billed. here is 8 on your side's paul mueller. >> reporter: the bills just keep piling up. >> how would you describe this whole experience? >> it is a nightmare. this has to be true. nobody could make this up. >> reporter: tom montgomery's nightmare with frontier began in may when he decided to upgrade his internet. he says the rep offered him a real deal. but when he got the bill, turns out it was too good to be true. >> i said are you telling me that you can promise month and then send me a bill for four times that amount? tell me you are sorry, you made a mistake, but i'll have to pay it anyway? >> reporter: two months and more than a dozen calls later, montgomery got nowhere, so he canceled his service. the trouble is he kept getting the bills for service he didn't even have. frontier issued a statement to us saying in part customer complaints made to frontier since april have dropped significantly since the first month. we recognize, however, that

bondi also issued a statement saying in part i will continue to hold frontier accountable until all complaints arising from the transition are appropriately resolved. and just hours after 8 on your side got involved, montgomery's bill is now resolved. in tampa, paul mueller, newschannel8. new numbers show saint petersburg released much more sewage into the bay than first reported. more than 128 gallons of partially treated waste water were dumped into the bay during hurricane hermine. newschannel8's jeff patterson shows us the blame game this mess has caused. >> reporter: as hurricane hermine pounded pinellas county, 15 inches of rain fell on saint petersburg in a four- day period. and the city of saint petersburg dumped partially treated waste water into tampa bay. >> climate change has arrived. >> reporter: in a new youtube video, the mayor explains the city faced a difficult choice. dump the waste water into the bay or let it back up into

city safer but several bay area communities have simply gotten rid of the cameras recently. good new to night in citrus county. several stranded manatees are finally headed back home to the gulf. the sea cows swam into a pond at a golf course when hurricane hermine caused some flooding a week ago. well, today, florida fish and wildlife officers and dozens of volunteers moved them home. we are told one of the rescued manatees is the largest fwc has seen. they believe one weighed more than 1400 pounds. >> that took quite a few volunteers to haul that guy out of there. >> it is cool toasty the effort they made. well played. >> who are you calling huge? >> the manatee. he was like what, yeah, no, you look lovely. >> just making sure. all right, steve jerve here with whatever he is going to say. >> i'll talk weather.

not much in the way of rainfall. fairly typical this time of night and the humidity extremely high today. mid and upper 70 dew points. there is your tropical storm julia spinning away off the east coast. specifically, the carolinas. good news is the wind shear has pushed a lot of the activity and thunderstorms to the eastern side of it. and, there is quite a bit of dry air here as well. just offshore of charleston, you can see the motion of the counterclock wise rotation. was a depression, upgraded back to a tropical storm because of a flight storms northwest of melbourne and well east of orlando at this point. all the activity has been moving along on a westerly flow. the rain chances, our chance for rain chances are dwindling. it is the only shower remaining in the newschannel8 viewing area. kind of between sebring, lake placid. southeast of 27. and we look at the forecast the next couple of days. we will peek ahead at your weekend, too, coming up. still ahead, a nationwide alert system is being created to warn the public about

been exposed to the toxic herbicide agent orange. heart disease is linked to that exposure. >> a flunked a fire department physical in 2007 because i had heart disease. >> reporter: he filed a claim for service connected disability. the examiner said he had coronary artery disease. the va wanted more tests but never scheduled them. in august 2011, rich sent a letter asking when the tests could be scheduled. >> respond at all to that. >> so didn't get a yes, didn't get a no. >> just got no answer. >> reporter: a few months later the va rejected his claim saying you do not have a diagnosis of heart disease. >> it was by some bureaucrat based upon apparently an opinion of a doctor that i had never met. >> reporter: rich appealed the denial. last year, va doctors performed open heart surgery on rich. he had advanced heart disease.

heart disease, that seems to be wrong. >> reporter: more than a year later, the va still hadn't decided if rich had heart disease even though it operated on him for it. rich contacted 8 on your side. i reached out to his congressman and the va at bay pines and told them this is one of the craziest va stories i had ever heard. they both promised to look into it. within a week, the va determined rich does in fact have heart disease. steve andrews, newschannel8. the va is claiming the severe heart disease he suffered came on suddenly. in april of 2015. and that means his disability claim will only be retro active to last year. the va seems to be ignoring its own doctor who diagnosed rich's heart disease back in 2010. looking west down in venice here, 84 degrees getting close to sunset now. west winds at 3. days getting shorter.

partly cloudy skies. 85 degrees. plenty humid at this location at the moment. forecast for the evening, a slight chance of rain. most of the radar is shifting east at this point. basically isolated. 78 degrees for a low. 86 in tampa. dew point 73. we have a northwesterly wind. still watching our tropical system sitting off to the east of us. most of the precipitation and clouds really blown off to the east by the wind shear. also, very dry air on the western side. and you counterclock wise rotation. some of these little squalls will come ashore. most of the heavy precipitation is off to the east. and it will likely stay there several days. for us, showers continue to pop up here and there. but, most of it in the westerly flow is pushing off to the southeast. will is the tropical storm forecast. you can see there it doesn't really move around too much. this was briefly a tropical depression today. but after investigating the system with a hurricane hunter aircraft, dumb it is a tropical
