after hermine. good evening. i'm jennifer leigh. >> i'm josh benson. thanks for being with us. tension remained high in one tampa neighborhood after a 22-year-old man was killed by a deputy during what authorities called a drug raid, as the victim's family calls for the deputy's arrest. a nearby pastor is calling for peace. protesters marched, blocked roads and demanded answers in demonstrations nearly now. they want to know why an unarmed man was shot to death. melanie michael is live tonight where the protests have taken place. >> reporter: there is good news to share tonight. there have been peaceful protests all throughout the day and they're over for the night and everyone is safe and sound. this is one of those stories we continue to follow because a pastor down the street tells us he's hoping to keep it peaceful. >> people have a right to protest.

long as they're safe. >> reporter: pastor ron hubbard is ready for a conversation between deputies and demonstrators and he's opening the doors to his church to make it happen. >> people are protesting, but they want to be able to speak and talk without fear of retaliation and, of course, on the other side of the street the law enforcement, they want to be able to listen without fear of their lives in the process. >> reporter: as a long time spiritual leader in the neig tells us his heart is broken after seeing racial tension. >> what do we want? >> justice! >> reporter: last week 22-year- old levonia riggins was shot as hillsborough deputies executed a search warrant at his home. the sheriff's office maintains after repeated demands riggins would not show his hands and that because of his criminal record involving guns they were afraid he was armed. >> me and my family is out here to demand justice. >> reporter: riggins' older

have organized marches over the last week. as for pastor hubbard, he's welcoming everyone into his church friday night for a prayer service. >> since we're going to be here friday, come hell or high water we're going to invite the community. >> reporter: and that's exactly what the pastor wanted to share with the community tonight, those doors are open. they're going to open at 7 p.m. friday night and again the good news, things were peaceful and that is the best news throughout the evening. >> all right. melanie michael live for us tonight in tampa, thanks, mel. now to some breaking news, an outage is causing flight delays for british airways passengers. there appear to be problems with online check-in. here's what the airline is telling passengers. "we are sorry for the delays and our i.t. teams are working as hard as they can to fix the problem. " we here at the news center will continue to figure out if

tampa international airport. flooding persists for several pasco county neighborhoods. downpours from long past hermine continue to force people from their houses. while some people are able to get back into their homes as water levels recede, others are still under mandatory evacuation orders and that includes along the anclote river and the elfers pay. not enough to allow people to return. is that right? >> reporter: that is right. more rain tonight is not helping. we had a minor rainstorm that came through. it dropped rain in this particular area right on top of our heads. you can see behind me where the current is still coming. in that's the anclote behind me and if you look real carefully, you can see a little bit of a current there and what falls from the sky is clear, it is mixing with sewage making for a

the elfers parkway need is more water. >> they'll bring it all the way to your house, ma'am. >> reporter: but that's what they received and they appreciated it greatly. florida fish and wildlife and pasco firefighters delivered freshwater door to door via a large swamp buggy. james robbins is going through this flooding the second time since he moved into his home on the anclote. what about things like doing errands or getting groceries? how do you do it? >> ke somebody can meet you to do a store run. >> reporter: the very thing that draws people like james to this area is the water, docks and fishing, but they didn't bargain for rapids that flood homes. >> with the rains come or the -- when the rains come or the hurricanes come through, it makes it unlivable. >> reporter: despite warnings people of all ages waded or played in the dark brown floodwaters. >> septic systems all around the residences. the septic lids have popped up

septic system itself. >> reporter: some used kayaks or canoes to get around, but others walked or biked in the murky water. many ignored orders to evacuate. >> i'm protecting my property. i've been through a lot of floods and i have a good idea about how much water's going to come in. >> reporter: this house is for sale, waterfront property. any potential buyer may think twice now. wow, kind of sad to see that. the only other mandatory evacuation is mobile home park in new port richey. the utilities are off there. the people that live in worthington apartments can go home. the mandatory evacuations are over. there are some voluntary evacuation spots around the county, but the water seemed to be going down. >> you mentioned it actually rained where you are earlier tonight. is it going down at all or is it sort inform a holding pattern where you -- sort of in

are? >> reporter: it went down about a foot this afternoon. we got here around 4:30 in the afternoon and i took note how high the water was. it doesn't look like it's gone down and i think the rain is to blame. if we don't get any rain, it should go down and people be allowed in their homes hopefully in the next few days. >> that would certainly be some good news for them. we have new information about how many pasco county homes and businesses were impacted by hermine. the numbers are pretty impressive, 197 properties th minor damage, 297 had major damage. for example, flooding with water above the door knobs or homes with trees that went through the roof. nine homes are a total loss and officials have only toured about 60% of the areas affected. so this number is expected to rise tomorrow. hernando county has also been assessing damage from hermine and they estimate this storm did nearly $8 million in damage in that county alone. meanwhile governor rick scott is not happy with how

back on in the state capitol after hermine. tonight he sparred with tallahassee's mayor during a meeting at the state emergency operations center. the city utility promised to have power restored to 90% of homes tonight, but that didn't happen. governor scott claims the city is listing people's electricity as restored when their power is anything but. >> and at four days, you know, you look at the rest of the state this is not happening and you always say oh, it hit harder, whatever. you look at some of these small counties. it hit pretty darn hard. >> what i would hope, particularly if i'm ever going to come to this meeting room again, is that we will cooperate in a manner in which we are respectful to the roles that each of us have to play. we don't impugn the work of the folks who are working extremely hard to get this community back up and running. >> the power issue in the capitol has prompted governor

personally lobby congress for money to fight zika virus, but instead he's going to stay in tallahassee and monitor efforts to get the power back on there. the governor's office tells us that trip will be rescheduled very soon. a sale in the parking lot of a family dollar store turned deadly in lakeland. jeffrey morrow, jr. was shot and killed at the family dollar last night. he arranged to meet a buyer in the parking lot after ma deal online. the would be buyer snatched the item and ran away. morrow and his friend ran after him. that's when the thief opened fire hitting morrow. tonight the parents of a little boy killed by an alligator at a disney resort speak publicly for the first time about the loss of their son. we were horrified to hear the news of that little boy being attacked by a gator in june, but no one was more horrified

lane graves. news channel 8's jenn holloway has an update for us now. >> josh and melinda graves say they are taking it day by day, but saturday was a tough day. it would have been lane's 3rd birthday. hundreds gathered at a local high school in omaha nebraska, each wearing blue, lane's favorite color, all for a remembrance ceremony called love bigot field and so -- big on the field and so full of love surely he could see it from his heavenly home. it was an especially tough day for melissa and matt graves and as tough as it was, they fought through the tears to share their love and grief. >> happy birthday, laney. anyone that knows me knows i don't like to speak, but my baby, i owe it to him to honor him. so his mommy needed to say happy birthday, laney.

own. a funeral will be held tomorrow morning at life point church for master patrol officer fred arnold. he died off duty last week in a diving accident in nevada. officer arnold was a 27 year veteran of the force. now to your vote and a busy labor day on the campaign trail for hillary clinton and donald trump. the presidential candidates crossed paths at a critical spot on the political map, cleveland. their planes were parked just across from each other on the trump says he's looking forward to debating clinton. >> basically i've called a lot of thing right. shouldn't go into iraq, shouldn't get out of iraq the way they got out of iraq. >> last moment before the mad dash the next two months, so i hope you guys are ready. >> clinton will return to tampa tomorrow for a campaign stop. she's scheduled to deliver a speech on the every sf campus tomorrow afternoon. well -- speech on the usf

welcome back. some doctors have to spend more time in front of a computer instead of their patients according to a new study that tracked the edema schedule of 57 physicians. for every hour doctors spent with patients they spent two additional hours on electronic health records and other clerical work. the american medical association has developed initiatives aimed at reducing administrative burdens on

those red itchy blotches that were once part of childhood seem to be a thing of the past. chickenpox cases have seen a dramatic 85% drop since 2006. doctors credit the decline with the vaccine and specifically two doses. the cdc recommends kids get their first dose after their 1st birthday and the second between 4 and 6 years of age. a man trapped in a burning car in houston may not have made it out alive if not for a group of good samaritans. >> there was a man trapped in there. >> this cell phone video was taken after the man was saved. you can see how intense the flames were. about 20 people worked to rescue the man inside. they tried rocking the car and dousing the windows. eventually they were able to pull him to safety. a shocking discovery at a connecticut daycare, more than 600 marijuana plants growing in the backyard. police found the plants behind a wooden fence. they were between 6 and 10 feet

the daycare. so far no one has been arrested. big waves this labor day along the new england coastline all thanks to hermine. the post tropical storm churned in the surf of narragansett, rhode island, much to the delight of these jet skiers, a lot of fun there, but from delaware to massachusetts officials told beachgoers to stay out of the water. as you can see, not everyone heeded. here at the bay hermine left countless animals injured or orphaned wildlife inc. in bradenton beach has rescued many animals. the floodwaters washed away their nests and in many cases they were separated from their mothers. as clean-up continues they expect to receive more of these calls. >> every call is an emergency to us and we don't want them to have to suffer any longer than they have to. >> now if you spot an injured animal, contact florida fish and wildlife for your nearest

the guy you saw jumping waves on the jetski is west port, massachusetts, my hometown, have to give it a shout out there. manatee county, double rainbow here actually just before the showers rolled on into manatee county. some spots got soaked again on this labor day. this is radar estimated rainfall. you see some isolated totals. thankfully 2 to as much as 3. of rain, actually got some reports -- 3 inches actually got some reports of street flooding in north port with 2 to 3 inches of estimated rainfall from the doppler. much quieter this evening, though, just some sprinkles across pinellas, parts of hillsborough county, some sprinkles in polk county there. that's just about it, also heading down into parts of de soto county, southwestern highlands county heading out towards the archibald biological station, light showers wrapping up in the next hour or so.

through the overnight hours, skies partly cloudy. much drier air filters into the tampa bay area. heading into the afternoon hours tomorrow you see not a whole lot happening, a very limited rain chance with high pressure, stable above us and heading into the early portion of wednesday the dry air above us and this should give us a couple of mostly dry days ahead. here's a look at your tuesday, partly cloudy, mid-80s at lunchtime, just an isolated storm possible heading into the afternoon, forecast high temperature right around degrees. this red shading here on our water vapor imagery, that's the dry air making its way in from the north. we'll have that north breeze through the overnight hours tonight. with that that dry air continues to filter on in through at least the middle part of the upcoming workweek. as we head closer to the weekend, you see the greens creeping back in, the moisture quickly returning and with that our rain chances start rising again closer to the weekend. just 20%, though, the next two afternoons, 30% below average

relative dry workweek. then by the weekend saturday our rain chance back up to 40%. the latest on post tropical storm hermine still hanging around with maximum sustained winds of 65 miles per hour wobbling around just south of new england creating that large surf, maybe a little bit of coastal flooding, beach erosion, but eventually it starts to spin down, should be a storm of the past by the end of this workweek. we're watching now invest 92l in the caribbean, a 22% chance of deveen five days, something we'll watch here, dealing with some wind sheer, could enter a more favorable environment for development, giving that a very small chance at this point. quiet here in downtown tampa, 79 degrees now with calm winds, 74 in zephyrhills, 73 in lakeland, 75 degrees now headed out towards bartow, high temperatures over the next five days will be close to average,

wrapping up, we'll see the drier air arriving overnight, low temperature 74 degrees, nice comfortable start to the day tomorrow, partly cloudy, hot during the afternoon. just an isolated storm chance with our high temperature a degree above average, 20% storm chance still on wednesday, a dry workweek but then heading into the weekend and beyond that rain chance climbs back up to 40%. so again a lot of rivers still running high. the remedy is a lack of rain. thankfully a few days ahead that are normal. coming up next in sports it's finally game week for the bucs. gerald mccoy shares his motivation to play against the falcons. >> and the bucs head coach feels more confident with his quarterback than one year ago. dan lucas chats with the coach next. >> tonight's picture of the day brought to you by 1-800-ask-

downplayed his atlanta reunion this week. after all, koetter coached in both bucs wins over his former employer the falcons last year, but this time koetter's pal mike smith will roam the visitors sideline at the georgia dome and especially the players on defense, they're motivated. they're enjoying new life under smith, the bucs defensive coordinator. the former falcons head coach will also make opening day more about football like koetter has and his defense has a shot to make the nfl 16 quarterbacks in the preseason. we'll hear that number all week. can the bucs keep up that pressure in a real game? >> it's a hard way to start the year, but we have all the tools in place to do it. there's a sense of urgency about it. we got two former falcons on our coaching staff. obviously you're going to win with the head coach. i'm on the defensive side of the ball. coach ain't going to admit it, but he got a little fire in his

halftime, noles fans, up 39-28 now in the 4th quarter, unbelievable comeback by fsu who looked horrible early in this game. rays taking on the orioles this afternoon, 1st inning logan morrison against ubaldo jimenez. jimenez pitched great but not that one, a three-run shot. 3-0 rays. matt andriese second time they get him 4th inning. chris davis home run. to the 5th it's davis again this time with two men on, andres one strike from getting out of the inning. instead two runs are in. orioles score five runs in the inning. they win it 7-3 and apparently rails shortstop matt duffy could have foot surgery to end his season. that's the guy the rays traded for for the giants, came here with an achille's injury and this could be something stemming from that injury.
